Mission description
The Energy Finance Expert will support and advise the Team Leader on the financial aspects of the Technical Assistance Project – Albanian Energy Reform, Phase 3. The assignment forms part of the support provided by Expertise France to Albanian beneficiaries for the implementation of selected reform priorities under the 3rd and 4th phase Policy-Based Loan (PBL) supported by AFD and KfW.
Working under the coordination of the Team Leader, the Expert will provide demand-driven financial expertise to the beneficiaries. The assignment will include reviewing financial information, preparing technical inputs and comments on draft documents, participating in working discussions, and advising on the financial implications of reform measures.
The work will focus in particular on the financial sustainability of the energy sector, including sector payment discipline, settlement of outstanding obligations between public entities and energy companies, and the financial implications of selected reform actions. The Expert will have a leading role in discussions with the authorities for the PBL. He may also be requested to provide financial inputs to PBL implementation reporting and to selected activities where financial expertise is required.
The scope and sequence of activities will be defined through purchase orders issued at three-month intervals, according to the needs of the beneficiaries and the workplan agreed with Expertise France and AFD. The total estimated input for the assignment is 40 days over the period September 2026 to February 2028.
Project or context description
The Agence Française de Développement (AFD), together with KfW, is supporting the Government of Albania in the continuation of energy and climate sector reforms through the 3rd and 4th phase Policy-Based Loan (PBL). The related Memorandum of Understanding was signed in January 2026 by the Ministry of Infrastructure and Energy (MIE), the Ministry of Finance (MoF), the Ministry of Tourism and Environment (MTE), AFD and KfW, with implementation milestones covering 2026 and 2027.
Expertise France (EF), the French public agency for international technical assistance, has been entrusted by AFD with the implementation of Phase 3 of the Technical Assistance programme. Building on previous phases of support to Albania’s energy reform process, this new phase will provide targeted in-house expertise and advisory support to Albanian public institutions in the implementation of selected PBL milestones.
The programme is anchored in Albania’s EU accession agenda and in the progressive alignment of the power sector with the EU acquis and the Energy Community framework. Phase 3 will support the transition from reform commitments to practical implementation, with a focus on financial sustainability, electricity market development, renewable energy integration, regulatory practice, energy efficiency and regional market integration.
The Technical Assistance will be implemented from September 2026 to February 2028. The project team will be led by a National Team Leader and supported by senior local experts providing financial and legal expertise through framework contracts with purchase orders issued at three-month intervals.
Required profile
The Expert will be a financial expert with a large experience and proven track record in implementation of energy sector reforms and policies in transition countries. The expert is required to be familiar with both the Albanian electricity sector and financial issues related to the public companies that operate in the energy sector in Albania
Expertise France will evaluate candidates according to the following criteria:
Education / qualification:
· University degree (MA or equivalent)
· Good communication and reporting skills
· Fluent in spoken and written Albanian and English
Professional experience:
· Experience in energy-sector finance, public finance, utility finance or financial analysis of regulated or public energy companies.
· Experience advising public institutions, public utilities or development partners on the financial aspects of sector reforms or policy measures.
· Experience working with Ministries or government.
· Good knowledge of Albania’s electricity sector and relevant institutional framework.
· Experience with financial sustainability issues affecting public utilities or energy-sector companies.
· Experience supporting policy dialogue and coordination between public institutions / Ministries and sector stakeholders.
· Experience in Public Financial Management would be an asset.
· Experience in donor-funded technical assistance would be an asset.
Additional specific requirements:
· Strong ability to assess the financial implications of energy-sector policies and reform measures.
· Strong analytical, drafting and reporting skills.
· Ability to translate financial analysis into practical advice and written inputs for public decision-making.
· Ability to work with several institutions and stakeholders in a reform environment.
