Mission description

The Energy Legal Expert will support and advise the National Team Leader on matters requiring legal, regulatory and power-market expertise under the Technical Assistance Project – Albanian Energy Reform, Phase 3. The assignment forms part of the support provided by Expertise France to Albanian beneficiaries for the implementation of selected reform priorities under the 3rd and 4th phase Policy-Based Loan supported by AFD and KfW.

Working under the coordination of the National Team Leader, the Expert will provide demand-driven legal and regulatory expertise mainly to MIE, ERE and relevant energy-sector stakeholders. The assignment will include reviewing draft legal and regulatory instruments, preparing written comments and technical notes, participating in working discussions, and advising on options for translating policy commitments into implementable rules, procedures and institutional arrangements.

The work will focus on the legal and regulatory measures needed to support a more functional, transparent and integrated electricity market in Albania. This may include inputs related to:

  • ALPEX market development and new market products,
  • further market opening and the use of the organised electricity market,
  • the establishment and functioning of the Renewable Energy Operator,
  • the integration of renewable energy volumes into market-based arrangements,
  • Albania’s preparation for participation in the Single Day-Ahead Coupling mechanism,
  • the finalisation of the net billing framework,
  • the regulatory treatment of energy storage
  • and regulatory support for smart metering.

The Expert may also be requested to provide legal and regulatory inputs to PBL implementation reporting where his/her expertise is required. The scope and sequence of activities will be defined through purchase orders issued at three-month intervals, according to the needs of the beneficiaries and the workplan agreed with Expertise France and AFD. The total estimated input for the assignment is 80 days over the period September 2026 to February 2028.

Project or context description

The Agence Française de Développement (AFD), together with KfW, is supporting the Government of Albania in the continuation of energy and climate sector reforms through the 3rd and 4th phase Policy-Based Loan (PBL). The related Memorandum of Understanding was signed in January 2026 by the Ministry of Infrastructure and Energy (MIE), the Ministry of Finance (MoF), the Ministry of Tourism and Environment (MTE), AFD and KfW, with implementation milestones covering 2026 and 2027.

Expertise France (EF), the French public agency for international technical assistance, has been entrusted by AFD with the implementation of Phase 3 of the Technical Assistance programme. Building on previous phases of support to Albania’s energy reform process, this new phase will provide targeted in-house expertise and advisory support to Albanian public institutions in the implementation of selected PBL milestones.

The programme is anchored in Albania’s EU accession agenda and in the progressive alignment of the power sector with the EU acquis and the Energy Community framework. Phase 3 will support the transition from reform commitments to practical implementation, with a focus on financial sustainability, electricity market development, renewable energy integration, regulatory practice, energy efficiency and regional market integration.

The Technical Assistance will be implemented from September 2026 to February 2028. The project team will be led by a National Team Leader and supported by senior local experts providing financial and legal expertise through framework contracts with purchase orders issued at three-month intervals.

Required profile

The Expert will be a senior legal and regulatory specialist with proven experience in energy law, electricity market regulation and the implementation of regulatory reforms in the power sector. The Expert should have a strong understanding of Albania’s electricity sector, its institutional and regulatory framework, and the legal requirements linked to the country’s continued alignment with the EU acquis and the Energy Community framework.

Expertise France will evaluate candidates according to the following criteria:

Education / qualification:

  University degree (MA or equivalent)   

  Good communication and reporting skills

  Fluent in spoken and written Albanian and English 

 

Professional experience:

·       A minimum of 15 years of working experience

·       Experience in energy law, electricity market regulation or power-sector reform.

·       Experience with legal drafting, secondary legislation, regulatory instruments, market rules or implementation of regulatory procedures.

·       Good knowledge of Albania’s electricity sector and relevant institutional framework.

·       Experience advising public institutions, regulators, utilities or development partners on legal and regulatory aspects of energy-sector reforms.

·       Experience with electricity market liberalisation, organised power markets, power exchanges, renewable energy integration, market coupling or similar reform processes.

·       Experience supporting policy dialogue and coordination between public institutions and sector stakeholders.

·       Familiarity with EU acquis and Energy Community rules applicable to the electricity sector.

·       Experience in donor-funded technical assistance would be an asset.

 

Additional specific requirements:

·       Excellent understanding of capacity building and administrative reforms

·       Strong legal analysis and drafting skills.

·       Ability to translate policy objectives into practical legal and regulatory instruments.

·       Strong ability to understand and evaluate energy related policies.
