Mission description

Under the supervision of the project experts and the Project Manager, and in functional coordination with the Agency’s Communications Unit at headquarters, the Communication Expert will be responsible for implementing the project’s communication plan.

The expert will communicate and explain the project’s activities, challenges and results to its various target audiences, while raising the visibility of the work carried out by Expertise France and its partners through the project’s activities.

The assignment will be carried out partly remotely and partly in France and elsewhere in Europe:

  • Remote work: preparation and production of content, among other tasks;
  • France: preparatory discussions and interviews with the experts and Expertise France;
  • Europe: participation in one or two visits organised as part of the PACE project, lasting two to three days each.

Subject to Expertise France’s approval and with its support, the Communication Expert may accompany one or two visits in order to collect content, such as participant interviews and quotes, photographs and other relevant materials.

Revision of the Communication Plan

Based on the existing communication plan and discussions with the experts and Expertise France focal points, the expert will be responsible for revising the communication plan to enhance the project’s visibility, particularly through the production of video and written content.

In particular, the expert will propose a plan and methodology for producing several videos and written materials aimed at raising awareness of the project and its impact among the various stakeholders, notably the EU Member States and the European Commission.

Implementation of the Communication Plan Activities

i. Production, Translation and Dissemination of Communication Content and Materials

The expert will produce, translate and disseminate communication content and materials, in English and French, with contributions from the project experts and the various stakeholders.

Examples include:

  • Short articles, such as “What We Learned From…”;
  • Case narratives, such as “From Problem to Solution”;
  • Anonymised quotes and testimonials;
  • Institutional presentations;
  • Social media posts.

Video content will include:

  • One institutional video lasting three to five minutes;
  • One version adapted for social media, with a maximum duration of 90 seconds and in vertical format;
  • Subtitled versions in French and/or English;
  • Clean, editable source files allowing the content to be reused.

ii. Management of Communication Service Providers

The expert will manage orders and relationships with communication service providers, including printers and other relevant suppliers.

 

 

Project or context description

The European Commission launched the Public Administration Cooperation Exchange initiative to strengthen the administrative capacity of EU Member States. The project aims to enhance cooperation between national, regional and local authorities, improve mutual understanding, and promote a stronger European dimension in policymaking and decision-making.

Strengthening Transnational Cooperation within the EU

Public administrations across the European Union are facing unprecedented challenges as a result of accelerating globalisation and its many long-term implications.

EU Member States must not only adapt their public administrations to new digital and environmental requirements, but also ensure that they are able to implement all applicable EU regulations effectively.

In response to these emerging global challenges, there is a growing need to strengthen transnational cooperation within the EU. National public administrations play a central role in this process by facilitating collaboration and the joint development of tailored solutions in the following areas:

  • Governance and transparency;
  • Digital transformation of public administration;
  • Health and medical data;
  • Transport and air navigation.

Objectives of the Public Administration Cooperation Exchange Programme

Against this background, the European Commission established the Public Administration Cooperation Exchange initiative, known as PACE, with the following objectives:

  • Strengthen transnational cooperation;
  • Improve mutual understanding;
  • Enhance the administrative capacity of Member States to implement EU law by promoting the exchange of good practices tailored to the specific needs and institutional capacities of each Member State;
  • Foster a genuine European dimension in public policymaking and decision-making processes.

The Public Administration Cooperation Exchange project is a flagship action under the European Commission’s Communication on Enhancing the European Administrative Space, known as ComPAct, and particularly under its first pillar, the Skills Agenda for Public Administration.

The project is funded by the European Union through the Technical Support Instrument and implemented by Expertise France in cooperation with the European Commission.

As the implementing agency, Expertise France is responsible for designing, managing and delivering these transnational exchanges, thereby contributing to the sustainable strengthening of administrative capacity across the European Union.

Facilitating, Structuring and Promoting Exchanges between Member States

Expertise France draws on its expertise to support European public administrations in the design, implementation, monitoring and evaluation of good-practice exchanges. It assists beneficiary institutions in identifying priorities, developing study visit agendas and organising the logistical arrangements required to ensure that the exchanges run effectively.

Building on its experience in organising international technical cooperation initiatives, Expertise France also provides key methodological support to maximise the impact of each visit. This includes developing tailored tools, such as follow-up questionnaires, final report templates and expert databases, to capture lessons learned, structure feedback and foster a sustainable learning process across the European Union.

By placing its expertise at the service of public administrations, Expertise France aims to help create an environment that supports knowledge sharing, administrative innovation and the strengthening of the capacities required to address European challenges collectively.

Required profile

Qualifications and Skills

  • Master’s degree in Communications, Journalism, International Relations or a related field;
  • Full professional proficiency in French and English;
  • Proven skills in intercultural communication, public relations, project coordination and video content creation;
  • Excellent writing and interpersonal skills;
  • Ability to work effectively both as part of a team and remotely;
  • Creativity;
  • Ability to work independently, respond quickly, take initiative and make constructive proposals;
  • Strong teamwork skills;
  • Proficiency in the main Adobe Creative Suite tools, including InDesign and Photoshop.

Professional Experience

  • At least five years of professional experience in communications;
  • Experience in the public or institutional sector and/or in international cooperation or development assistance;
  • Proven experience in organising an international event and implementing a multichannel communication campaign.

Additional information

The assignment will begin in September, with a first visit potentially taking place during the same month.

Estimated budget or total planned duration: EUR 15,000, approximately 20 days between September and December 2026.
