The overall objective of the assignment is to provide Expertise France with the tools and data needed to ensure an effective monitoring and evaluation process for the project, as well as guidance on all actions to be taken in this context.
Specific Objectives of the Mission
Examples of Tasks
- Monitoring and Evaluation Plan: The expert must prepare an initial monitoring, oversight, and evaluation plan. The plan will cover the entire duration of the project and will also detail the project activities to be carried out as part of an annually updated action plan. More specifically, it will propose indicators and monitoring and evaluation tools that are consistent with the project’s objectives and identified risks
- Development of monitoring and evaluation tools: Indicators, surveys, etc., for the project in general or for specific activities.
- Support and training for the rest of the team on the use of monitoring and evaluation tools, to facilitate data collection and analysis.
- Monitoring: The expert will be responsible for regularly collecting project data to update the monitoring and evaluation plan and will inform Expertise France of any issues that could influence or compromise project management.
- On-site evaluations
- Monitoring and evaluation reports: The expert will prepare a monitoring and evaluation report prior to each project steering committee meeting.
- Project evaluations: The expert will define the framework and participate in the implementation of project evaluations
- Knowledge-sharing on specific activities.
- Annual reports: The expert will contribute to the project’s annual reports using the monitoring and evaluation data collected.
Types of Deliverables Expected
- Monitoring and evaluation plan, including a baseline;
- Monitoring and evaluation tools;
- Any other data and tools requested by Expertise France or the donor;
- Contribution to implementation reports.
Expected Results
The work of the monitoring and evaluation expert will help the project management team adjust its actions in a responsive manner based on evolving risks, lessons learned, and project results.
The Action “EU-LAC Cyber-SHIELD” is funded by the European Union and implemented by Expertise France and the Fundación para la Internacionalización de las Administraciones Públicas (FIAP). The implemention of this Action is scheduled from September 2026 to August 2029 (36 months) with a total budget of 5.000.000 EUR.
The Action is part of and contributes to the EU-LAC Digital Alliance regional programme and the corresponding Team Europe Initiative. From the EU side, it corresponds to the implementation of the Americas and the Caribbean Regional Multi-annual Indicative Programme (MIP) 2021-2027 Priority area 2: digital transformation and innovation, notably specific objective 1.
The Action aims to improve incidents response preparedness and capacities of the LAC region through a comprehensive approach relying on enhanced technical cooperation and information sharing between LAC and EU cybersecurity stakeholders. By involving the private sector, academia, national institutions and civil society, the Action will work to support the effective enforcement and functioning of cybersecurity regulations and institutional frameworks in LAC while fostering economic opportunities between both regions, in line with the Global Gateway strategy.
Structured in two phases over thirty-six months, the project’s implementation will begin with a six-month inception phase dedicated to the development of stakeholder engagement, country-specific assessments, and preparation of a monitoring and evaluation framework.
The Overall Objective (Impact) of this Action is to improve multistakeholder’s coooperation and incidents reponse in cybersecurity towards stronger cyber resilience in the LAC region.
The Specific Objectives (Outcomes) of this Action are and to deepen detection capacities by deploying and interconnecting SOCs (SO1); to improve preparedness and capacity to respond to cyber incidents (SO2); to articulate, strengthen and connect LAC national cybersecurity ecosystems (SO3).
The project is implemented through three components reflecting the specific objectives:
A. Education / Skills:
- University degree in international relations or any other relevant field;
- Fluency in English and Spanish (written and spoken). French is an asset
- Excellent skills in the following areas: Intrcultural communication; Teamwork; Independence and ability to take initiative.
B. Professional Experience
- A minimum of 3 years of relevant professional experience;
- Experience with international cooperation projects, particularly those funded by the European Union;
- Experience in monitoring and evaluation, based on OECD methodology;
- Strong experienc in knowledge management, data monitoring and reporting
- Experience with topics related to digital affairs and/or cybersecurity
C. Other Requirements
- Experience working with European technical cooperation agencies would be an asset;
- Experience working in/with the LAC region would be an asset
