Mission description

The programme “Africa–Europe Partnerships for Culture: Audio-Visual”, a 45-month project funded by the European Union and implemented by Expertise France and GIZ. The programme aims to strengthen socio-economic relations and intercultural dialogue between Europe and Sub-Saharan Africa (SAA) through structured support to the value chains of the audio-visual industry (film, animation, series, video gaming and immersive content).

Expertise France is recruiting a Grants Officer to ensure the full-cycle management of all grants awarded under the project, from the design of calls for proposals through to contracting, financial monitoring, grantee support, and closure. This position is combining both the technical and administrative/financial dimensions of grant management.

Under the direct supervision of the Project Manager, and in close coordination with the Administrative and Financial Manager, the Entrepreneurship and Education Officer & the Technical Advisor, the Grants Officer will:

      Lead the design and management of calls for projects and grants under the programme;

      Ensure the sound administrative, contractual and financial management of all awarded grants;

      Provide technical and financial guidance and capacity-building support to grantees throughout implementation;

      Ensure full compliance with EU donor regulations and Expertise France internal procedures.

The Grants Officer will work as part of the project team based in Nairobi, composed of a Project Manager, a Technical Advisor, an Administrative and Financial Manager, an Entrepreneurship and Education Officer, an Operations and MEAL Officer, and a Project Assistant.

He/she will notably responsible for the following tasks:

 1. Design and Management of Calls for Projects

      Lead the preparation, launch and management of calls for projects, including drafting applicant guidelines, concept note and proposal templates, evaluation grids, and reporting templates;

      Act as the focal point for applicants during the call process, managing clarification requests, information sessions and briefing meetings;

      Lead the development of technical and financial evaluation tools, scoring grids and assessment frameworks;

      Ensure compliance with EU donor rules and Expertise France internal procedures throughout the call cycle.

2. Grant Contracting and Administrative Management

      Prepare grants agreements and ensure full compliance with donor requirements, eligibility rules and institutional procedures;

      Manage the administrative set-up and contractual follow-up of all grants beneficiaries from award to closure;

      Ensure proper contracting, filing, traceability and archiving of all grant-related documents throughout the grant cycle;

      Conduct the administrative and financial assessment of proposals in line with donor requirements and internal procedures.

3. Financial Monitoring and Compliance

      Monitor grants implementation against contractual obligations, budget consumption, forecasts and payment schedules;

      Review financial reports submitted by grantees for eligibility of expenditures, compliance and accuracy;

      Prepare disbursement requests and ensure timely payments in coordination with the Administrative and Financial Manager;

      Develop and maintain practical monitoring tools and templates to support grantees in sound financial implementation;

      Ensure full alignment of grant management processes with EU regulations and Expertise France internal procedures;

      Contribute to internal controls, risk mitigation mechanisms and the preparation of audits and expenditure verifications.

4. Technical Support and Capacity-Building for Grantees

      Provide technical and financial guidance to potential applicants to help them understand call objectives, priorities, requirements and expected standards;

      Support grantees in strengthening the quality, relevance and feasibility of their projects throughout implementation;

      Organise and deliver capacity-building sessions for grantees on grant management procedures, financial reporting requirements and compliance obligations;

      Support grantees in refining results frameworks, indicators, implementation plans and deliverables where needed.

5. Coordination and Reporting

      Work closely with the Entrepreneurship and Education Officer to ensure alignment between grant activities and the technical priorities of Component 2;

      Coordinate with the Administrative and Financial Manager on all financial processes, payment flows and audit requirements;

      Contribute to the consolidation of grant-related information for internal reporting and donor reporting;

Contribute to MEAL processes, lessons learned, documentation of good practices, and continuous improvement of grant tools and methodologies

Project or context description

The project

Africa–Europe Partnerships for Culture: Audio-Visual” is a 45-month project (2026–2030), funded by the European Union and jointly implemented by Expertise France and GIZ. GIZ is the lead institution of the consortium, with Expertise France acting alongside it as technical co-lead.

With a total budget of EUR 16.5 million, the project aims to strengthen socio-economic relations and intercultural dialogue between Europe and Sub-Saharan Africa through structured support to the value chains of the audio-visual industry. It covers film, television series, animation, video games, and immersive content.

 

To this end, three specific objectives have been defined:

  1. Strengthen cooperation between actors of the African and European audio-visual industry across the value chain.;
  2. Connect European and African talents to develop together on a professional level, with a special emphasis on women.;
  3. Increase access to Sub-Saharan Africa (SAA) - EU co-productions for audiences, especially younger generations.

 

The activities implemented by Expertise France will contribute to the first two objectives of the programme and may notably include:

  • Strengthening the regulatory and legal frameworks of the audio-visual sectors (tax incentives, co-production treaties, etc.);
  • Developing and structuring sectoral data related to the different value chains;
  • Establishing financing mechanisms dedicated to mature audio-visual projects (acceleration programmes, support for investment readiness);
  • Supporting matchmaking between audio-visual project holders and investors;
  • Strengthening the entrepreneurial and technical skills of audio-visual professionals;
  • Supporting training programs for stakeholders in the audio-visual sectors (development of partnerships between African and European education and training institutions, internship programmes);
  • Supporting the mobility and networking of audio-visual professionals, in order to facilitate their participation in events in Europe and across the African continent.

The project has started in March 2026.

Expertise France

Required profile

Education

      University degree (Master's level or equivalent) in Finance, Economics, Business Administration, Development Studies, Cultural Management, International Relations, or a relevant field.

Professional Experience

      Minimum of 5 years of confirmed experience in grant management, combining both technical and financial/administrative dimensions;

      Proven experience in the design and management of calls for proposals, applicant support, proposal evaluation, and grant implementation follow-up;

      Demonstrated experience on EU-funded or internationally funded projects and grant-based mechanisms;

      Experience in the cultural, creative, or audiovisual sectors is a strong asset;

Technical Skills

      Strong command of EU grant management rules, donor compliance principles, contracting, and financial monitoring;

      Ability to design and use practical tools and templates for grant administration, financial monitoring and beneficiary support;

      Solid understanding of project cycle management, results-based management and M&E frameworks;

      Strong command of Excel and financial monitoring tools;

      Knowledge of the Sub-Saharan African audiovisual and cultural ecosystem is an asset.

Soft Skills & Languages

      Excellent written and oral communication skills in English; French is a strong asset;

      Strong interpersonal skills and demonstrated ability to work effectively in a team and with diverse partners;

      Ability to work in a multicultural and multidisciplinary environment;

Strong organizational skills and ability to manage multiple grants simultaneously
