Mission Description
As part of a Team Europe Initiative (TEI), bringing together the European Commission and five European bilateral cooperation agencies, the Technical Assistance (TA) Hub will support the Syrian government to reinforce institutional systems and capacities. The TA Hub will serve as a central entry point for TA requests, linking the priorities expressed by the Syrian government with the relevant expertise, in coordination and complementarity with other actors and initiatives. The TA Hub is designed as a fully demand-driven mechanism to facilitate and coordinate access to Technical Assistance.
The Deputy Project Manager (DPM) of the Team Europe Initiative (TEI) Technical Assistance Hub for Syria, will support the Project Manager in the overall coordination and implementation of the project. They will oversee day-to-day operations, including logistics, MEAL, budget monitoring, and risk management, while ensuring the smooth functioning of project activities. The Deputy Project Manager will contribute to financial and narrative reporting, supervise the logistics teams, and act as Project Manager in their absence to ensure continuity of project implementation.
Main Responsibilities
The responsibilities of the Deputy Project Manager (DPM) will include:
• Maintaining continuous coordination and dialogue with the Secretariat;
• Support the Project Manager in the overall planning, coordination, and day-to-day implementation of the Technical Assistance Hub;
• Oversee the management and coordination of the Project Management Unit (PMU), including the supervision of the Logistics Officer and the Action Manager;
• Coordinate and support the TA HUB technical assistance request management process, including the structuring and formalisation of requests channelled by the Secretariat, support to scoping missions, and preparation and validation of Technical Assistance Plans (TAPs);
• Contribute to the development and implementation of the Operational Handbook, including eligibility criteria and operational procedures;
• Organise and facilitate coordination mechanisms with consortium partners, including Steering Committee meetings and Team Europe coordination meetings, to ensure effective allocation and follow-up of technical assistance requests;
• Provide operational guidance and day-to-day support to consortium partners on implementation modalities and operational issues;
• Monitor budget implementation, support financial tracking, and contribute to risk management and mitigation planning;
• Oversee logistics, security, and transportation arrangements to ensure the smooth implementation of project activities;
• Contribute to the preparation of narrative and financial reports, ensuring compliance with contractual obligations and reporting deadlines;
• Act as Project Manager in their absence, ensuring continuity of project management and stakeholder coordination.
Context and project description
The Team Europe Initiative (TEI) Technical Assistance Hub project
Funded by the European Union, as well as several EU Member States, the TA Hub is a Team Europe Initiative aiming at providing technical assistance to the Syrian government (national and subnational institutions), upon their demand, within the framework of the reconstruction of Syria and its institutions. The project will be co-implemented by a consortium composed of 5 European cooperation agencies: GIZ, Expertise France, AICS, the British Council and ENABEL.

Expertise France in Syria
Expertise France has been working in Syria since 2013 within the framework of stabilization programs, focusing on areas outside of direct control from the former Syrian regime. In line with the humanitarian-development nexus, Expertise France’s action seeks to create the conditions for stabilization, economic recovery, and community resilience. The overall objective of Expertise France’s program in Syria has been to strengthen human security and affected communities’ resilience by improving livelihoods and preparedness. Since January 2025, Expertise France is committed to scaling up its activities across the Syrian territory, supporting the reconstruction and recovery, in coordination and collaboration with the Government of Syria.
Profile
• Master’s degree in political science, international relations, public administration, law, development economics, or a related field;
• At least 8 years of relevant experience in international cooperation;
• Experience in managing projects with multiple key partners;
• Strong understanding of the Syrian procurement environment, including applicable national legislation, regulations, and administrative procedures. Sound practice in cooperation with EU delegations and/or in implementation of Team Europe Initiatives;
• High cultural, context and conflict sensitivity;
• Experience with risk, security and reputation management in fragile contexts, confidence to work in high-level diplomatic settings and diplomatic tact;
• Professional fluency in written and spoken English and Arabic.
Desirable qualifications (optional criteria):
• Certification in project management (e.g., PMP, PRINCE2) is an asset;
• Experience in coordinating multi-partners facilities;
• Knowledge of EU regional existing technical assistance facilities;
• Type of contract: 12 month fixed-term local consulting contract local employment contract (renewable)
• Starting date: September 2026
• Remuneration: according to EF salary grid and profile
