Mission description

Within Pillar 2, and in the thematic unit of transitional justice the International Key Expert will perform the following duties alongside the rest of the thematic unit team in accordance with the EU and Expertise France procedures, guidelines and rules, with a concern for quality, efficiency, accuracy and confidentiality:

 

  •           Assist Pillar Team Leader with the planning, organisation, co-ordination, implementation and monitoring of the Programme activities in accordance with the Programme Work Plan and other programming documents;
  •           Design and oversee the implementation of short-term and mid-term expert missions, ensure quality control of deliverables produced by the experts, guide the experts in public communication with respect to Thematic Unit activities (written articles, interviews, project events).
  •            Assist Pillar Team Leader with the reporting on the results achieved by the Thematic Unit.
  •            Draft and edit reports, analytical notes, policy papers and other Programme deliverables in English and Ukrainian;
  •            Ensure timely organisation of Programme events, participate at various Programme activities and secure internal and external follow-up;
  •        Liaise with the beneficiaries and other stakeholders with regard to the implementation of the Programme activities, ensure circulation of information among project partners and beneficiaries with respect to Thematic Unit deliverables;
  •           Contribute to the communication and visibility of the Programme, in coordination and cooperation with the Communications Officer;
  •           Coordinate with Project Officer to ensure the good management of the financial, logistical and administrative aspects of Programme implementation;
  •           Perform other tasks at the request of the Pillar Team Leader or Programme leadership.
  •         Support the development of a comprehensive transitional justice approach to foster judicial and non-judicial accountability mechanisms to address the legacies of the conflict and provide redress to the survivors

Project or context description

The PravoJustice4EU programme seeks one (1) International Key Expert to implement its support to a more comprehensive approach to transitional justice.

Programme Description

The PravoJustice4EU Programme, implemented by Expertise France (EF) with funding from the European Union, accompanies Ukrainian authorities in the process of comprehensive justice sector reform. EU4Pravo-Justice is envisaged to build on the results achieved by the predecessor projects (Pravo - Justice I; II; III) who, since 2017, have supported an ambitious sectoral reform agenda. PravoJustice4EU is organized alongside two specific objectives: Support the EU accession process by aligning the Ukrainian justice system to EU standards (Pillar 1), and Support a process of accountability for core international crimes aligned on European and international standards and foster a holistic transitional justice approach (Pillar 2). 

PravoJustice4EU will continue to support Ukraine's efforts to ensure accountability for core international crimes in line with European and international standards. The programme will contribute to strengthening the legal and institutional framework, enhancing the capacities of national justice and law enforcement institutions, and reinforcing cooperation with European and international accountability mechanisms, while supporting Ukraine's leading role in investigating and prosecuting these crimes.

In parallel, the programme will promote a comprehensive and victim-centred approach to accountability by supporting the development of a broader transitional justice framework. Through strengthened institutional capacities, improved coordination, and the promotion of international best practices, PravoJustice4EU will contribute to ensuring that accountability efforts address both judicial and non-judicial dimensions, fostering justice, trust, and the long-term resilience of Ukraine's rule of law institutions.

Required profile

Key Expert will have:

  • Law degree from accredited law school; advanced degree preferred.
  • At least 5 years of experience in the relevant field (international human rights, international criminal justice, transitional justice, judicial practitioner etc.) in the private or public sector in an EU member State.
  • Demonstrated experience in project implementation, including experience in and / or knowledge of technical assistance projects funded by the European Union or other international donors.
  • Demonstrated experience in policy making/steering.
  • Experience in policy making for an EU candidate country will be considered an advantage.
  • A high degree of initiative and diplomacy and the ability to solve complex problems in coordination with a diverse range of stakeholders.
  • Fluency in written and spoken English, knowledge of Ukrainian will be considered an advantage.
