Expertise France is recruiting an Entrepreneurship and Education Officer to implement and operationalise Component 2 of the project, focused on Entrepreneurship, Education and Network. The programme “Africa–Europe Partnerships for Culture: Audio-Visual”, a 45-month project funded by the European Union and implemented by Expertise France and GIZ. The programme aims to strengthen socio-economic relations and intercultural dialogue between Europe and Sub-Saharan Africa (SAA) through structured support to the value chains of the audio-visual industry (film, animation, series, video gaming and immersive content).
Component 2 — Entrepreneurship & Education — focuses on strengthening the skills, networks and professional ecosystems of audio-visual industry actors across Sub-Saharan Africa, with particular attention to women and youth. It operates across three interconnected areas:
Skills development through calls for projects supporting SSA–EU training partnerships, with dedicated tracks for creators, market-facing professionals (agents, distributors, marketing specialists), and legal practitioners. Training covers the full value chain from production and financing to distribution, audience development and AI integration.
Ecosystem strengthening through support to clusters of African organisations delivering professional training, with a focus on governance, sustainability and cross-sector collaboration. This includes the creation of a coordination layer connecting existing programmes rather than duplicating them.
Professional mobility and networking through cohort-based mobility grants to major international markets and festivals, structured networking events co-programmed with existing industry platforms, and the progressive establishment of a Pan-African CCI Entrepreneurs Collective as the programme's lasting institutional legacy.
Under the supervision of the Project Manager, and in close coordination with the Technical Advisor (Component 1 Lead and Advisor for all components), the Entrepreneurship and Education Officer will be responsible for the operational management of all activities under Component 2.
The Entrepreneurship and Education Officer will work as part of the project team based in Nairobi, composed of:
• A Project Manager
• A Technical Advisor (Component 1 Lead)
• An Administrative and Financial Manager
• An Entrepreneurship and Education Officer – Component 2 (this position)
• An Operations & MEAL Officer
• A Grants Officer
• A Project Assistant (shared with another Expertise France project)
• Short-term experts as needed
He/she will notably responsible for the following tasks:
1. Strategic and Operational Leadership of Component 2
• Plan and manage the implementation of the work plan for Component 2, including activities, outputs and expected results, in coordination with the Project Manager and Technical Advisor;
• Ensure the coherence and alignment of Component 2 activities with the overall project strategy and EU priorities;
• Integrate cross-cutting themes (gender equality, youth, sustainability, inclusion) across all activities and calls for projects;
• Propose and oversee the preparation of Terms of Reference (ToRs) and the mobilisation of short- and medium-term experts for Component 2.
• Convene and facilitate the “Upskilling Incentive & Training Ecosystem Coordination” Working Group, producing shared mapping, alumni aggregation and incentive design outputs
2. Skills Development, Ecosystem support & Professional Mobility
· Provide technical input to the Grants Officer for the design of selection criteria and evaluation of projects under Component 2: calls for projects and grants supporting skills development, training partnerships, and ecosystem strengthening across all audiovisual sectors (film, series, animation, video games, immersive content), with dedicated attention to market-facing professionals, legal practitioners, women and youth;
· Support the strengthening of clusters of African organisations delivering professional training, ensuring governance, sustainability and cross-sector collaboration are embedded in all supported initiatives;
Coordinate cohort-based professional mobility programmes to major international markets and festivals, ensuring structured preparation, peer learning and follow-up activities maximise professional outcomes for participants;
· Organise and co-programme networking events and professional exchanges with existing industry platforms in Africa and Europe, ensuring each initiative generates documented partnership outputs and contributes to a continuous ecosystem-building process;
· Map and connect existing training programmes, labs and professional networks, and contribute to the development of shared tools and resources for the sector;
3. Monitoring, Evaluation and Reporting
Monitor the achievement of Component 2 activities against the logical framework, output and outcome indicators (disaggregated by gender, nationality and sector);
Contribute to the drafting of narrative progress reports for Component 2 in coordination with the Project Manager;
Ensure data collection, capitalisation and knowledge sharing, including contribution to the shared living database of training programmes and alumni;
Work closely with the Operations & MEAL Officer on learning activities and knowledge management.
4. Stakeholder Coordination and Representation
Represent the project in technical meetings and events related to Component 2;
Build and maintain relationships with key partners: educational institutions, professional associations, audio-visual industry actors, and other relevant stakeholders;
Contribute to the advisory board's functioning, in coordination with the Technical Advisor and the Operations & MEAL Officer;
Promote and disseminate the outputs and results of Component 2 activities.
The project
Africa–Europe Partnerships for Culture: Audio-Visual” is a 45-month project (2026–2030), funded by the European Union and jointly implemented by Expertise France and GIZ. GIZ is the lead institution of the consortium, with Expertise France acting alongside it as technical co-lead.
With a total budget of EUR 16.5 million, the project aims to strengthen socio-economic relations and intercultural dialogue between Europe and Sub-Saharan Africa through structured support to the value chains of the audio-visual industry. It covers film, television series, animation, video games, and immersive content.
To this end, three specific objectives have been defined:

Expertise France
Expertise France is the public agency for the design and implementation of international technical cooperation projects.
Expertise France engineers and implements capacity-building projects, mobilizes technical expertise and acts as a project integrator, bringing together public expertise and private know-how.
The agency works closely with French public institutions, as well as with the European Union, to meet the needs of partner countries wishing to enhance the quality of their public policies to meet these challenges. More specifically, the agency coordinates and implements projects of national or regional scope in the main areas of public action:
- Democratic, economic and financial governance
- Peace, stability and security;
- Climate, biodiversity and sustainable development;
- Health and human development
· University degree (Master's level or equivalent) in audio-visual production, cultural management, education and training, international development, or a relevant field.
· Minimum of 5 years of confirmed experience in the audio-visual sector, cultural industries, or education and training;
· Proven experience in project coordination and management, preferably on EU-funded or internationally funded projects;
· Experience in capacity-building, professional training, and/or entrepreneurship support;
· Solid knowledge of Sub-Saharan African audio-visual and cultural ecosystems is required, including local funding landscapes, regulatory environments, and professional networks.
· Experience working on projects with a gender equality or women's empowerment component, particularly in the cultural or creative industries, is a strong asset.
· Familiarity with grant management and results-based management frameworks.
· Excellent written and oral communication skills in English; French is an asset;
· Strong coordination, interpersonal and team-working skills;
· Ability to work in a multicultural and multidisciplinary environment;
Strong organisational skills and ability to manage multiple priorities.
