Expertise France, an entity of the French Development Agency ( Agence Française de Development, AFD ) Group, is the French government's international technical cooperation agency. Its role is to design and manage donor-funded international cooperation projects in fields such as governance, security, health, education and the environment. The European Union (EU) and the French Government constitute Expertise France's main donors.
The European Union-funded Forestry-Climate Change-Biodiversity (EU-FCCB) Programme for Papua New Guinea aims “to support a development model that reconciles forestry, climate change and biodiversity with sustainable, inclusive and gender-responsive green growth and jobs at national and pilot subnational/community levels”. Its three specific objectives (SOs) are:
- SO1: “Effective implementation of evidence-based FCCB policies, governance and institutional frameworks”
- SO2: “Improved FCCB awareness, knowledge, capacities and mobilisation”
- SO3: “Increased inclusive and gender-responsive green growth”
The EU-FCCB Programme consists of several components, including the national component implemented by Expertise France. This project includes support for a number of PNG-based public sector institutions operating in the FCCB intervention area, support for PNG-based research, education and awareness institutions and support for PNG-based communities, civil society organisations and private sector organisations engaged in conservation, sustainable livelihoods, and sustainable value chain development.
One of the project’s flagship interventions is an activity that aims to support PNG public and non-profit organisations such as the Climate Change Development Authority (CCDA), the Conservation and Environmental Protection Authority (CEPA), and the Papua New Guinea Forest Authority (PNGFA) in terms of organisational development (OD). The aim is to strengthen the effectiveness of each of the beneficiary organisations by assessing, reviewing and / or developing a new structure, supported by appropriate systems and staffing, together with strategies and implementation plans that will enable transition to its assigned role in a non-disruptive manner.

Expertise France is recruiting two Organizational Development (OD) Advisors as part of the implementation of the national component of the EU-FCCB Program. These positions are open to Papua New Guinea nationals only.
The positions will particularly focus on building the capacity and improving the systems and processes of PNG public and non-profit organizations operating in the FCCB space.
The positions will be part of the EU-FCCB national component project team and will be stationed within Expertise France's Papua New Guinea Office located at the Climate Change and Development Authority in Port Moresby. The two positions will operate as part of a multi-disciplinary team of national and international experts providing support to PNG in the FCCB space.
The two positions will be reporting to Expertise Franc's Technical Coordinator of the national component of the EU-FCCB Program .
The two positions are expected to work closely with one another and be able to step-in for the other if one is absent.
The position's main tasks include the following:
1. Deliver organizational development support to participating organizations
- The primary responsibility of the role is to deliver technical advice and support to participating organizations to help enhance their efficiency and effectiveness. The required technical assistance will be determined by a program of work developed with the support of a team of international organizational development specialists. Advice and support will be tailored to the needs of each organization.
- The organizational development programs feature the implementation of adaptive business plans, a key component of which is organizational restructuring. The national organizational development team will deliver support to leadership and staff to ensure these business plans can be successfully implemented, the goal being to create organizations with the capacity and know-how to continually deliver on their mandates.
- Support should be delivered in a way that ensures national ownership of the capacity-building work. The program should, as far as possible, provide advice and guidance while avoiding performing tasks that the organizations should undertake themselves.
- With the international specialists present in PNG on an intermittent basis, the National Advisors for Organizational Development are the key point of support for the participating organizations and must be available on an as-needed basis, working closely with leadership and staff to bring about transformation in the working methods and performance of the organizations. The expectation is that, over time, the National Advisors will increase their own skills and become less dependent on the guidance of the international specialists.
- As the main point of contact on the ground, the National Advisors will also be responsible for coordinating with the international consultants to enable continual adaptation in the organizational development process. The Lead National Advisor for Organizational Development should coordinate such reporting efforts.
2. Help ensure synergies between organizational development activities and other technical assistance delivered by the EU-FCCB program national component
- Organizational development is essential to sustainable change in PNG. Without this, the organizations will not have the capacity to deliver on their mandates. Success also depends on capitalizing on the array of technical assistance being provided by the other activities of the EU-FCCB program national component.
- Using the business plans as framework for integration, the National OD Advisors must play a pivotal role in enabling synergies across the EU-FCCB program national component, thus ensuring streamlined and high-impact support to the organizations.
- The Lead National Advisor should oversee the efforts to promote these synergies and the delivery of streamlined support.
The Lead National Advisor should work closely with the project coordination unit and the international consultants to promote integrated support to the participating organizations.
