Under the management of the Project Team Leader, the guidance of the Technical Director and in close collaboration with Expertise France’s headquarters, the Head of Incident Response and Cybersecurity Ecosystems (Head IR&CE) is responsible for the activities proposed as part of the components implemented by Expertise France.

The Head of Incident Response and Cybersecurity Ecosystems is responsible for co-developing, updating and implementing a strategy and action plan in relation to the 2^nd and 3rd specific objectives of the EU-LAC CyberSHIELD. He/she also identifies, mobilises and coordinates short-term expertise and leads missions related to the implementation of the action plan.

Development and implementation of the IR&CE components

-         Supporting the Technical Director in the development of a strategy for each of the components (Incident Response Architecture and Cybersecurity Ecosystems); and contribute to the development of the overall project strategy;

-         Developing and submitting yearly and quarterly work plans per component, per country and for regional activities, aligned with the available budget;

-         Engaging in regular exchanges with the FIAP project team, in particular regarding Incident Detection and Preparedness to ensure synergies and harmonisation of approaches;

-         Coordinating and organising activities implemented under the IR&CE thematic areas, including technical assistance, simulation exercises, trainings, with partner countries, EU Delegations, logistics partners, etc;

-         With the support of the Team Leader and the project administrative team, and in coordination with the Technical Director and EF HQ, leading the identification, management and support of short term experts in implementing activities in a timely manner and according to the project’s objectives; this include preparation and negotiation of purchase orders, introduction to partners, supervision of missions, review and approval of deliverables, etc

-         Actively suggest new activities to the Technical Director and the Team Leader

-         Taking part in cross-component project activities

Stakeholders Engagement

-         Engaging in regular exchanges with cyber security administrations and private sector in EU Member States and LAC partner countries, as well as regional entities related to Cyber Security, Incident Response and Cybersecurity Ecosystems

-         Mapping and liaise, in close coordination with the Team Leader, with ongoing projects and initiatives in partner countries related to Cyber Security, IR&CE;

-         Identifying opportunities of collaboration in each partner country

-         Engaging in regular exchange and update regarding the project work plan with EU Delegations, DG.INTPA, as well as European agencies and other international partners;

-         Providing inputs and advice to the Technical Director on the engagement of European stakeholders as well as multi-stakeholder coordination, including public-private articulation in cyberresilience

-         Promoting the action of the project in IR&CE to European and LAC partners and, in line with the project Communication strategy, ensuring visibility of activities conducted under both components by providing material to the Communication Expert

Reporting

-         Preparing a monthly activity report, and participating to regular meetings with the Project Team Leader and the Project Technical Director;

-         Producing and ensuring timely validation by the EU of the required reports, and technical deliverables related to IR &CE components (concept notes, activity reports, contribution to the project progress reports, etc.);

-         Supporting in the preparation of the Steering Committee meetings and other relevant meetings requested by the Technical Director, the Project Team Leader or Expertise France HQ

-         Contributing to M&E exercises and providing data for IR &CE components
