Description de la mission

The Project Lead will be responsible for the overall management and successful implementation of the Veteran Spaces Project, in close cooperation with the Ministry of Veterans Affairs of Ukraine, the Veteran Space State Agency, the North Atlantic Treaty Organization (NATO), and other national and international stakeholders. 

Reporting to the Field Portfolio Manager, the Project Lead will be supported by a Project Assistant, the Project Support Unit based in the Expertise France Country Office in Ukraine, and the relevant geographical and technical teams at Expertise France Headquarters, including the Peace, Security and Stability Department.

The Project Lead will oversee project delivery, coordinate the project team, manage institutional partnerships, and represent Expertise France in its engagement with Ukrainian authorities, NATO, international organizations and other partners. The position will also contribute to the visibility and coherence of France's engagement in Ukraine, in coordination with the French Ministry for Europe and Foreign Affairs (MEAE).

Beyond the successful delivery of the project, the Project Lead will contribute to shaping and institutionalizing one of Ukraine's most significant veteran reintegration reforms.

KEY RESPONSIBILITIES

 Strategic leadership

  •         Lead the overall implementation of the project and ensure delivery of expected results.
  •        Translate project objectives into operational work plans and measurable outcomes.
  •      Monitor risks, maintain and update the project risk register on a quarterly basis, and adapt implementation strategies according to the evolving context.
  •         Ensure compliance with Expertise France and NATO contractual requirements.
  •     Contribute to overall project risk management, security protocols and duty of care considerations for project staff and partners, in the specific context of Ukraine.

Partnership and institutional coordination

  •         Serve as the main focal point for the Ministry of Veterans Affairs and the Veterans Spaces Agency.
  •         Prepare and coordinate the biannual Project Governance and relevant Technical Working Group(s).
  •         Facilitate coordination between national authorities, regional stakeholders, civil society organizations, NATO and international partners.
  • Promote ownership and sustainability of project achievements 

Program management

  •         Ensure the definition and planning of all activities from the project.
  •    Supervises implementation of both project components: 1/ development of the national Veteran Spaces model and governance framework; 2/ equipment of 14 new Veteran Spaces and operationalization of the full 21-space network.
  •      Ensure coordination between technical assistance, capacity building, equipment delivery, digital integration and communication activities.
  •         Oversee procurement, grants and service contracts where applicable.
  •         Ensure compliance with EF and NAO standards and procedures during project implementation.

 Team leadership

  •       Manage and support the project team including the Project Assistant, as well as international and national experts mobilized across both components.
  •         Foster collaboration, accountability and professional development.
  •         Promote an inclusive and high-performing working environment.

Financial and contractual management

  •         Manage project budget and financial planning, in close collaboration with Expertise France's country office support functions (finance, procurement, contracts) and Paris headquarters.
  •         Supervises contractual implementation and procurement processes.
  •         Ensure timely reporting and compliance with donor requirements.

Monitoring, reporting and visibility

  •         Ensure quality monitoring and evaluation of project activities.
  •         Report to EF HQ for monthly and yearly reporting exercises.
  •         Lead preparation of narrative and financial reports, in close collaboration with the portfolio manager in Kyiv and technical team in Paris, and ensure their timely delivery.
  •         Promote visibility of the project in accordance with NATO communication requirements.
  •         Capitalize on lessons learned and support knowledge sharing.

Expertise France is the French public agency for international technical cooperation, operating under the supervision of the Ministry for Europe and Foreign Affairs and the Ministry of Economy, Finance and Industrial and Digital Sovereignty. The agency implements more than 400 projects in over 100 countries, supporting partner governments in strengthening public policies and institutions.

Present in Ukraine since 2006, Expertise France has significantly expanded its activities in support of the country's resilience, recovery and European integration. Its interventions are structured around key sectors including rule of Law and Justice, health and social protection, local governance and decentralization, innovation and support for the private sector, economic and financial governance, defense and security as well as sustainable development.

By joining the project, the successful candidate will contribute to one of Ukraine's most significant veteran reintegration reforms, working closely with Ukrainian public institutions, NATO and other international partners to deliver tangible results for veterans and their families.

CONTEXT

Ukraine is facing the unprecedented challenge of supporting the reintegration of a rapidly growing veteran population. In response, the Government of Ukraine has made the development of a nationwide network of Veteran Spaces a strategic priority, providing veterans and their families with integrated, accessible and high-quality services.

 ABOUT THE PROJECT

Funded by NATO's Comprehensive Assistance Package (CAP) Trust Fund, the project is implemented by Expertise France in partnership with the Ministry of Veterans Affairs of Ukraine and the Veteran Space State Agency. It supports the development of a harmonized national service model, strengthens institutional capacities, equips 14 new Veteran Spaces and operationalizes a pilot network of 21 Veteran Spaces across the country.

Through technical assistance, capacity building and procurement activities, the program contributes to the implementation of Ukraine's Veteran Policy Strategy 2030 and lays the foundations for the nationwide expansion of the Veteran Spaces network.

Profil souhaité

WHO WE ARE LOOKING FOR

We are seeking an experienced project management professional with solid experience in international cooperation and a strong understanding of veterans' affairs and institutional reform in Ukraine. The successful candidate will demonstrate strategic vision, effective operational leadership, and the ability to build and manage productive partnerships with public institutions, donors, and other national and international stakeholders.

 

REQUIRED PROFILE

  • Master's degree in international development, public administration, political science, social policy, international relations or another relevant field to the project.
  • At least 8 years of professional experience in international cooperation programs, including at least 3 to 5 years in a senior project leadership role (eg Project Manager, Team Leader or equivalent) on complex, multi-stakeholder programs.
  • Experience NATO managing-funded or other international donor-funded programs.
  • Demonstrated experience in procurement and grant/contract management, including the preparation and management of calls for tenders, evaluation of bids, contract administration, and oversight of procurement processes in compliance with French public procurement regulations and in accordance with international donor regulations.
  • Demonstrated experience working with Ukrainian public institutions.
  • Strong knowledge of policies and services related to veterans, rehabilitation or social reintegration.
  • Willingness and ability to travel and work in a conflict-affected environment, in compliance with applicable security protocols and procedures.
  • Experience in one or more of the following areas would be considered an advantage:

-         Veterans' affairs and reintegration policies.

-         Public administration reform.

-         Mental health and psychosocial support (MHPSS).

-         Employment and vocational integration.

-         Digital transformation of public services.

-         Trauma-informed and gender-sensitive program design

-         Experience overseeing public communication or visibility campaigns.

LANGUAGES

  • Ukrainian : Native-level or fluent proficiency in written and spoken Ukrainian (mandatory).
  • English : Professional proficiency in written and spoken English (mandatory)
  • French : Knowledge of French would be an asset.

  •         Period of the assignment : 21 months, tentatively starting October 1st, 2026.

  •      Place of performance: This is a full-time, office-based position in Kyiv, Ukraine, requiring regular travel across the country.
