Mission description

Under the supervision of Expertise France’s Project Manager and in close coordination with Ugandan government counterparts and project stakeholders, the selected experts will contribute to the strengthening of Uganda’s clean cooking regulatory and technical framework.

Depending on their area of expertise, consultants will be expected to:

  • Conduct technical and institutional assessments and gap analyses;
  • Support the development, revision and operationalization of clean cooking standards and regulatory frameworks;
  • Design and strengthen Monitoring, Reporting and Verification (MRV) systems for the clean cooking sector;
  • Develop methodologies, tools, operational guidelines and implementation roadmaps;
  • Support the integration of clean cooking interventions into broader climate and energy policy frameworks;
  • Facilitate stakeholder consultations and coordination processes;
  • Deliver capacity-building activities and training materials for government institutions and relevant stakeholders.

The assignment will be carried out in close collaboration with the National Planning Authority (NPA), the Ministry of Energy and Mineral Development (MEMD), the Clean Cooking Unit (CCU), the Uganda National Bureau of Standards (UNBS), and other relevant national and international partners.

Project or context description

Uganda is highly vulnerable to the impacts of climate change, including rising temperatures, increasingly erratic rainfall patterns, and more frequent extreme weather events. In response, the Government of Uganda has placed climate resilience and green economic transformation at the core of its development agenda.

Clean cooking has been identified as a key driver for reducing greenhouse gas emissions, improving household health outcomes, and supporting an inclusive energy transition. The Government has demonstrated strong commitment through several policy frameworks, including the National Development Plan IV (NDP IV), the Energy Transition Plan, the National Integrated Clean Cooking Strategy (NICCS), and the eCooking Strategy.

Within this context, the project “Supporting Uganda’s Green Transition and Public Investments Management for Sustainable Growth”, financed by the Agence Française de Développement (AFD), aims to strengthen Uganda’s capacity to manage climate-sensitive public investments and support low-carbon development pathways.

As part of its technical assistance mandate under the project, Expertise France is seeking short-term experts to support the development of Uganda’s clean cooking sector through two complementary areas of intervention: (i) clean cooking standards and (ii) monitoring, reporting and verification (MRV) systems for clean cooking.

Required profile

Candidates should meet the following requirements:

  • Advanced university degree (Master’s level or equivalent) in energy, engineering, environmental sciences, climate change, economics, public policy, or a related field;
  • At least seven years of relevant professional experience in the energy, climate, clean cooking, environmental, or sustainable development sectors;
  • Demonstrated experience in one or more of the following areas:
    • Clean cooking technologies and policies;
    • Development and implementation of technical standards;
    • Monitoring, Reporting and Verification (MRV) systems;
    • Carbon accounting and greenhouse gas emissions reduction methodologies;

 

  • Proven experience working with public institutions, standardization bodies, international organizations, or development partners;
  • Experience in Sub-Saharan Africa, preferably East Africa;
  • Strong analytical, drafting, and stakeholder engagement skills;
  • Excellent command of English, both written and spoken.

Previous experience in Uganda will be considered an asset.

Additional information

Location: Kampala, Uganda (with possible field missions).

Contract type: Short-Term Expert (STE).

Implementation period: June 2026 – October 2026.

Indicative level of effort:

    • Lot 1 – Clean Cooking Standards: 60 working days;
    • Lot 2 – Clean Cooking MRV: 30 working days.

 

Applications are open to both national and international experts, as well as consortiums of experts.

Candidates may apply for one lot or both lots. Separate technical proposals must be submitted for each lot.

Applications should include:

    • An updated CV;
    • A technical proposal outlining the proposed approach and methodology;
    • A financial proposal indicating the proposed daily fee.

 

Selection will be based on the relevance of qualifications, professional experience, technical understanding of the assignment, and proposed methodology.

  • Candidate’s skills linked with the expert mission
  • Candidate’s experiences linked with the expert mission
  • Candidate’s expected linguistic understanding
