LIBERIA
A preparation mission was carried out in January 2026 by GIZ and Expertise France in order to discuss with stakeholders for the design and implementation of targeted actions in the Description of Action (DoA) to be sent to the EUD. After drafting and submitting this document, the project was signed the 1st July 2026.
To support the launching of the project, a thorough technical assessment and consultation is required to analyse, validate and suggest amendments if necessary, namely to adapt the project to the political context, to the project activities related to the fisheries value chain as well as suggestion of technical expertise needed during implementation of the project.
Priority activities linked to the fisheries value chain, quality standards, access to market and documents related to project implementation (detailed action plan, roles and responsibilities of each stakeholder involved, etc.) will be reviewed and refined according to the updated assessment of the needs.
The expected deliverables detailed below are indicative and may be subject to revision depending on the needs of the project. They will be confirmed and specified in the purchase orders.
All deliverables shall be subject to validation by Expertise France. In case of non-compliance, the expert shall revise the deliverables within a reasonable timeframe without additional cost.

Conduct and validate a private‑sector landscape analysis (processors, exporters, cold chain, logistics, service providers) to refine assumed roles and partnerships. 9. Identify market opportunities and constraints (considering sanitary and phytosanitary, traceability, sustainability and logistics requirements).

The Strengthening Artisanal Fisheries in Liberia (SAFish) project, funded by the European Union for €24,8 million, aims to unlock the full potential of marine artisanal fisheries by driving sustainable incomes, employment, social and economic inclusion and regional competitiveness, while protecting marine ecosystems.
The German Technical Cooperation (GIZ) (lead agency) and EF will jointly implement this 6-year programme.
The specific objectives (SO) of this action are to:
· SO1 – Enhance the artisanal fish value chain and its sustainability.
· SO2 – Expand equitable access to financial and non-financial services, with a focus on the empowerment of women, youth and persons in vulnerable situations.
· SO3 – Promote sustainable, inclusive and participatory fisheries governance.
The outputs to be delivered by this action contributing to the corresponding specific objectives are:
SO1 :
· Output 1.1. Market access and potential is increased through improved product quality.
· Output 1.2 Fishing practices are improved for better product quality, increased income and resilience
· Output 1.3. Environmental custodianship is enhanced to promote productivity, resilience and responsibility.
SO2 :
· Output 2.1. Capacities of Co-management association (CMAs), fishing cooperatives and associations and small semi-industrial operators in the fish value chain are strengthened.
· Output 2.2. Access to green financial services for disadvantaged groups in the artisanal fish value chain is enhanced.
· Output 2.3. Professionalism and innovation in the artisanal fish value chain is increased.
SO3 :
· Output 3.1. Fisheries governance is strengthened to reduce IUU fishing and increase competitiveness of local fishers.
· Output 3.2. Quality standards for fresh and processed fish products are improved.
· Output 3.3 Transparency and public awareness of the sector’s economic importance is enhanced.
· Output 3.4 The regional fisheries policy framework in the West Central Gulf of Guinea is strengthened
Out of the total project budget, 9M€ will be implemented directly by EF, who is in charge of implementing the following Outputs :

- Output 3.2 Quality standards for fresh and processed fish products are improved
Close collaboration with the GIZ project team will be essential, as GIZ serves as the lead agency for the SAFish project.
- Advanced degree in marine sciences, environmental sciences, natural resource management, agri-food production and health standards, economic development, fisheries management, and/or aquaculture, or any other field relevant
- Strong knowledge in value chain development, sectoral policy, and economic development of the fisheries sector
- At least 10 years of professional experience in the development sector, with relevant professional experience in providing technical assistance or expertise to projects related to fisheries and the blue economy sector, including experience in strengthening the fisheries value chain
- Demonstrated experience in stakeholder engagement and facilitation of consultations with government entities, private sector operators, and civil society organizations
- Proven ability to develop technical guidance and formulate evidence-based strategic recommendations, particularly based on economic analyses, market studies, or value chain assessments
- Expertise in socio-economic and gender analysis
- Fluency in English is required
- A previous experience in Liberia would be an asset
A Framework Service Contract for an individual expert will be signed, based on purchase orders, with unit prices calculated on a daily fee basis. The work expected can be partly home-based but it will also be complemented by several missions in Liberia (duration and modalities to be defined in the purchase orders). The Framework Contract does not constitute a commitment to order any minimum volume of services. Services will be commissioned exclusively through purchase orders, which will define the specific scope, deliverables, timeline and budget.
The consultant will support the Project Team Leader based in Monrovia and will report to him and to the Agriculture Division of the Sustainable Development Department based at the Paris headquarters.
Mission logistics, including travel, accommodation and per diem arrangements, will be organised by the project team in accordance with the provisions defined in each purchase order.
Duty station: Liberia (primarily Monrovia) and/or remote work for certain areas of expertise.
Duration of assignments: Variable, depending on the activities to be carried out. Assignments may range from a few days to several months. Both short-term and intermittent assignments throughout the programme may be considered. Remote assignments may also be envisaged.
Expected assignment period: 2026–2027, with a possible start during the fourth quarter of the current year (2026) for the project inception phase.
