Public procurement expert assignments

Experts included in the pool may be mobilised for a wide range of short-term and medium-term technical assistance assignments throughout the implementation period of the project. Depending on the needs expressed by beneficiary institutions and the specific objectives of each intervention, experts may contribute to analytical, advisory, operational, and capacity-building activities at national, regional, or sectoral level.

Assignments may include, but are not limited to, the following:

• Conducting MAPS assessments (MAIN and supplementary modules) of national, sub-national or sectoral public procurement systems, including data collection, procurement sampling, stakeholder consultations, analytical reporting, workshops, and formulation of recommendations;
•        Supporting the design and development of national public procurement reform strategies, roadmaps, and action plans aligned with international standards and country priorities;
• Providing technical and legal advice on the revision, drafting, or harmonisation of procurement laws, decrees, regulations, standard bidding documents, and implementing guidelines;
• Assisting public institutions in the design, strengthening, and operationalisation of procurement governance and institutional frameworks, including regulatory authorities, procurement entities, oversight bodies, and complaint review mechanisms;
• Supporting capacity-building initiatives for procurement stakeholders through the preparation and delivery of training programmes, workshops, seminars, coaching activities, and peer-to-peer learning initiatives (study trips are excluded);
• Contributing to the professionalisation of the procurement function through the development of competency frameworks, certification systems, career pathways, operational procedures, and training curricula;
•           Supporting the design, deployment, implementation, and evaluation of e-procurement systems;
•        Developing operational guidance, methodologies, toolkits, and manuals related to sustainable, green, socially responsible, gender-responsive, and climate-responsive public procurement practices;
•       Supporting initiatives aimed at strengthening transparency, integrity, accountability, and citizen engagement in public procurement systems, including audit and monitoring mechanisms;
•         Advising and structuring PPP contracts design and negotiations and strengthening institutional capacity in PPP;
•      Providing capacity building and technical support on the integration of procurement within PFM systems including procurement planning, budgeting, payments and financial commitments;
•     Contributing to the establishment and strengthening of monitoring, evaluation, and procurement performance measurement frameworks, including the development of indicators, dashboards, and reporting tools.

Expert profiles and thematic areas

The PRF is seeking experts specializing in one or more of the following fields:

Procurement governance and reform experts

• Public procurement system design and reform strategy;
• Institutional and governance frameworks.

Legal and regulatory experts

• Drafting and reviewing procurement legislation and regulations;
• Harmonisation with international standards and best practices.

Procurement operations and professionalisation experts

• Strengthening procurement processes and operational tools;
• Institutional capacity in PPP (PPP structuring and contract negotiations);
• Capacity building on procurement and its integration with PFM systems;
• Developing procurement workforce capacity, professionalisation pathways, and certification frameworks.

Public procurement strategy and performance experts

• Designing and implementing procurement strategies;
• Analysing and managing procurement-related risks;
• Preparing for and conducting negotiations in compliance with the applicable legal framework;
• Managing contract implementation and performance.

Digital procurement and information systems (IS) experts

• Design, development, implementation, and modernization of e-procurement information systems (e-GP);
• Public procurement information systems (IS) architecture, interoperability, integration, and data governance;
• Digital transformation of public procurement and public administration, including process mapping, workflow automation and change management;
• Digital innovation, emerging technologies, and AI-enabled solutions for public procurement.

Sustainable procurement experts

• Green and climate-responsive public procurement;
• Socially responsible and gender-responsive procurement;
• Circular economy integration in procurement systems.

Transparency, audit and accountability experts

• Procurement audits and control mechanisms;
• Integrity frameworks and anti-corruption tools;
• Public access to procurement information and transparency systems.

Required qualifications and experience

Applicants should meet the following minimum requirements:

General requirements:

• Advanced university degree (Master’s level or higher) in law, economics, public administration, political science, or a related field;
• Minimum of 5 years of relevant professional experience in public procurement;
• Demonstrated experience in technical assistance, advisory services, or reform implementation in public procurement systems;
• Proven track record in working with governments, international organisations, or development cooperation projects;
• Strong familiarity with international procurement frameworks and methodologies (e.g., MAPS, multilateral development bank standards, etc.);
• Familiarity with MEAL (Monitoring, Evaluation, Accountability, Learning) tools and approaches: The expert shall be able to work with the project’s MEAL Officer, particularly on data collection and reporting through the tool provided;
• Excellent analytical, drafting, and presentation skills;
• Proven ability to work in multicultural and multidisciplinary environments;
• Fluency in English; working knowledge of French, Arabic, Spanish, Portuguese, Russian or any other language relevant to the geographic scope of the project is considered an asset (see the geographic scope below).

Specific expertise requirements:

• MAPS assessments: MAPS certification or demonstrated experience as a MAPS assessor;
• Institutional capacity in Public-Private Partnership (PPP): a minimum of 5 years of experience in PPP structuring and contract negotiations;
• Capacity building on procurement and its integration with Public Finance Management (PFM) systems: a minimum of 5 years of experience in PFM; experience in integrating public procurement into PFM systems is considered an asset;
• Professionalization: demonstrated experience in delivering training, conducting capacity building activities, and designing tailored training programmes.
