Expertise France, an entity of the French Development Agency ( Agence Française de Développement, AFD ) Group, is the French government's international technical cooperation agency. Its role is to design and manage donor-funded international cooperation projects in fields such as governance, security, health, education and the environment. The European Union (EU) and the French Government constitute Expertise France's main donors.

Description du projet ou contexte

The European Union-funded Forestry-Climate Change-Biodiversity (EU-FCCB) Program for Papua New Guinea aims “to support a development model that reconciles forestry, climate change and biodiversity with sustainable, inclusive and gender-responsive green growth and jobs at national and pilot subnational/community levels”. Its three specific objectives (SOs) are:

-           SO1: “Effective implementation of evidence-based FCCB policies, governance and institutional frameworks”

-           SO2: “Improved FCCB awareness, knowledge, capacities and mobilization”

-           SO3: “Increased inclusive and gender-responsive green growth”

With approved funding in the amount of 54.7 million euros, it is one of the EU's most ambitious forest-related programs anywhere in the world.

The EU-FCCB Program consists of several components, including the national component (33.5 million euros) – which is implemented by Expertise France. This project will entail support for a number of PNG-based public sector institutions operating in the FCCB intervention area, support for PNG-based research, education and awareness institutions as well as support for PNG-based communities engaged in conservation and sustainable livelihoods and green SMEs.

This project started in July 2023 and went through an inception phase (July 2023 to February 2024), to help calibrate the project's intervention strategy and to undertake the detailed design of the project's activities, in partnership with the project's stakeholders.

One of the key activity of the project is the development of Papua New Guinea's (PNG) carbon market and REDD+ safeguards framework, in line with the Carbon Markets Regulation (CMR) 2024, the Cancun Safeguards, and Article 6.2/6.4 obligations under the Paris Agreement.

Profil souhaité

  • Papua New Guinea national, with an established professional network across national, provincial and local institutions working on REDD+, forestry, land and climate change.
  • University degree in a relevant field such as environmental management, forestry, law, social sciences or development studies; a Master's degree is an advantage.
  • At least [8] years of relevant professional experience, including direct involvement in PNG's REDD+, carbon market, safeguards and/or benefit-sharing processes.
  • Demonstrated knowledge of REDD+ safeguards (Cancun Safeguards, SIS, GRM, FPIC) and familiarity with ART-TREES and/or jurisdictional REDD+ validation, verification and benefit-sharing requirements.
  • The following constitute significant assets:

§  Excellent knowledge of sector issues & challenges and ongoing initiatives in Papua New Guinea, including the respective roles of CCDA, PNGFA, CEPA, DLPP, Treasury and Provincial Climate Change Committees

§  Familiarity with the implementation of EU-funded projects

  • Excellent analytical and research skills.
  • Excellent communication and interpersonal skills, with the ability to engage and collaborate with diverse stakeholders, including customary landholders, local communities, government agencies, NGOs and donor organizations; excellent written and spoken English, and proficiency in Tok Pisin and/or Hiri Motu an advantage.
  • Self-driven, ability to work independently, manage multiple tasks simultaneously, and meet deadlines.
  • Strong understanding of PNG’s customary land tenure and Incorporated Land Group (ILG) arrangements, with a proven ability to engage and mediate across diverse stakeholders in a culturally appropriate manner, and to produce clear, auditable documentation.

Informations complémentaires

As part of the national component of the EU-FCCB Programme, Expertise France is seeking to engage a National Expert to support the Climate Change and Development Authority (CCDA) in advancing the social-integrity dimensions of Papua New Guinea’s jurisdictional REDD+ programme. The position focuses on two priority, inter-linked work streams: (i) preparing for and managing PNG’s ART-TREES validation and verification (audit) process; and (ii) developing, validating and operationalising PNG’s National Benefit-Sharing Plan (BSP) under the National Approach.

Working under the technical direction of CCDA and in close coordination with the EU-FCCB technical team and Climate Law & Policy (CLP), the Expert will provide national coordination, stakeholder engagement and audit-ready documentation support across both work streams. The main responsibilities are:

  • ART-TREES audit support – support the establishment of a safeguards audit-response and document/evidence-management structure; help organise and quality-assure safeguard evidence (SIS, GRM, benefit-sharing, IPLC engagement and gender) against TREES requirements; and support coordinated, timely responses to Validation and Verification Body (VVB) queries and corrective-action requests.
  • Benefit-sharing (BSP) – support scoping, beneficiary identification and the allocation and disbursement framework; help integrate GRM and SIS arrangements; and support national and subnational consultations towards approval of the National Benefit-Sharing Plan by the National Climate Change Board.
  • Stakeholder engagement and cultural mediation – facilitate inclusive, culturally appropriate engagement with customary landholders and local communities across national, provincial, district and local levels and across PNG’s many language groups.
  • National liaison and coordination – act as a primary national focal point with CCDA, PNGFA, CEPA, DLPP, Treasury/Finance, the Department of Provincial and Local-Level Government, and Provincial Climate Change Committees.
  • Documentation and reporting – produce clear, auditable and verifier-ready records, and contribute to progress reporting to CCDA and the EU-FCCB team.
