Mission description

Expertise France (EF) is looking for a Programme coordinator, based in Praia, Cabo Verde, who will play a pivotal role in leading and ensuring that the implementation of the project support for ECREEE is in line with the strategic and operational orientations. The project is a 3.8MEUR EU-funded regional project covering the 12 ECOWAS countries and Mauritania.

The Programme Coordinator will be a senior professional with significant experience in the field of programme management and a renewable energy background. He/she will be responsible for the successful achievement of the project's results. He/she will lead the day-to-day implementation of the programme in liaison with the concerned stakeholders, serve as the programme representative in Praia and within ECOWAS institutions, and manage the Programme Team.

The Programme Team will be composed of a resident energy expert and short-term experts (including, but not limited to green hydrogen expert, RE Technology and/or PSH-specialized expert, financial expert, communication expert). It will be supported on administrative, financial and procurement aspects by Expertise France’s shared office in Praia. The Programme Team will also be assisted in Expertise France headquarters’ by a Project Manager, a project assistant and by the support departments. 

More precisely, the Project Coordinator will be responsible for:

Strategic advice and project representation

-       Proposal, adjustment and implementation of the strategic and technical orientations of the project, in particular on the basis of the proposals made by the project technical experts;

-       Representation towards the donor, ECREEE, national and regional partners and institutions. He/she will be the key interlocutor of the national and regional authorities (associating the concerned EUDs when relevant) and represent the project at high level events related to the project themes.

-       Preparation and organization of the Technical Committee (the programme’s operational coordination body) and the Steering Committee (programme’s main governance body);

-       Contribution to align the programme delivery with EU’s Global Gateway priorities in the area of renewable energy and energy mix, with support of the EU delegation in Cabo Verde and other delegations in the partner countries.

 

Project management

-       Operational coordination and supervision of the project phases (inception phase, implementation, closure);

-       Coordinate and oversee the Programme's internal planning processes and ensure the timely and effective implementation of activities and delivery of contractual outputs.

-       Ensure the proper execution and monitoring of the project's budget, in compliance with EU contractual and financial requirements;

-       Lead the preparation and timely submission of all contractual reports to the EU, including the Inception Report, Annual Reports, and Final Report.

Management of the team and experts

-       Supervision of the full-time Energy expert also based in Praia, who will be responsible for providing technical energy-sector expertise and support for the implementation of project activities;

-       Identification and selection of short-term experts, in collaboration with the Energy expert;

-       Supervision of the team of experts: validation of work plans by thematic area of the project, consolidation of the overall action plan, coordination of the execution of the project’s activities, contractual aspects. This management must be done while maintaining a very high level of communication within the team and continuous evaluation of activities, with a goal to continuously improving the project management;

-       Ensuring, with the support of EF safety department, that all activities and team members are complying with EF safety and security procedures.

Monitoring, Evaluation, Accountability and Learning

-       Oversee the implementation of the Programme's communication and visibility activities;

-       Oversee the Programme's monitoring, evaluation and learning framework to track progress, outcomes and impact;

-       Monitor Programme implementation, ensuring that activities and contractual deliverables meet agreed quality standards, budgetary requirements and implementation timelines;

-       Identify, assess and mitigate risks to ensure the effective delivery and successful implementation of the Programme;

-       Promote knowledge management, lesson learning and the dissemination of good practices across the ECOWAS region.

Any other task related to the mission, at the request of Expertise France or the donor.

Project or context description

The ECOWAS region faces a structural energy deficit, with over 180 million people lacking reliable access to electricity, and total final energy consumption still dominated at approximately 59% by traditional biomass. Although the region remains heavily dependent on fossil fuels and non-commercial energy, it has vast renewable resource potential.

Electricity demand is growing rapidly in West Africa. The WAPP Master Plan 2019-2033 projects peak demand rising from 15.3 GW in 2018 to approximately 50.8 GW by 2033, reflecting average annual growth of around 8%. To meet this demand while decarbonising the energy mix, the region must rapidly develop its renewable energy potential.

 

The programme is one of the components of a larger EU-funded programme, which supports specialized ECOWAS Organizations active in the energy sector to develop the regional electricity market and make its interconnected network operational, as well as to increase the share of renewable energy in the energy mix.

The support of ECREEE (ECOWAS Centre for Renewable Energy and Energy Efficiency), implemented by Expertise France, will contribute to increase the share of renewable energy in the energy mix. It aims to increase the technical capacities of public and private actors in ECOWAS member states to develop a strategic reference framework and bankable renewable energy projects, through the preparation of studies delivering renewable resources into the WAPP interconnected grid.

The Specific Objective of this Project is to provide technical services, expertise and capacity building necessary for ECREEE to fulfil its mandate as the regional reference institution for renewable energy and energy efficiency, to develop a pipeline of bankable RE investment projects for clean corridors, and to consolidate the implementation of the ECOWAS Green Hydrogen Strategy in selected member states.

This objective is pursued through two expected outcomes:

1.   Support for the preparation and submission for financing of renewable energy investment projects for clean corridors, including pumped-storage hydropower and green hydrogen.

2.     Support for the preparation and adoption of the ECOWAS Green Hydrogen Strategy by Member States.

Required profile

The main characteristics of the Project Coordinator will be threefold:

  1. Experience with EU-funded projects;
  2. Strong experience in multi-stakeholder consultation and high-level institutional dialogue and diplomacy as well as team coordination;
  3. Excellent knowledge of the energy and power sector, and more particularly in the ECOWAS region.

Moreover, Expertise France will evaluate candidates according to the following criteria: 

Education / qualification:

  • Master’s degree (or equivalent) in law, political science, international relations, engineering, energy related fields or any other relevant discipline ;
  • Fluent in spoken and written English and French.

Professional experience:

  • A minimum of 10 years of professional experience in international cooperation, including multi-country programme implementation ;
  • Demonstrated management skills in a multicultural environment and experience in a leadership role ;
  • Experience with EU-funded projects ;
  • Experience working in the ECOWAS region is required.

Skills:

  • Excellent interpersonal, communication and stakeholder engagement skills.
  • Strong diplomatic and negotiation skills.
  • Strategic thinking, with the ability to translate strategic objectives into operational actions.
  • Strong leadership, decision-making and problem-solving skills.
  • Ability to work autonomously and deliver results under tight deadlines.

Additional information

Condition of the mission:

  • Duration of the contract: 12 months, full time (renewable up to 36 months)
  • Beginning of the mission : October 2026 (expected)
  • Contract: local contract or expatriate employment contract with Expertise France (depending on the selected candidate nationality)
  • Salary : Based on Expertise France’s salary grid
  • Working conditions: The Programme Coordinator will be based in Praia, Cabo Verde, for the duration of the project with regular travels in the ECOWAS countries.
