Mission description

  1. General Objective:

This assignment is part of Component 1 of the SANKOFA II project, which aims to strengthen the documentation, preservation and accessibility of Ghana's built heritage through improved documentation management, inventory, preservation and digitization.

The overall objective of this assignment is to support Expertise France and the Ghana Museums and Monuments Board (GMMB) in preparing the implementation of the "Survey, Cataloguing, Quality Assessment and Digitization of Existing Documentation" activity by providing the technical, operational and financial framework required for its successful implementation.

Working in close collaboration with the GMMB, and particularly with the Monuments Division, the selected expert(s) will define the scope of the intervention, establish an appropriate inventory and preservation methodology, assess the documentation holdings and their conservation needs, estimate the human, technical and financial resources required, prepare an operational implementation roadmap, and develop the technical documentation necessary to launch the implementation phase of this activity.

The assignment will also support the planning of the future ArchLab by identifying the minimum rehabilitation works required, estimating associated costs within the project's available budget, and preparing the technical specifications required to recruit a specialized company/experts that will implement the documentation survey, inventory, preservation, digitization and ArchLab associated works.

The specific objectives of the assignment are to: 

  • Assess the current state of documentary holdings under the responsibility of the GMMB;
  • Define the scope and methodology for the documentation survey, inventory and cataloguing exercise;
  • Identify and prioritize the documentation to be inventoried and digitized;
  • Assess documentation preservation needs and recommend appropriate conservation measures;
  • Estimate the human, technical, logistical and financial resources required to implement the activity;
  • Identify the infrastructure, equipment and materials required for documentation handling, inventory, preservation and digitization;
  • Develop a detailed implementation work plan for the documentation activity;
  • Prepare a capacity-building strategy for GMMB staff responsible for documentation management and inventory;
  •  Assess the rehabilitation needs of the future ArchLab and prepare a phased implementation plan;
  • Estimate the costs of rehabilitation works that can realistically be financed under the available SANKOFA II budget allocated to this activity;
  • Prepare the procurement documentation and technical specifications required for the recruitment of a specialized implementation company/experts.

 

I.                    Description of the assignment

  1. Scope of Work

The assignment consists of providing technical expertise in documentary heritage management, archival preservation and digitization planning to support the preparation of the documentation activity of the SANKOFA II project.

The expert will work in close collaboration with Expertise France, the Ghana Museums and Monuments Board (GMMB), and particularly the staff of the Monuments Division.

The assignment aims to establish a realistic, technically sound and fully costed implementation framework that will enable Expertise France to launch the documentation activity under optimal technical and operational conditions.

  1. Tasks to be carried out

A. Documentation Assessment and Scoping

The expert shall:

  •  Conduct consultations with the GMMB, particularly the Monuments Division, and other relevant departments;
  • Identify and map existing documentary collections relevant to the activity;
  • Determine the precise location and storage conditions of documentary holdings;
  • Assess the current state of organization and preservation of the collections;
  • Identify the categories of documents to be included in the future inventory;
  • Define the scope and boundaries of the documentation survey and inventory exercise;
  • Estimate the overall volume of documentation to be processed;
  • Identify priorities, constraints and risks that may affect implementation.

B. Operational Planning

The expert shall:

  • Estimate the duration of the documentation survey and inventory implementation;
  • Estimate the number and profiles of personnel required;
  • Define the different implementation phases;
  • Prepare a detailed operational work plan, including milestones and sequencing of activities;
  • Identify operational risks and propose mitigation measures.

C. Equipment and Resource Assessment

The expert shall:

  • Identify the equipment required to undertake the documentation survey, inventory and digitization activities;
  • Identify the archival materials and supplies required;
  • Assess hardware and software needs;
  • Identify furniture and storage equipment required;
  • Prepare technical specifications for the recommended equipment;
  • Collect quotations accordingly. 

D. Budget Development and Cost Estimation

The expert shall:

  • Estimate the costs associated with the documentation survey and inventory;
  • Estimate equipment and material costs;
  • Estimate digitization costs;
  • Estimate logistics and operational costs;
  • Consolidate a detailed and realistic budget for the implementation of the documentation activity.

E. Capacity Building Strategy

The expert shall:

  • Identify GMMB staff who should participate in the documentation activity;
  • Estimate the number of staff to be trained;
  • Identify institutional capacity gaps;
  • Recommend the competencies required for sustainable documentation management;
  • Develop a capacity-building strategy;
  • Design a draft programme for one or two training workshops on documentation inventory, archival preservation and documentation management.

F. ArchLab Development Planning

The expert shall:

  • Assess the current condition of the space proposed for the future ArchLab;
  • Define the functional requirements of the ArchLab to support documentation survey, inventory and digitization activities;
  • Identify the minimum rehabilitation works required to make the ArchLab operational;
  • Prioritize rehabilitation works according to operational needs;
  • Estimate the cost of rehabilitation works that can realistically be financed within the available SANKOFA II budget;
  • Identify additional rehabilitation needs beyond the available project budget, where relevant;
  • Prepare a phased work plan for the rehabilitation and operationalization of the ArchLab.

G. Preparation of Procurement Documentation

The expert shall prepare the technical documentation required for the recruitment of a specialized company/experts responsible for implementing the documentation activity.

This shall include:

  • Draft Terms of Reference and Technical Specifications;
  • Scope of Services;
  • Technical requirements;
  • Expected deliverables;
  • Indicative implementation schedule;
  • Required expertise and staffing profiles;
  • Technical equipment specifications where applicable;
  • Evaluation criteria for the procurement process.

This procurement package shall enable Expertise France to launch the recruitment of a specialized contractor responsible for carrying out the documentation survey, inventory, preservation, digitization and related activities.

I.                    Context and justification of the need

About Expertise France

Expertise France is an inter-ministerial agency in charge of international technical cooperation and is the second-largest in Europe, with 51% of its funding coming from the European Union. As a subsidiary of the French Development Agency (AFD) Group, it designs and implements projects aimed at strengthening public policies in key development sectors such as governance, security, climate change, health, education, and more.

With a business volume of €324 million in 2021 and a portfolio of over 350 projects across 100 countries, Expertise France has extensive experience in developing technical cooperation projects in private sector development, particularly in supporting public-private dialogue, regional integration, and public-private partnerships. Mandated by partner countries and donors, Expertise France recruits specialized experts for each project to mobilize the appropriate expertise for each mission.

Project’s summary

SANKOFA II is an ambitious multi-sectoral initiative designed to contribute to Ghana’s sustainable cultural and economic development by strengthening the country’s cultural heritage management and boosting its Cultural and Creative Industries (CCIs). Building on the achievements of the first SANKOFA project, this second phase aligns with Ghana’s national strategies (National Tourism Development Plan, Creative Arts Strategic Framework, Digital Ghana Agenda) and directly contributes to EU priorities in West Africa (Global Gateway, Digital for Development Hub, Youth Action Plan).

SANKOFA II addresses the structural challenges facing Ghana’s rich but underexploited heritage sector, including limited institutional capacity, outdated legal frameworks, and insufficient documentation, while unlocking the economic and social potential of CCIs in areas such as music, fashion, film, animation, and digital content creation.

The project’s general objective is to promote sustainable heritage tourism and cultural economic growth in Ghana. It does so through two main components:

  • Component 1 (Cultural Heritage): Enhancing heritage conservation and management, making Ghana’s heritage more accessible and understandable for diverse audiences;
  • Component 2 (Cultural & Creatives Industries): Supporting innovation, inclusion, and professionalization in the creative industries, with a special focus on youth and women.

Key activities include:

  • Capacity-building for public institutions such as the Ghana Museums and Monuments Board (GMMB) and other relevant institutions;
  • Development of technical documentation and digital tools (Arch Lab, 3D scans, VR content) to safeguard and showcase built heritage;
  • Support for sustainable and inclusive cultural events (festivals in music, fashion, film, animation, literature, visual arts etc.);
  • Professional training, international mobility, and networking opportunities for artists, creative entrepreneurs, and cultural operators;
  • A cross-cutting commitment to gender equality, environmental responsibility, digital transformation, and community participation.

Expected specific objectives (outcomes) include:

  • Ghanaian heritage is more accessible and comprehensible through improved conservation efforts, increased valorization, and wider dissemination to diverse audiences, ensuring equitable access and engagement of all genders;
  • Ghanaian cultural actors, especially women, strengthen their professional skills and expand their professional networks.

SANKOFA II is implemented by Expertise France, in close cooperation with national institutions, local creative operators, civil society, and European and regional partners. With a total budget of €2.5 million over 36 months, the project exemplifies Team Europe’s integrated approach, using culture as a driver of inclusive growth, international dialogue, and shared heritage preservation.

 

Project’s context

Ghana has a rich cultural and architectural heritage, including historical sites, traditional buildings, and a dynamic creative sector. However, this potential remains underutilized due to structural challenges such as weak institutional capacity, limited documentation and digitalization, restricted access, and insufficient integration of culture into development and tourism policies.

The country is home to two UNESCO World Heritage categories: historic forts and castles along the coast, and traditional Ashanti buildings. Despite this, the tourism sector faces issues such as limited training, weak governance, outdated legislation, and insufficient community involvement.

At the same time, Ghana’s Cultural and Creative Industries (CCIs) are rapidly growing and contributed about 2.5% of GDP in 2024, with potential to reach 5% through exports. These industries, such as music, fashion, film, and visual arts, offer strong opportunities for job creation, especially for youth. However, they face challenges including limited access to financing, fragmented support systems, and inadequate infrastructure.

To address these issues, initiatives like the SANKOFA I project (2021–2022) strengthened research, education, and professional capacity in heritage and tourism. Its successor, SANKOFA II, aims to further structure the heritage sector while integrating and supporting CCIs.

SANKOFA II aligns with Ghana’s national strategies (culture policy, tourism development plan, creative arts framework, and digital agenda) and with EU priorities, including digitalization, youth employment, and sustainable development.

Required profile

The selected expert shall meet the following minimum requirements:

Education

Master's degree (or equivalent) in Archival Science, Records Management, Library and Information Science, Heritage Documentation, Museum Studies, Conservation of Documentary Heritage, Information Management or another relevant field.

Professional Experience

  • At least 10 years of demonstrated professional experience in documentary heritage management, archival preservation, museum documentation or records management;
  • Proven experience in conducting documentary surveys, archival inventories and collection assessments;
  • Demonstrated experience in planning and designing documentation, inventory and digitization programmes for museums, archives, libraries or heritage institutions;
  • Proven experience in documentary preservation, preventive conservation and archival storage planning;
  • Demonstrated experience in assessing technical, operational and financial requirements for documentation and digitization projects;
  • Experience in preparing Terms of Reference, Technical Specifications and procurement documentation for technical assistance or heritage documentation projects;
  • Experience in developing implementation plans, work plans and cost estimates for documentation or heritage management projects;
  • Demonstrated experience in designing and delivering capacity-building programmes for public institutions or heritage professionals;
  • Previous experience working with public institutions, museums, archives, libraries or cultural heritage authorities;
  • Previous professional experience in Sub-Saharan Africa or comparable contexts would be considered a strong asset.

B.      Process

The assignment will be carried out through a collaborative and consultative approach, in close coordination with Expertise France and the Ghana Museums and Monuments Board (GMMB), particularly the Monuments Division.

At the start of the assignment, the expert will hold an inception meeting with Expertise France and the GMMB to confirm the objectives, scope of work, methodology, work plan and expected deliverables.

Throughout the assignment, the expert will conduct consultations with relevant GMMB staff, undertake site visits and assessments of documentary collections and facilities, and gather the technical and financial information required to prepare the implementation framework for the documentation activity.

Draft deliverables shall be submitted to Expertise France for review and comments. Where appropriate, review meetings may be organized with Expertise France and the GMMB to discuss the consultant's findings and recommendations.

The expert shall incorporate comments received from Expertise France and the GMMB into the final versions of the deliverables before submission.

The assignment will be completed upon the submission and validation of all deliverables by Expertise France.

        A methodological note (2 - 3 pages maximum) outlining the understanding of the assignment and the proposed approach

        The CV of the expert involved in the assignment

        A detailed budget corresponding to the different phases of the assignment
