Mission description

Administrative and Financial Monitoring of Grants

  • Ensure budgetary and financial monitoring of grants awarded to local partners.
  • Verify the compliance of financial reports submitted by partners (allocations, expenditures, forecasts).
  • Support partners in complying with Expertise France’s contractual and financial procedures.
  • Prepare internal and external financial reports related to grants, in coordination with the RAF and project managers.
  • Contribute to the preparation and follow‑up of audits and grant‑related controls.

Budget Management and Monitoring

  • Ensure consistency between accounting records and project cash journals (within the project follow up).
  • Record expenditures accurately (descriptions, accounting codes, analytical codes, exchange rates, reconciliations).
  • Participate in accounting closings and compliance with archiving procedures.

Financial Management and Budgeting

  • Prepare and monitor financial statements of projects according to Expertise France formats.
  • Review monthly financial monitoring reports in collaboration with project managers.
  • Support project managers in preparing their financial reports.
  • Draft internal and external reports (donors).
  • Participate in the preparation and monitoring of audits and financial controls.
  • Contribute to budget exercises (initial, revised, forecasts).

Internal Control and Compliance

  • Implement internal control procedures related to grants and projects.
  • Monitor partners’ adherence to financial rules.
  • Contribute to improving operational practices in financial and contractual management.

Archiving and Traceability

  • Ensure proper archiving of financial and contractual files related to grants.
  • Guarantee the availability and traceability of supporting documents for audits and controls.

Project or context description

The Finance Officer ensures the sound financial management of projects and grants implemented under the shared office in Liberia. He/she guarantees compliance with Expertise France’s financial procedures and donor requirements, strengthens partners’ financial capacities, and contributes to transparent, reliable, and timely reporting to support effective project delivery.

Required profile

REQUIRED QUALIFICATIONS

Education : At least a bachelor's degree in administration, accounting, finance, economics, international cooperation, or equivalent.

Experience:

  • At least 5 years of relevant experience in a similar position within cooperation, development, or humanitarian organizations.
  • Excellent command of Excel.
  • Strong understanding of donor procedures and requirements

  • Knowledge of grant agreements, amendments, and risk management in financial compliance.
  • Expertise in financial monitoring, partner reporting review, budget control, and performance tracking.
  • Strong command of financial software and ERP systems (is an asset).
  • Strong analytical skills for financial data review, variance analysis, and cost optimization.
  • Ability to work with minimal supervision and take initiative in financial oversight.
  • Problem‑solving and corrective action skills in financial reporting and grant execution.
  • Organizational rigor and ability to manage multiple financial streams simultaneously.
  • Excellent oral and written communication skills in English (French is an asset).
  • Ability to coach and build capacity of partner teams on financial and grant procedures.
  • Team player with strong interpersonal and negotiation skills.
  • Discipline, respect, diplomacy, and impartiality in financial management.

SPECIAL CONDITIONS

  • Based in Monrovia, with possible travel within Liberia.
  • National fixed-term contract.
