Mission description

Project management and coordination (25%)

-          Recruit, supervise and supervise the Project Assistant in the implementation of their missions; 

-          Ensure the technical, operational, and contractual management of the project;

-          Supervise the implementation of the project and monitor progress in accordance with the approved work plan;

-          Coordinate project activities and ensure the timely delivery of deliverables and milestones;

-          Monitor budget implementation and financial management of the project;

-          With the support of the Project Assistant, coordinate the preparation and timely transmission of internal and external narrative reports as well as project monitoring tools;

-          Ensure proper document management of the project, including the filing, archiving, and preservation of supporting documents;

-          Monitor the project’s indicators and contribute to the monitoring and evaluation mechanism;

-          Contribute to audits, evaluations and quality assurance procedures when necessary;

-          Identify risks and propose appropriate corrective measures;

-          Ensure compliance with the procedures of Expertise France and the AFD;

-          Ensure regular exchanges with the AFD as a donor in order to inform it of the main advances of the project and any difficulties requiring its attention;

-          Ensure internal coordination with the relevant departments, departments and services of Expertise France.

 

Supervision of technical studies and contractors (35%)

A. Development of the road map

-          Lead the development of the roadmap, ensuring that it translates the results of the regional diagnosis and technical studies into a coherent regional vision and an operational implementation plan; 

-          Consolidate and synthesize the recommendations from the various technical studies in order to produce the final version of the roadmap;

-          Organize, facilitate and coordinate technical consultations with the ASEAN Secretariat, member states and key stakeholders for the development, review and validation of the roadmap.

B. Supervision of technical studies and contractors

-          Prepare the terms of reference and technical specifications for the procurement of consulting firms and/or technical experts; 

-          Lead the selection and mobilization procedures for design offices and/or technical experts; 

-          Ensure the technical and contractual management of services, ensuring compliance with deadlines, the quality of deliverables, the schedule, and contractual obligations;

-          Support the consulting firms throughout the implementation of their services, by ensuring work follow-up, critical review of methodologies, reports and recommendations, and providing the necessary technical guidance; 

-          Ensure the consistency, complementarity and quality of the deliverables produced, as well as their conformity with the project objectives and stakeholders' expectations. 

 

Institutional coordination and stakeholder relations (20%)

-          Ensure regular dialogue with the ASEAN Secretariat and develop working relationships with Member States, technical and financial partners as well as relevant stakeholders; 

-          Support the functioning of project governance bodies, including the relevant ASEAN Steering Committee and working groups; 

-          Prepare, coordinate and facilitate meetings, consultations and validation processes, including the development of presentations, scoping notes and technical inputs;

-          Promote ownership of the project outcomes by ASEAN Member States and contribute to consensus building throughout implementation. 

 

Capacity-building, capitalization and communication (10%)

-          Oversee the organization of regional technical workshops, study visit and knowledge-sharing activities;

-          Contribute to the dissemination and appropriation of project results;

-          Participate in the project’s communication, visibility, and capitalization actions.

 

Business intelligence (10%)

In addition to the operational management of the GASPA project, the Project Manager will contribute to the identification and analysis of opportunities likely to strengthen the implementation and sustainability of the project, building on the knowledge produced by project activities and exchanges with regional stakeholders.

As such, he/she may, in particular:

-          Monitor regional initiatives in the areas of smart and green ports, port digitalization, and sustainable maritime transport relevant to the project’s objectives;

-          Identify opportunities for synergies with other regional initiatives as well as partnerships that could support the project’s objectives;

-          Contribute to the capitalization and sharing of project lessons within Expertise France;

-          Feed the reflections on potential project follow-ups and new opportunities for regional cooperation;

-          Maintain a regular dialogue with the technical and financial partners operating in the region.

 

This job description is not exhaustive. In general, the Project Manager is responsible for achieving the contractual objectives of the project and the proper conduct of all activities necessary for its implementation. The signing of the contract is subject to the signature of the agreement between the French Development Agency (AFD) and Expertise France.

Project or context description

The GASPA project is part of the cooperation between the French Development Agency (AFD) and the Association of Southeast Asian Nations (ASEAN), in support of the development of sustainable, resilient and more digitized ports in the region.

The project follows the successful implementation of the Sustainable Ship Waste Management (SSWM) project and responds to a request from the ASEAN Secretariat to expand regional cooperation on broader issues of port sustainability, digitalization and connectivity.

Ports play a vital role in ASEAN’s economic integration and international trade. As ASEAN member states seek to improve the environmental performance, efficiency and resilience of their port systems, the need to strengthen regional cooperation, to develop harmonized frameworks and develop technical capacities is becoming increasingly urgent.

In this context, GASPA aims to support the ASEAN Secretariat and its member states in developing common regional approaches to smart and green ports, enhancing digital interoperability, improving environmental performance monitoring and identifying future investment opportunities.

The project is funded by the French Development Agency (AFD) and implemented by Expertise France over a period of 24 months.

 

The project is structured around three technical results:

·       Outcome 1: An ASEAN roadmap for smart ports to support the digital transformation and modernization of port systems in the region.

·       Outcome 2: Development of a regional EDI harmonization framework for ports, aimed at improving interoperability, data exchange and digital connectivity between ports.

·       Outcome 3: Development of a regional environmental performance monitoring framework, including recommendations on sustainability indicators and methodology for an ASEAN Green Port Index.

Required profile

Qualifications

-          Master’s degree (or equivalent) in transport, engineering, international development, public policy, maritime studies, economics, international relations or a related field.

General professional experiences

-          At least 10 years of experience in one or more of the following sectors: maritime transport, ports, logistics, infrastructure, connectivity or sustainable transport;

-          Proven experience in managing complex technical assistance projects involving multiple stakeholders and providers;

-          Proven experience in coordinating the development of strategic studies, roadmaps, action plans or public policy frameworks, preferably in the transport or infrastructure sectors;

-          Excellent command of the management of the project cycle and mechanisms of international cooperation;

-          Professional experience in the ASEAN region and/or with regional organisations is strongly desired;

-          Experience in managing regional or multi-country projects is a major asset;

-          A good knowledge of the issues of port digitalization, environmental sustainability and climate change in the transport sector is strongly desired;

-          Knowledge of infrastructure financing and investment planning is an asset;

-          Knowledge of international, European and/or French best practices regarding green and smart ports is an asset.

 

Languages

-          Excellent command of English, both written and spoken, essential;

-          Knowledge of French is strongly desired.
