Mission description

The National Key Expert on Penitentiary will be required to perform the following tasks under the supervision of the Pillar Team Leader and Programme Management:

 

  •         Assist Pillar Team Leader with the planning, organisation, co-ordination, implementation and monitoring of the Programme activities in accordance with the Programme Work Plan and other programming documents;
  •         Design and oversee the implementation of short-term and mid-term expert missions, ensure quality control of deliverables produced by the experts, guide the experts in public communication with respect to Thematic Unit activities (written articles, interviews, project events).
  •         Assist Pillar Team Leader with the reporting on the results achieved by the Thematic Unit.
  •         Draft and edit reports, analytical notes, policy papers and other Programme deliverables in English and Ukrainian;
  •         Ensure timely organisation of Programme events, participate at various Programme activities and secure internal and external follow-up;
  •         Liaise with the beneficiaries and other stakeholders with regard to the implementation of the Programme activities, ensure circulation of information among project partners and beneficiaries with respect to Thematic Unit deliverables;
  •         Contribute to the communication and visibility of the Programme, in coordination and cooperation with the Communications Officer;
  •         Coordinate with Project Officer to ensure the good management of the financial, logistical and administrative aspects of Programme implementation;
  •         Perform other tasks at the request of the Pillar Team Leader or Programme leadership.
  •         Support to the strengthening of penitentiary and probation systems in line with European standards.

Project or context description

The PravoJustice4EU programme seeks one (1) National Key Expert to support its effort in strengthening institutional capacity of other justice sector bodies contributing to rule of law implementation.

Programme Description

The PravoJustice4EU Programme, implemented by Expertise France (EF) with funding from the European Union and Foreign Ministry of Foreign Affairs, accompanies Ukrainian authorities in the process of comprehensive justice sector reform. EU4Pravo-Justice is envisaged to build on the results achieved by the predecessor projects (Pravo - Justice I; II; III) who, since 2017, have supported an ambitious sectoral reform agenda. PravoJustice4EU is organized alongside two specific objectives: Support the EU accession process by aligning the Ukrainian justice system to EU standards (Pillar 1), and Support a process of accountability for core international crimes aligned on European and international standards and foster a holistic transitional justice approach (Pillar 2). 

Among other objectives, the PravoJustice4EU programme will provide support in strengthening institutional capacity of other justice sector bodies contributing to rule of law implementation.

Although the intensive support provided under Pravo Justice III in the area of penitentiary and forensic reform has generated substantial results and contributed to notable improvements, the complexity of the sector and the broader economic and social environment in which it operates necessitate continued efforts and further support. Additional assistance remains essential to strengthen the capacity of the system to ensure effective and efficient procedures, thereby contributing to economic stability and sustainable growth, as well as enhancing public trust and confidence in the administration of justice.

Required profile

The Expert will have:

  • Master’s degree in law, psychology, criminology, social work or similar field.
  • At least 5 years of experience related to the penitentiary sector, including work at prison / probation institutions, international organisations, research organisations.
  • Good knowledge of the regulatory framework in penitentiary field, international standards and practices; experience in project development and management.
  • Demonstrated experience in project management;
  • Experience with technical assistance projects funded by the European Union or other international donors.
  • Fluency in written and spoken English and Ukrainian.
