Mission description

Within Pillar 1 and the thematic unit on judiciary and prosecutorial reform, the Senior Judiciary and Judicial Reform Key Expert will be required to perform the following tasks:

  • Provide strategic advice and expertise with regards to the implementation of the Thematic Unit activities;
  • Plan, organise, co-ordinate, implement and monitor of the Programme activities, in accordance with the Programme Work Plan and other programming documents;
  • Design and oversee the implementation of short-term and mid-term expert missions, ensure quality control of deliverables produced by the experts, guide the experts in public communication with respect to Thematic Unit activities (written articles, interviews, Programme events);
  • Contribute to the reporting on the results achieved by the Thematic Unit;
  • Draft and edit reports, analytical notes, policy papers and other Programme deliverables in English and Ukrainian;
  • In coordination with the Project Officer, ensure timely organisation of Programme events, participate at various Programme activities and secure internal and external follow-up;
  • Liaise with the beneficiaries and other stakeholders with regard to the implementation of the Programme activities, ensure circulation of information among project partners and beneficiaries with respect to Thematic Unit deliverables;
  • Contribute to the communication and visibility of the Programme, in coordination and cooperation with the Communications Officer;
  • Support Project Officer in ensuring financial, logistical and administrative aspects of Programme implementation;
  • Support in strengthening and reforming judicial institutions to ensure their independence, effectiveness and efficiency
  • Support in building transparent, merit-based selection, evaluation, and career systems for judges
  • Support in strengthening accountability, integrity, and disciplinary systems for judges
  • Support in improving of quality, efficiency, and accessibility of justice services is delivered to users

 

Expected outputs

Inception phase expected outputs

 

·   Contributions to reviewed work-plan, for work-streams for which the expert has a primary responsibility (and notably with regards to means of implementation, implementation retro-planning, and expected outputs per activity), and corresponding strategic planning document, outlining the planned activities, events, expert missions and procurements envisioned under his/her workplan lines;

·    Reviewed logical framework (including design of indicators, and definition of their baseline for work-streams for which the expert has a primary responsibility, and in coordination with the Pillar Team Leader and Programme management);

·        Contributions to the first Technical Oversight Committee report (or Inception Report);

 

Implementation phase expected outputs: 

 

·        Contributions to the Technical Oversight Committee reports;

·        Contribution to the biannual Progress reports;

Closing phase expected outputs:

 

·        Contributions to the capitalization report;

·        Contribution to the Final report.

Project or context description

The programme PravoJustice4EU is looking for one (1) Senior National Key Expert support its effort in strengthening institutional capacity of justice sector institutions and professionals contributing to rule of law implementation

The PravoJustice4EU Programme, implemented by Expertise France (EF) with funding from the European Union and French Ministry of Foreign Affairs, accompanies Ukrainian authorities in the process of comprehensive justice sector reform. PravoJustice4EU is envisaged to build on the results achieved by the predecessor projects (Pravo - Justice I; II; III) who, since 2017, have supported an ambitious sectoral reform agenda. PravoJustice4EU is organized alongside two specific objectives: Support the EU accession process by aligning the Ukrainian justice system to EU standards (Pillar 1), and Support a process of accountability for core international crimes aligned on European and international standards and foster a holistic transitional justice approach (Pillar 2). 

PravoJustice4EU will continue supporting Ukraine's justice sector reform in line with EU accession requirements, with a particular focus on strengthening the independence, efficiency, accountability, and transparency of judicial and prosecutorial institutions. The programme will contribute to enhancing the institutional capacity and governance of key justice sector bodies, supporting the implementation of reform priorities identified under the Rule of Law Roadmap, and promoting the alignment of institutional frameworks and practices with European standards.

The programme will also support the further development of transparent, merit-based systems for the selection, evaluation, and career progression of judges and prosecutors, while reinforcing the institutional capacity of relevant bodies responsible for judicial and prosecutorial governance. Particular attention will be given to supporting ongoing reform processes and ensuring the effective functioning of newly established institutions.

In parallel, PravoJustice4EU will contribute to strengthening integrity, accountability, and disciplinary frameworks across the justice sector, drawing on European best practices and fostering institutional resilience and public trust.

Finally, the programme will support efforts to improve the quality, efficiency, and accessibility of justice services, including through institutional modernization, performance improvement initiatives, and the adoption of innovative approaches that enhance the delivery of justice in line with European standards.

 

Required profile

The Senior Key Expert on Judiciary and Judicial Reform will have:

  • An advanced Law Degree (Masters or PhD) from an accredited law school.
  • At least 15 years of professional experience in the judiciary, with at least 5 years of experience in Technical Assistance projects;
  • Demonstrated experience in judicial policy making and implementation of judiciary reform;
  • Demonstrated experience in project management, including at the senior level;
  • Fluency in both Ukrainian and English.

The successful candidate will demonstrate the following qualities:
