Description de la mission

As Deputy Team Leader (DTL) for the Digital Connectivity project in Central Asia, you will work under the supervision of  the Team Leader to support the coordination, planning, and implementation of project activities across the four components of the project in the five countries targeted in Central Asia, with a particular focus on internal coherence and operational alignment. The DTL will act as the Team Leader’s delegate when necessary and support the coordination of all activities, implemented by Expertise France and European partners when necessary. The DTL will also serve as the primary liaison for day-to-day work with the Central Asian partners and the delegated focal points for all project activities.

Key Responsibilities (non-exhaustive list, subject to changes):

Project Coordination and Strategic Support

  • Support the TL in ensuring that the general implementation strategy of the project is readable for the Central Asian partners.
  • Support the TL in ensuring narrative coherence and alignment across project components and outputs
  • Contribute to the management of project budgets, timelines and work plans, to ensure efficient and effective project implementation
  •   Functional management of the support staff  when delegated by the TL
  • Participate in internal strategic and operational planning, including project review exercises and risk analysis.
  • Monitor implementation timelines and contribute to project reporting cycles (monthly, quarterly, and annual reports). 
  • Ensure coordination of the project implementation among countries, provide backstopping support, and approve key documents and deliverables.
  • Contribute with the TL to the coordination with other European implementing partners, organising regular consortium meetings and committees, and to the implementation and management of coordination tools.
  • Act as the preferred contact point in Kazakhstan between partners and Kazakh authorities (responsible for liaison with the country)

Internal Process Management

  • Organize and facilitate internal coordination processes, including project planning, contractual implementation, technical workshops, and review meetings.
  • Participate to the effective coordination between support team, Country Advisors, Component Leads, and Technical Experts.
  • Contribute to the monitoring and quality control of project deliverables and outputs, notably through the review and validation of planning tools prior to coordination meetings to prepare SITREP, quality MEAL data collection, etc.
  • Ensure compliance with the specifications/contract, anticipate and manage risks and developments relating to the project and alert hierarchy if necessary.

Liaison and Representation

  • Represent the project in meetings, conferences, and coordination bodies in the absence of the TL or upon delegation.
  • Support partner relationship management and contribute to external communications and visibility efforts.

Cross-Cutting Coordination

  • Coordinate communication activities and supervise the work of communications experts.
  • Ensure visibility actions are aligned with EU and Expertise France communication guidelines.
  • Facilitate knowledge management and capitalization across components and countries.
  • Contribute to MEAL activities, internal and external reporting, in close collaboration with MEAL Coordinator

Description du projet ou contexte

Expertise France is the French public international cooperation agency. It designs and implements projects which aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action.

The Global Gateway flagship initiatives on Water, Energy and Climate, and on Digital Connectivity, established during the Samarkand summit in November 2022, underscored a significant milestone in the partnership between the EU and Central Asian countries. In the digital realm, the ubiquity of information and communication technologies has become indispensable, shaping the fabric of everyday life. Despite advancements, Central Asian nations continue to face obstacles in internet accessibility, particularly in rural areas, due to geographic constraints, infrastructure limitations, and economic factors. Recognizing these challenges, the Digital Connectivity Team Europe Initiative was conceived to address the digital divide by harnessing the potential of satellite connectivity. Through a nuanced approach encompassing policy reform, regulatory frameworks, digital innovation and community-focused interventions, the initiative aims to foster universally accessible, affordable, and secure broadband across the region, aligning with the Sustainable Development Goals and the digital strategies across Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Turkmenistan.

Expertise France will take the lead in coordinating the "soft" pillar of this TEI within the European consortium. This involves overseeing the project across its four components, in collaboration with CPVA (Lithuania), e-Governance Academy (Estonia), HAUS (Finland), and CFLA (Latvia). The project components, corresponding to 4 specific objectives are:

(i) To enhance the policy and regulatory framework enabling the development and the deployment of sustainable and inclusive satellite connectivity and its middle-mile terrestrial infrastructures;

(ii) To foster transparent and inclusive access to public and private connectivity services to the “last-mile” through increased use of open, affordable, safe and secure broadband for everyone, with a focus on rural areas and stronger efforts for reaching the most marginalized right holders;

(iii) To foster local digital innovation with a specific technical focus on satellite connectivity;

(iv) To build cybersecurity capacity, promote cybersecurity awareness among stakeholders, and establish a comprehensive cybersecurity framework.

Profil souhaité

Skills and qualifications:

  • Master's degree or equivalent in a relevant field such as international development, economics, engineering, or information technology;
  • Minimum 7 years of professional experience in project management, preferably in international development projects funded by the EU;
  • Proven experience managing large international development projects, including budget management, stakeholder engagement, and monitoring and evaluation;
  • Excellent communication and interpersonal skills, with the ability to build and maintain relationships with diverse stakeholders; very good representation function.
  • Good knowledge of the region;
  • Demonstrated understanding of Expertise France’s internal procedures and reporting tools is an asset;
  • Fluency in Russian and English is required, knowledge of French is desirable;
  • Willingness to travel within the region and internationally, as required.
