Under the supervision of the Coordinator of the Technical Secretariat of the Facility, the Deputy Technical Coordinator contributes to the effective and coordinated implementation of VTF activities. He/she ensures close monitoring of the actions undertaken, facilitates coordination between the various stakeholders and ensures the smooth operational, administrative and logistical conduct of activities.
He/she ensures the daily interface with Vietnamese partners (MOT, VNRA, MOC, public agencies), in Vietnamese, to ensure the fluidity of institutional dialogue, full access to information and a good understanding of local issues.
The Deputy Technical Coordinator works independently in a complex environment, structures operational processes, organizes multi-stakeholder events and actively contributes to the local management of the Facility.
The main tasks are:
In support of the TS Coordinator, contributes to the operational management of the Facility
The deputy. The Coordinator of the technical secretariat plays a central supporting role in the implementation of the Facility, ensuring smooth processes, the proper flow of information and compliance with deadlines, contractual commitments and quality requirements.
He/she shall monitor daily the progress of the activities implemented under the Facility. In this capacity, he/she:
The Deputy Technical Coordinator covers local operational monitoring and interactions with Vietnamese partners, while the coordinator carries out international dialogue (EU, donors, European companies) and the TA officer carries out technical dialogue.

The Deputy Technical Coordinator supports the organization of activities necessary for the implementation of the Facility. He/she is responsible in particular for:

The Deputy Technical Coordinator shall facilitate the flow of information between the various actors involved in the Facility. As such, he/she:
The "Vietnam Transport Facility" (VTF) is a grant-based facility backed by €40 million from the European Union, delegated to the French Development Agency (AFD). This Facility aims to support Vietnam in a resilient and low-carbon development path, consistent with the Vietnamese government’s goal of achieving a Net Zero Emission (ZEN) economy by 2050. The aim of the Facility is to prepare and provide technical assistance for investment projects in rail, inland waterway transport and urban mobility, which are intended to be co-financed by Team Europe. Between 2026 and 2035, the Facility should enable the implementation of 4 public infrastructure projects in the transport sector in Vietnam for an indicative total of €1 billion in investments.
The facility is structured around 5 components:
The implementation of part of the activities under component 4, as well as all of component 5, has been entrusted to Expertise France.
For this, Expertise France will mobilize a dedicated team within the Technical Secretariat of the Facility, under the coordination of a Coordinator in charge of the overall coordination of the secretariat, of coordinating institutional and operational relations between stakeholders, as well as of steering and managing the team. This will be composed of an operational support officer, in charge to support the proper implementation of the activities of the Technical Secretariat and the operational monitoring of the Facility and a responsible officer of the AT component, responsible of the proper implementation of Component 4, with a specific focus on rail transport.
The team will rely on the support function teams of the Expertise France office based in Hanoi, which will handle administrative, financial, logistical and procurement aspects.
Required qualifications:
· Master’s degree (or equivalent) in public policy, administration, economics, project engineering or related fields;
· Additional training in project management, monitoring and evaluation, or administrative and financial management of projects is an asset.
Professional experiences:
· At least 10 years' experience in the operational management, coordination or monitoring of international cooperation, development or public policy projects;
· Proven experience in supporting the implementation of multi-stakeholder projects (notably with European funds);
· Experience in monitoring activities, coordinating experts and managing external services;
· Experience in organizing missions, workshops, events or dialogue frameworks with various stakeholders;
· Experience in the transport sector (urban, rail, river or road mobility) highly desirable ;
· Experience in sectors related to infrastructure, urban development, and the ecological transition would be an advantage.
Qualifications and skills:
· In-depth knowledge of Vietnamese administrative procedures and local sectoral issues;
· Excellent command of project operational management (planning and monitoring activities, risk management, tracking deliverables, budget monitoring);
· Good command of office and collaborative tools (spreadsheets, tracking tools, document sharing platforms);
· Ability to work with a diversity of institutional, technical and operational actors;
· Excellent writing and oral communication skills;
· Rigor, autonomy, spirit of initiative and ability to work as a team in an international environment;
· Proficiency in Vietnamese (spoken and written) mandatory; Fluency in French and English in writing and speaking.
