Mission description

1.         OBJECTIVES AND EXPECTED RESULTS


1.1           Assignment Objectives

The purpose of the assignment is to establish an ongoing capitalisation mechanism for the activities of the PACE project in order to identify, analyse and formalise the impacts of the activities and the lessons learned from the project. The project capitalisation assignment represents a key opportunity for strategic reflection, collective learning and the sharing of experience among the various stakeholders involved in the project. The overall objective of the exercise is to enable a joint and in-depth analysis of the effects and changes generated by the project, its key lessons and its future prospects, with a view to understanding how the project can be developed and how its knowledge and lessons learned can be shared with stakeholders.

 

More specifically, the capitalisation exercise aims to:

  • Understand “how” the project achieved its objectives and identify the lessons that can be drawn from the process.
  • Strengthen the dynamics of collective learning and regional cooperation among partner countries and the various stakeholders involved.
  • Identify and promote the innovations, good practices and methodological approaches developed by the project that could be replicated or adapted in other national or regional contexts.
  • Formulate operational recommendations and define strategic directions that incorporate the lessons learned from the capitalisation process.
  • Increase the visibility and influence of the PACE project by showcasing its results and the potential effects identified among its stakeholders.

 

1.2           Methodology and Approach

 

Assignment Methodology

 

The capitalisation workshop will follow a participatory and structured approach organised around three complementary phases: pre-workshop, workshop and post-workshop.

The process will be led by the selected consultancy firm or consultant, in close cooperation with the PACE project team and Expertise France’s MEAL Unit (Monitoring, Evaluation, Accountability and Learning), in order to ensure methodological rigour, consistency with the Agency’s capitalisation standards and the full integration of the learning dimension.

 

Phase 1 – Scoping and Preparation (September 2026)

This preparatory phase aims to establish the methodological and technical foundations of the capitalisation process, organise information collection and ensure the coordinated preparation of data-collection activities and deliverables.

Main activities:

  • Scoping discussions with Expertise France.
  • Document review and preliminary analysis.
  • Development of questionnaires, for example a pre-capitalisation questionnaire to refine the learning questions and a post-workshop questionnaire to request concrete examples of the effects identified.
  • Preparation of a methodological scoping note, jointly approved by the PACE team and the MEAL Unit, specifying the objectives, schedule, scope of the capitalisation exercise, expected deliverables and workshop facilitation arrangements.
  • Development of data-collection and analysis tools: interview guides, pillar/country summary templates and capitalisation matrices. These tools may be reviewed with the MEAL Unit to ensure that they are aligned with Expertise France’s learning frameworks.
  • Preparatory information collection:
    • Targeted interviews with Expertise France focal points, the donor and Member States.
    • Preparation of the detailed workshop agenda and facilitation materials.

 

Phase 2 – Capitalisation Workshops and Activities

To be specified by the expert. The arrangements currently envisaged are as follows:

  • Questionnaire for participants.
  • Bilateral interviews with selected participants.
  • Workshop with stakeholders (Expertise France, experts and donor).
  • End-of-visit “mini-workshops” during one to three study visits conducted as part of the project, between late September and November, in France or elsewhere in Europe.

 

Phase 3 – Consolidation and Presentation of Results

Main activities:

1.       Data consolidation and cross-cutting analysis:

  • Integration of discussions, contributions and post-workshop questionnaires.
  • Analytical review conducted with the support of the MEAL Unit, in accordance with Expertise France’s capitalisation and learning standards.

2.       Production of final deliverables

  • A detailed capitalisation report.
  • Summaries of the results of the capitalisation process highlighting the project’s impacts (donor capitalisation brief, member States capitalisation brief and Expertise France capitalisation brief).
  • Two sessions to present the results of the capitalisation process, one internal to Expertise France and one external.

 

2              ASSIGNMENT DESCRIPTION


2.1            Main Activities

As part of the assignment, the consultant will carry out the following activities in particular:

Design the Capitalisation System

»         Onboarding and interviews with Expertise France focal points.

»         Document review of PACE project documents.

»         Define the organisational and logistical arrangements for assignments accompanying the visits, in consultation with the consultants and the appropriate counterparts.

»         Design the capitalisation methodology and one or more capitalisation activities for the visits and for discussions with Expertise France and the donor.


Deploy the Capitalisation System

»         Collect and analyse data, including qualitative information from beneficiaries, in order to identify project impacts and areas for improvement.

»         Implement the capitalisation activities.

 

Present the Results of the Capitalisation Process

»         Share the deliverables with Expertise France.

»         Organise and facilitate presentation sessions.

 

The assignment will take place between September and December 2026. It may include 1 to 3 trips within France or elsewhere in Europe to organise capitalisation mini-workshops for participants in PACE project visits.

Project or context description

The European Commission launched the Public Administration Cooperation Exchange initiative to strengthen the administrative capacity of EU Member States. The project aims to enhance cooperation between national, regional and local authorities, improve mutual understanding and promote a European dimension in decision-making.

Strengthening Transnational Cooperation within the EU

Public administrations across the European Union are facing unprecedented challenges as a result of accelerating globalisation and its many long-term implications.

EU Member States must not only adapt their public administrations to new digital and environmental requirements, but also ensure that they are able to implement all applicable EU regulations effectively.

In response to these emerging global challenges, it is therefore necessary to strengthen transnational cooperation within the EU. National administrations play a central role in this process by facilitating collaboration and the joint development of tailored solutions in the following areas: governance and transparency; digital transformation of public administration; health and medical data; and transport and air navigation.

Objectives of the Public Administration Cooperation Exchange (PACE) Programme

Against this background, the European Commission established the PACE initiative (Public Administration Cooperation Exchange), which aims to:

  • strengthen transnational cooperation between public administrations in EU countries;
  • improve their mutual understanding of digital and environmental issues;
  • enhance the administrative capacity of Member States to implement EU law by promoting the exchange of good practices tailored to the specific needs and institutional capacities of each country;
  • foster a genuine European dimension in public policymaking and decision-making processes.
  • The Public Administration Cooperation Exchange (PACE) project is a flagship action under the European Commission’s Communication on Enhancing the European Administrative Space (ComPAct), particularly its first pillar, the Skills Agenda for Public Administration.

It is funded by the European Union through the Technical Support Instrument and implemented by Expertise France in cooperation with the European Commission.

As the implementing agency, Expertise France is responsible for designing, managing and delivering these transnational exchanges, thereby contributing to the sustainable strengthening of administrative capacity across the European Union.

Facilitating, Structuring and Promoting Exchanges between Member States

Expertise France draws on its expertise to support European public administrations in the design, implementation, monitoring and evaluation of good-practice exchanges. We support beneficiary institutions in identifying and developing study-visit agendas and in organising the logistics required to ensure that the exchanges run smoothly.

Building on our experience in organising international technical cooperation initiatives, we also provide key methodological support to strengthen the impact of each visit. This includes developing tailored tools, such as follow-up questionnaires, final-report templates and expert databases, designed to capture lessons learned, structure feedback and foster a sustainable learning dynamic across the European Union.

By placing our expertise at the service of public administrations, we seek to contribute to the creation of an environment that supports knowledge sharing, administrative innovation and the strengthening of the capacities required to address European challenges collectively.

Required profile

Qualifications and Experience:

  • Postgraduate university degree in a field relevant to the assignment, such as public-administration organisation and management, international cooperation, project engineering or evaluation, or equivalent experience.
  • At least seven years of experience in monitoring, information management, data collection and/or capitalisation for international projects, donors or organisations.
  • Previous experience in State modernisation projects is an asset.
  • Experience managing capitalisation assignments and facilitating capitalisation workshops.
  • Experience in designing, facilitating and evaluating adult training in monitoring and evaluation will be considered an asset.

Professional Skills:

  • Excellent understanding of results frameworks and indicators, as well as international monitoring and evaluation standards and applications.
  • Excellent writing and data collection, analysis and visualisation skills.
  • Proficiency in Microsoft Office and data-collection and processing software, such as Kobo, SurveyCTO, Eval&Go, STATA, SPSS, Power BI and Tableau.
  • Excellent coordination and teamwork skills.
  • Excellent written and spoken English, including strong drafting, synthesis and analytical skills.

Coordination Arrangements

The Capitalisation Expert will work under the supervision of the Project Manager and/or the expert responsible for the PACE project, in close coordination with the Monitoring, Evaluation, Accountability and Learning Officer in Expertise France’s Governance Department.

To carry out the assignment, the expert will have access to the following technical collaboration tools: Wimi, including its videoconferencing and shared-folder functions.

Working Conditions

The working languages will be English and French.

Location and Duration of the Assignment

The assignment will be carried out remotely and on site, with possible one-day trips for one or two mini-workshops in France or elsewhere in Europe.

Provisional start date: September 2026.

Maximum duration: approximately 35 working days between September and December 2026.

Estimated Budget

The maximum budget available for the assignment is EUR 30,000, inclusive of all taxes.
