Mission description

The Support to the Tax Administration Reform (STAR) project is a €1.5 million initiative financed by the French Treasury Directorate (DGT) aimed at providing technical assistance to the Nigeria Revenue Service (NRS).

In functional coordination with Expertise France’s headquarters in Paris, the Project Manager will be responsible for the overall implementation, coordination and management of the STAR project.

In this capacity, they will contribute to the identification, mobilisation, coordination and quality assurance of the public and private expertise deployed under the project and ensure that cooperation activities effectively respond to the priorities of the NRS.

Based in Abuja, the Project Manager will serve as the main interface between the NRS and Expertise France. As representative of the STAR project, they will also interact regularly with the project’s donor, the French Treasury Directorate, and the project’s technical implementation partner, the French tax administration (DGFiP). The position thus combines project management responsibilities with a strong institutional and technical coordination role in the field of tax administration reform.

The Project Manager will be supported by Expertise France’s Abuja shared services Office for administrative, financial, procurement and logistical matters.

The Project Manager’s responsibilities and tasks entail:

A. Strategic and Operational Management

  • Define and update annual work plans and operational roadmaps in coordination with project stakeholders;
  • Lead the overall implementation of the project and ensure delivery of activities and results in accordance with contractual objectives, timelines and budget;
  • Ensure the consistency and quality of interventions across the project’s three components;
  • Identify implementation challenges, risks and opportunities and propose mitigation measures;
  • Monitor project performance and ensure achievement of expected results;
  • Ensure compliance with donor requirements and Expertise France procedures;
  • Prepare technical reports, annual work plans and contractual deliverables.

B. Coordination of Technical Assistance

  • Facilitate dialogue and cooperation between Nigerian and French counterparts;
  • Identify and refine technical assistance needs together with NRS departments;
  • Support the mobilisation of French public-sector expertise;
  • Lead the identification, preparation and supervision of short-term experts and missions;
  • Ensure the quality and relevance of technical assistance activities and deliverables;
  • Promote peer-to-peer cooperation, international knowledge sharing and institutional exchanges;
  • Coordinate study visits, workshops, training activities and technical exchanges.

C. Team Leadership and Project Coordination

  • Provide day-to-day management and supervision of project staff and consultants;
  • Coordinate contributions from Expertise France support functions in Abuja and Paris;
  • Organise regular team meetings and planning exercises;
  • Contribute to recruitment processes and performance management activities;
  • Foster a collaborative and results-oriented working environment.

D. Financial, Administrative and Operational Management

With the support of the Abuja Shared Services Office:

  • Monitor budget implementation and expenditure forecasts;
  • Ensure sound financial planning and budget management;
  • Supervise procurement, contracting and grant management processes;
  • Ensure compliance with administrative, financial and contractual procedures;
  • Lead regular internal reporting exercises.

E. Monitoring, Evaluation and Learning

  • Oversee implementation of the project monitoring, evaluation and learning framework;
  • Ensure collection and analysis of project data and indicators;
  • Supervise preparation of donor reports and progress reviews;
  • Contribute to knowledge management and capitalisation activities;
  • Ensure the integration of gender equality considerations into project implementation and reporting.

F. Institutional Relations and Governance

  • Act as the primary focal point between Expertise France and the NRS;
  • Maintain regular dialogue with relevant local stakeholders, other international development agencies, the DGFiP, the French Embassy, and the French Treasury;
  • Support the organisation and facilitation of Steering Committees and Technical Working Groups;
  • Ensure complementarity and coordination with other development partners active in domestic revenue mobilisation;
  • Represent Expertise France at meetings, conferences and sector coordination events.

Project or context description

Nigeria is Africa’s most populous country, with more than 220 million inhabitants, and one of the continent’s largest economies. Recent economic reforms have contributed to improved macroeconomic stability and stronger public finances. However, the country continues to face significant development challenges, including high levels of poverty and inequality, rapid population growth, and a continued dependence on oil and gas while the contribution of taxes to GDP remain very low. Strengthening domestic revenue mobilisation is therefore a strategic priority for the Government of Nigeria in order to finance public services, infrastructure and social development.

In this context, the Federal Government has launched an ambitious tax reform agenda aimed at increasing revenues, modernising tax administration and improving taxpayer services. As part of this reform, the former Federal Inland Revenue Service (FIRS) was transformed into the Nigeria Revenue Service (NRS) in January 2026, with an expanded mandate and a broad institutional and organisational transformation programme. While the reform’s strategic direction is well established, its successful implementation requires significant efforts in change management, capacity development, digital transformation and taxpayer engagement.

Seeking to draw on international best practices in the implementation of its tax administration reform, the Government of Nigeria has requested technical assistance from France, whose tax administration operates in a country with one of the highest tax-to-GDP ratios in the world and a voluntary compliance rate of approximately 98%. In December 2025, a Memorandum of Understanding (MoU) was signed between the NRS (formerly FIRS) and the DGFiP to initiate cooperation focused on institutional modernization to improve domestic resource mobilization.

As part of the second phase of the French Strategic Investment Plan for Development (PISD II), Expertise France - France’s public agency and a member of the French interministerial platform for exchange and coordination on public domestic resource mobilization (MRIP) - has been mobilised to design and implement a technical assistance project stemming from this agreement.

The STAR project aligns with cooperation priorities identified by the NRS and fully reflects the priorities of PISD II, including its strategic focus on enhancing tax compliance, strengthening the performance of the tax administration, and ensuring accountability and equity issues are mainstreamed in tax policy and administration. It also provides just-in-time response to a clearly articulated demand from NRS for French technical assistance to benefit from peer learning and technical support to help the organization reach international standards.

In line with the NRS vision to become one of the world’s most efficient and trusted tax administrations, the STAR project’s objective is to contribute to a more efficient, accountable and equitable tax administration, responsive to gender issues and supporting improved voluntary compliance and domestic revenue mobilisation.

The project is structured around three complementary pillars:

Pillar 2 – Advancing Digital and Data Systems

  • Data governance and security;
  • Digital transformation;
  • Data analytics and risk-based audit management;
  • Digital skills development.

Pillar 3 – Enhancing Taxpayer Engagement and Voluntary Compliance

  • Taxpayer services;
  • Transparency and integrity;
  • Communication and tax education.

Project activities will consist in peer-to-peer exchanges, international benchmarking, targeted capacity building and trainings in the NRS’s selected areas of priority.

Required profile

Education

  • Master’s degree (or equivalent) in Public Finance, Taxation, Economics, Public Administration, Law, Governance or a related field.

Professional Experience

  • At least 8 years of professional experience in tax administration, public finance, domestic revenue mobilisation, public sector reform or a related field;
  • At least 5 years of experience in project management or coordination;
  • Demonstrated experience working with government institutions and senior public officials;
  • Experience supporting tax administration reforms, organisational transformation or modernisation programmes is highly desirable;
  • Experience in managing international technical assistance projects is highly desirable, ideally within Expertise France;
  • Professional experience within a tax administration is strongly preferred, ideally within the French Tax Administration;
  • Experience mobilising and coordinating peer-to-peer cooperation between public institutions would be a strong asset;
  • Experience in Sub-Saharan Africa is highly desirable.

Technical Competencies

  • Strong knowledge of tax administration systems, processes and reform challenges;
  • Good understanding of the topic areas covered by the project (pillar 1-2-3);
  • Strong project management, coordination and reporting skills;
  • Excellent analytical, drafting and presentation skills;
  • Sound understanding of monitoring, evaluation and learning methodologies;
  • Proficiency in Microsoft Office applications and collaborative digital tools.
  • Knowledge of French international technical cooperation mechanisms is highly desirable;
  • Familiarity with the Nigerian context would be a strong asset.

Languages

  • Excellent command of English (written and spoken) is mandatory;
  • Working knowledge of French is highly desirable.
