Mission description

The PravoJustice4EU programme seeks three (3) National Key Experts to implement its support to the EU accession by aligning the Ukrainian justice system to EU standards specific objective.

The National Key Experts will perform the following duties alongside the rest of the thematic unit team in accordance with the EU and Expertise France procedures, guidelines and rules, with a concern for quality, efficiency, accuracy and confidentiality:

  •          Assist Pillar Team Leader with the planning, organisation, co-ordination, implementation and monitoring of the Programme activities in accordance with the Programme Work Plan and other programming documents;
  •          Design and oversee the implementation of short-term and mid-term expert missions, ensure quality control of deliverables produced by the experts, guide the experts in public communication with respect to Thematic Unit activities (written articles, interviews, project events).
  •          Assist Pillar Team Leader with the reporting on the results achieved by the Thematic Unit.
  •          Draft and edit reports, analytical notes, policy papers and other Programme deliverables in English and Ukrainian;
  •          Ensure timely organisation of Programme events, participate at various Programme activities and secure internal and external follow-up;
  •         Liaise with the beneficiaries and other stakeholders with regard to the implementation of the Programme activities, ensure circulation of information among project partners and beneficiaries with respect to Thematic Unit deliverables;
  •          Contribute to the communication and visibility of the Programme, in coordination and cooperation with the Communications Officer;
  •          Coordinate with Project Officer to ensure the good management of the financial, logistical and administrative aspects of Programme implementation;
  •          Perform other tasks at the request of the Pillar Team Leader or Programme leadership.
  •          Support in coordinating the Rule of Law Roadmap mechanism
  •          Support the alignment of the legislation with the EU acquis.
  •          Support the enhancement of legal education and continuous professional development system for justice actors.

Project or context description

The PravoJustice4EU Programme, implemented by Expertise France (EF) with funding from the European Union, accompanies Ukrainian authorities in the process of comprehensive justice sector reform. EU4Pravo-Justice is envisaged to build on the results achieved by the predecessor projects (Pravo - Justice I; II; III) who, since 2017, have supported an ambitious sectoral reform agenda. PravoJustice4EU is organized alongside two specific objectives: Support the EU accession process by aligning the Ukrainian justice system to EU standards (Pillar 1), and Support a process of accountability for core international crimes aligned on European and international standards and foster a holistic transitional justice approach (Pillar 2).  

PravoJustice4EU will support Ukraine's alignment with the EU acquis by providing analytical and advisory assistance to justice sector reforms and the development of legislation in line with European standards. The programme will continue to contribute to the implementation of key rule of law reforms by supporting institutional capacity, policy development, and evidence-based decision-making.

The programme will also strengthen the coordination and monitoring of the Rule of Law Roadmap, promoting effective cooperation among national institutions, civil society, and international partners to ensure coherent and timely implementation of EU accession priorities.

In addition, PravoJustice4EU will support the modernization of legal education and the continuous professional development of justice sector professionals. By promoting European standards and good practices, the programme will contribute to strengthening the knowledge and capacities of judges, prosecutors, court staff, and other justice actors to effectively implement ongoing reforms and meet the requirements of the EU accession process.

Required profile

The Experts will have:

         Law degree from accredited law school in Ukraine or abroad; advanced degree preferred.

         At least 5 years of experience in the relevant field, in the private or public sector.

         Demonstrated experience in project implementation, including experience in and / or knowledge of technical assistance projects funded by the European Union or other international donors.

         Demonstrated experience in policy making/steering.

         A high degree of initiative and diplomacy and the ability to solve complex problems in coordination with a diverse range of stakeholders.

         Fluency in written and spoken English and Ukrainian.

         Vision and strategic insight – shows the ability to develop a vision and translate it into concrete strategies and policies; takes time to think ahead and identify long-term trends and developments in current events; identifies clearly day-to-day and longer-term priorities of project implementation.
