Mission Description
As part of a Team Europe Initiative (TEI), bringing together the European Commission and five European bilateral cooperation agencies, the Technical Assistance (TA) Hub will support the Syrian government to reinforce institutional systems and capacities. The TA Hub will serve as a central entry point for TA requests, linking the priorities expressed by the Syrian government with the relevant expertise, in coordination and complementarity with other actors and initiatives. The TA Hub is designed as a fully demand-driven mechanism to facilitate and coordinate access to Technical Assistance.
The Logistics Officer of the Team Europe Initiative (TEI) Technical Assistance Hub for Syria, will ensure the efficient management of logistics and office operations to support the implementation of the project. Working within the Project Management Unit and Expertise France/GIZ support services, the Logistics Officer will facilitate the smooth delivery of project activities by overseeing procurement processes, office administration, transportation, and logistical arrangements in compliance with Expertise France/GIZ procedures.
Main Responsibilities
The responsibilities of the Logistics Officer will include:
• Managing project procurement processes, including requesting quotations, collecting and verifying mandatory supporting documentation, and monitoring the validity of contracts related to office operations and project activities, in coordination with Expertise France support services;
• Providing logistical support for the implementation of Technical Assistance Plans (TAPs), including the procurement of goods and services required for project activities, as well as travel booking;
• Supporting the establishment and day-to-day management of the project office, including utilities, maintenance, lease management, office supplies, and service providers;
• Coordinating vehicle rental, transportation, and travel logistics to ensure the efficient movement of project staff, experts, and visitors;
• Maintaining logistics records and ensure compliance with Expertise France/GIZ administrative and procurement procedures;
• Liaising with internal support services and external service providers to ensure the timely delivery of logistical and operational support;
• Contributing to the smooth functioning of the Project Management Unit by providing day-to-day operational and logistical assistance as required;
• Assisting the National Operations Security Coordinator in refining, operationalising, and implementing secure mission arrangements, in coordination with any provider, ensuring that all field missions are planned and conducted in accordance with established security procedures.
The Team Europe Initiative (TEI) Technical Assistance Hub project
Funded by the European Union, as well as several EU Member States, the TA Hub is a Team Europe Initiative aiming at providing technical assistance to the Syrian government (national and subnational institutions), upon their demand, within the framework of the reconstruction of Syria and its institutions. The project will be co-implemented by a consortium composed of 5 European cooperation agencies: GIZ, Expertise France, AICS, the British Council and ENABEL.

Expertise France in Syria
Expertise France has been working in Syria since 2013 within the framework of stabilization programs, focusing on areas outside of direct control from the former Syrian regime. In line with the humanitarian-development nexus, Expertise France’s action seeks to create the conditions for stabilization, economic recovery, and community resilience. The overall objective of Expertise France’s program in Syria has been to strengthen human security and affected communities’ resilience by improving livelihoods and preparedness. Since January 2025, Expertise France is committed to scaling up its activities across the Syrian territory, supporting the reconstruction and recovery, in coordination and collaboration with the Government of Syria.
Profile
• Bachelor's degree in Logistics, Supply Chain Management, Business Administration, Procurement, or another relevant field;
• At least 3 years of professional experience in logistics, procurement, administration, or operations support, preferably with an international organisation, NGO, or donor-funded project;
• Strong command of Microsoft Office applications, particularly Excel and Word;
• Demonstrated experience in procurement processes, supplier management, contract follow-up, and office administration;
• Experience in organising travel, transportation, and logistical arrangements for staff, consultants, and project activities;
• Good knowledge of logistics and procurement procedures of international organisations;
• Strong organisational skills, with the ability to manage multiple priorities and meet deadlines;
• Excellent interpersonal and coordination skills, with the ability to work effectively with a wide range of national and international stakeholders;
• Fluency in Arabic and English (written and spoken).
Desirable qualifications (optional criteria):
• Previous experience with EU-funded projects or European agencies;
• Knowledge of French would be an asset;
