Expertise France (EF) is looking for a resident energy expert, based in Praia, Cabo Verde. The energy expert will ensure the effective implementation and technical quality of the Programme's activities. He/she will work under the direct supervision of the Programme Coordinator and in close coordination with the project team.
Main tasks will include:
1. Leading the technical implementation of activities
He/she will deliver the day-to-day operational workflow. He/she will ensure the technical coordination for the implementation of all programme outputs, with a particular focus on capacity building, project development, and green hydrogen outputs.
On the Capacity building output, the energy expert will:
· Pursue and finalize the capacity building and training needs assessment with ECREEE’s team;
· Lead the procurement of capacity building and trainings activity, monitor its implementation, control the quality and relevance of the trainings delivered;
· Lead the development of curriculum and/or trainings for bankable renewable energy (RE) project development, in close coordination with ECREEE: consolidation of existing curriculums, definition of additional modules needs, contributing to the deployment of curriculum through ECREEE’s training partners channels.
On Renewable energy (RE) project development, the expert will:
· Coordinate project origination, the definition of eligibility criteria and the projects selection process, in close collaboration with the ECREEE team;
· Coordinate the elaboration of feasibility studies (drafting of ToR, procurement process and selection of service providers, quality control…)
· Supervise the implementation of other development tasks (e.g. Permitting and land securing, legal advisory for PPP negotiation, E&S advisory, DFIs pre-financing of due diligence advisors, etc.)
· Support the presentation of developed projects to DFIs and investors.
On Green hydrogen, the expert will:
· Contribute to the recruitment of a dedicated Green Hydrogen expert, define his workplan in collaboration with the Programme Coordinator and control the deliverables;
· Provide punctual support to the implementation of the Green Hydrogen activities (procurement of hydrogen specialized advisory company, implementation of green hydrogen national strategy drafting…)
The resident energy expert will be punctually supported by short-term experts for specific tasks or in case of workload constraints (e.g. for the selection process of RE projects, procurement and selection of feasibility study providers, financial advisory…). More precisely, the energy expert will:
· Provide technical support to the Programme Coordinator to recruit the short-term experts;
· Provide technical oversight and quality assurance for the work delivered by experts.
2. Technical support to the Programme Coordinator
· Provide continuous technical advisory support to the Programme Coordinator regarding his/her representation tasks and engagement with national stakeholders and institutions;
· Prepare technical inputs, briefings, risk analyses, and recommendations to inform Programme planning and decision-making and contribute to reporting;
· Support the Programme Coordinator in engaging with ECOWAS Member States for the activities implemented in their country;
· Support the Programme Coordinator in coordinating day-to-day operational aspects of the project, identify administrative, logistical, or institutional constraints affecting implementation and propose practical solutions for validation by the Programme Coordinator.
The ECOWAS region faces a structural energy deficit, with over 180 million people lacking reliable access to electricity, and total final energy consumption still dominated at approximately 59% by traditional biomass. Although the region remains heavily dependent on fossil fuels and non-commercial energy, it has vast renewable resource potential.
Electricity demand is growing rapidly in West Africa. The WAPP Master Plan 2019-2033 projects peak demand rising from 15.3 GW in 2018 to approximately 50.8 GW by 2033, reflecting average annual growth of around 8%. To meet this demand while decarbonising the energy mix, the region must rapidly develop its renewable energy potential.
The programme is one of the components of a larger EU-funded programme, which supports specialized ECOWAS Organizations active in the energy sector to develop the regional electricity market and make its interconnected network operational, as well as to increase the share of renewable energy in the energy mix.
The support of ECREEE (ECOWAS Centre for Renewable Energy and Energy Efficiency) will contribute to increase the share of renewable energy in the energy mix. It aims to increase the technical capacities of public and private actors in ECOWAS member states to develop a strategic reference framework and bankable renewable energy projects, through the preparation of studies delivering renewable resources into the WAPP interconnected grid.
The Specific Objective of this Project is to provide technical services, expertise and capacity building necessary for ECREEE to fulfil its mandate as the regional reference institution for renewable energy and energy efficiency, to develop a pipeline of bankable RE investment projects for clean corridors, and to consolidate the implementation of the ECOWAS Green Hydrogen Strategy in selected member states.
This objective is pursued through two expected outcomes:
1. Support for the preparation and submission for financing of renewable energy investment projects for clean corridors, including pumped-storage hydropower and green hydrogen.
2. Support for the preparation and adoption of the ECOWAS Green Hydrogen Strategy by Member States.
The Resident Energy Expert will be an energy expert with a large experience and proven track record in the development of renewable energy projects in transition countries.
