Mission description
Expertise France seeks the services of a long-term International Expert EU Integration, for the PravoJustice4EU programme. The IKE will steer and manage programme interventions aimed at supporting rule of law-related components of the EU adhesion process.
The interventions will focus on developing and implementing policy advice focused on the justice/rule of law components of the adhesion process, supporting the transposition of EU legislation into national law, coordinating with Ministry of Justice, donors and CSOs on the Rule of Law Roadmap implementation mechanism, fostering coordination with other justice reform initiatives and bolstering engagement with EU Members States and enhancing the legal education system to include EU law and best practices.
As International Key Expert, the expert will be required to perform the following tasks under the supervision of the Pillar Team Leader and Programme Team Leader:
Inception phase expected outputs
• Contribution to the reviewed work-plan, for work-streams for which the expert has a primary responsibility (and notably with regards to means of implementation, implementation retro-planning, and expected outputs per activity), and corresponding strategic planning document, outlining the planned activities, events, expert missions and procurements envisioned under his/her workplan lines;
• Reviewed logical framework (including design of indicators, and definition of their baseline for work-streams for which the expert has a primary responsibility, and in coordination with the Pillar Team Leader and Programme Management);
• Contributions to the first Technical Oversight Committee report (or Inception Report);
Implementation phase expected outputs:
• Contributions to the Technical Oversight Committee reports;
• Contribution to the biannual Progress reports;
Closing phase expected outputs:
• Contributions to the capitalization report;
• Contribution to the Final report.
Programme Description
The PravoJustice4EU Programme, implemented by Expertise France (EF) with funding from the European Union and the French Ministry of Foreign affairs, accompanies Ukrainian authorities in the process of comprehensive justice sector reform. PravoJustice4EU is envisaged to build on the results achieved by the predecessor projects (Pravo - Justice I; II; III) who, since 2017, have supported an ambitious sectoral reform agenda. PravoJustice4EU is organized alongside two specific objectives: Support the EU accession process by aligning the Ukrainian justice system to EU standards (Pillar 1), and Support a process of accountability for core international crimes aligned on European and international standards and foster a holistic transitional justice approach (Pillar 2).
Among other objectives, the PravoJustice4EU programme will provide support to bringing national strategic and regulatory framework in line with the EU acquis. In the period of 2025-2026, at the request of the European Commission, the EU Delegation to Ukraine and the Parliamentary Committee on Legal Policy, more than 50 analytical notes, expert opinions and recommendations were prepared regarding draft laws on judges’ integrity declarations, disciplinary procedures, consistency of jurisprudence, digitalisation of enforcement proceedings, insolvency, on penitentiary system, etc. This expertise should be further exploited by providing analytical and advisory support in the process of harmonisation.
Ukraine’s efforts towards harmonisation and other areas of EU accession in the field of the rule of law require a high degree of coordination among national institutions and sustained strengthening of institutional capacities. The obligations and reform objectives envisaged in the relevant strategic and policy documents are notably ambitious and subject to demanding implementation timelines. In this context, effective coordination mechanisms play a particularly important role in ensuring coherence, continuity, and alignment of reform efforts across the institutional landscape.
In partnership with other international donors and partners, a coordination mechanism for the implementation of the Rule of Law Roadmap was launched. The mechanism was presented on 24 September 2025. A series of workshops was launched to support the implementation of the Rule of Law Roadmap. The first workshops on the judicial reform cluster were held in November 2025. Monthly meetings were held to coordinate international donors involved in supporting the implementation of the Rule of Law Roadmap. Continuous efforts and support with the organisation and coordination of the series of thematic workshops covering chapters of the Rule of Law Roadmap, coordination support and communication/public diplomacy initiatives with the aim to support the Ministry of Justice in operationalising the coordination platform are pivotal for an effective implementation of the Rule of Law Roadmap.
Continuity of the support provided in this area will be an essential aspect of the Program's outputs. Support will be provided through the main beneficiary MoJ as the key body responsible for the coordination of the Rule of Law Roadmap coordination, and CSOs providing monitoring and analytical services.
Another objective of the PravoJustice4EU program is to provide support to enhance legal education and continuous professional development system for justice actors. A sustainable and comprehensive approach is required for improving legal education in Ukraine and in cooperation with other international partners in the field.
Alongside with efforts to enhance legal education system, further professional development is also a pivotal in ensuring capacities of main justice system actors to address complex context of judicial reforms, harmonization challenges, dynamic social, economic and legal environment. This points to the need for a coherent and systematic approach to the establishment of a comprehensive training system for judges and court staff, particularly in areas related to the EU acquis, judicial independence, accountability, integrity, judicial ethics, and anti-corruption policies, by further enhancement of training needs assessment mechanisms, development of relevant training programs, and provision of training and coaching for trainers.
