The objective of this consultancy is to support the design, preparation and facilitation of the Regional Sargassum Governance Policy Lab.
The consultant will work with the organising partners to develop an interactive workshop methodology that encourages dialogue, experience sharing and the identification of practical recommendations.
The detailed agenda, facilitation approach and working sessions will be refined during the assignment in consultation with the organising partners.

Numerous regional initiatives have been launched to strengthen forecasting systems, improve collection and treatment methods, support scientific cooperation and promote regional dialogue. While these initiatives have generated valuable results, regional coordination remains fragmented, and there is scope to strengthen cooperation among institutions and partners.
Within this context, Expertise France, through the SARSEA Project financed by the Agence Française de Développement (AFD), and the Region of Guadeloupe, through the European Union-funded SARGCOOP II Project, are jointly organising a Regional Sargassum Governance Policy Lab.
The workshop is expected to take place in September 2026 in Mexico.
Its purpose is to bring together regional organisations, governments, technical agencies, research institutions and development partners to exchange on regional governance mechanisms and identify practical recommendations to strengthen regional cooperation.
- at least 10 years of experience facilitating regional policy dialogues;
- demonstrated experience in workshop design and facilitation;
- knowledge of environmental governance or regional cooperation;
- experience working in the Caribbean is considered an asset;
- excellent drafting and communication skills in English.
- French and/or Spanish would be an advantage.
Approximately 20 working days between August and October 2026.

The consultant will work under the coordination of Expertise France, in close collaboration with the Region of Guadeloupe.
The detailed workshop programme, methodology and facilitation tools will be developed throughout the preparation phase in consultation with the organising partners.
