Description de la mission

Under the supervision of the Key Expert in Bogotá, the Operations Officer will be responsible for supporting the operational, logistical and administrative delivery of the EU-LAC Digital Alliance Policy Dialogues programme, ensuring the proper implementation of planned activities. They will work in close coordination with Expertise France’s Project Support Unit (USP) in Bogotá, beneficiary institutions and other key project stakeholders.

ROLES AND RESPONSIBILITIES

  1. Project Management
    •    Keep project management tools up-to-date, including activities calendar, budget etc. in close coordination with the Key Expert
    •    Participate in the design of activities: drafting of terms of reference or concept notes, agendas, budgets and logical frameworks
    •    Lead the operational implementation of assigned activities, ensuring quality and the achievement of objectives: establishing Mission Orders, booking flights/trains, visa procedures, identifying hotels and conference rooms, organising airport shuttles, preparing material for the conference room (badges, nameplates, attendance lists, activity evaluation forms, per diem receipts).
    •    Monitor consultants and experts contracted within the framework of the activities (ToR, timetables, deliverables, progress meetings)
    •    Monitor progress and results indicators, consolidating information for internal and external reports.
    •    Support communication, visibility and engagement with key stakeholders (public institutions, technical and financial partners, civil society), in coordination with the Secretariat of the Digital Alliance (GIZ), and the USP Communications Officer if applicable.
  2. Administrative and contracts support
    •    Prepare Terms of Reference (ToR), consultation documents and procurement processes for services (translators, interpreters, hotels, conference rooms, shuttle services, etc) and experts, in coordination with the USP’s legal department and in line with EF guidelines and French public procurement law
    •    Verify basic administrative and financial documentation from contractors and consultants prior to final approval
    •    Monitor the operational aspects of assigned contracts (deadlines, deliverables, renewals and closures) and alert the Key Expert as necessary.
    •    Maintain an up-to-date administrative and contracts dashboard for the activities and contracts under your responsibility.
    •    Coordinate tendering processes with the USP’s legal and contracts department.
  3.  Finance and budget support
    •    Assist in the preparation of activity budgets (initial and revised) and financial forecasts, in collaboration with the Key Expert and the USP finance department.
    •    Prepare data for internal and external financial reports, ensuring the traceability of information.
    •    Carry out basic monitoring of budget implementation (commitments, actual vs. forecast) in close coordination with the USP’s finance department.
    •    Assist in the collection, organisation and submission of administrative and financial supporting documents to the relevant department.
    •    Maintain liaison with contractors for the collection of administrative and financial documentation (invoices, etc.)
  4. Reporting and coordination
    •    Help prepare technical and administrative-financial progress reports for the project, in coordination with the Key Expert and the USP finance department.
    •    Prepare consolidated input for audits, reviews or checks requested by management or the USP; 
    •    Support quarterly internal reporting exercises and prepare documentation at the request of the Key Expert; 
    •    Ensure Project management tools are updated and filed: activities planning; financial planning; etc.
    •    Facilitate communication and the flow of information between the operational team and the project support unit.
    •    Ensure that project documentation is properly filed. 

This description is not exhaustive. More generally, the Operations Officer is responsible for supporting the appropriate operational, logistical and administrative delivery in order to match the project’s objectives.

As a branch of the French Development Agency Group (AFD Group), Expertise France designs and implements projects that sustainably strengthen public policies in developing and emerging countries. Expertise France works in key development areas: governance, security, climate change, health, education, etc. Together with its partners, it contributes to the achievement of the Sustainable Development Goals (SDGs). Shared expertise.

  • Democratic governance and human rights: support for transparency, justice, human rights and the strengthening of the rule of law.
  • Economy and development: assistance on issues such as economic development, public finance and job creation.
  • Climate and environment: support for climate change adaptation and the sustainable management of natural resources.
  • Health: strengthening health systems, improving access to healthcare, and combating global diseases.
  • Security and stability: risk and crisis management, cooperation on security issues and the fight against terrorism.

DESCRIPTION OF THE PROJECT

The EU-LAC High-level Policy Dialogue on Digital Policy and Regulations project corresponds to Pillar 1 of the EU-LAC Digital Alliance, focused on regulatory and policy cooperation between Latin America and the Caribbean (LAC) and the European Union (EU). It aims to bring together LAC and EU policy makers, to build consensus and partnerships on digital policy and regulatory matters, and to work together on digital governance, harmonisation of standards, legal and regulatory digital environment, and alignment of digital policies.
The overall objective of this project is to accelerate the digital transformation in LAC by building a strong, comprehensive and mutually beneficial engagement on digital issues between the EU and LAC, and strengthening the EU’s role as a key partner and player in the digital area.
The specific objective is to improve regulatory harmonisation of inclusive and sustainable digital policies and governance mechanisms for digitalisation, along common values and interest for the LAC and EU regions.
Expected Results
The Action is expected to contribute to increase coordination between LAC policy, regulatory stakeholders and specialised agencies, and EU Institutions and Member States. It is also expected to improve digital governance, creating the institutional mechanisms for dialogue and cooperation at the national, cross-border/sub-regional and regional levels.
Finally, it can contribute to build capacities among policy, regulatory stakeholders, and specialised institutions in LAC to design digital policy and regulations based on consensus between LAC and EU regulatory stakeholders and in line with sustainable, safe and fair standards.
It is expected that at least 4 high-level dialogues and 16 demand-driven regional policy dialogues will be organized in the framework of the Action, covering key topics related to:

  1. Data Governance (implemented by FIAP)
  2. e-Governance (implemented by eGA)
  3. Cybersecurity (implemented by Expertise France)
  4. Connectivity (implemented by GIZ)
  5. Artificial Intelligence (implemented by IRCAI)

Expertise France is responsible for Output 3 (Cybersecurity). Regulatory Governance is treated as an overarching theme, wherefore the five Outputs will contribute to this thematic priority area. Expertise France will focus on strengthening the capacities and partnering among LAC policy, regulatory stakeholders and specialised institutions to design cybersecurity policy and regulations based on consensus between LAC and EU regulatory stake-holders and in line with sustainable, safe and fair standards.

Profil souhaité

ACADEMIC BACKGROUND
A degree in, political science, business administration, international relations, economics, digital affairs or a related field.

PROFESSIONAL EXPERIENCE
•    At least 5 years of experience in project management, technical assistance or administrative coordination in the public, private or international cooperation sectors.
•    At least 5 years of professional experience in the preparation, monitoring and administrative, contractual and financial management of programmes or projects.
•    Proven experience in managing administrative and logistical processes in projects funded by international cooperation agencies (IDB, AFD, European Union, United Nations, World Bank or others).
•    Experience in supervising consultants, contractors and partners as well as managing advance payments and financial reporting.

SPECIFIC EXPERIENCE
•    Solid knowledge of project management, including monitoring and evaluation of indicators.
•    Familiarity with the administrative, contractual and financial processes specific to international cooperation projects.
•    Basic knowledge of regulations and best practices in procurement and contracting.
•    Proficiency in using databases and dashboards.
•    Proficiency in office software (Word, advanced Excel, PowerPoint) and project management platforms.
•    Proficiency in online communication and meeting tools (Microsoft Teams, Zoom, etc.).

SKILLS

•    Strong organisational skills and attention to detail, with a focus on meeting deadlines and quality standards.
•    Written and oral communication skills, with experience in drafting technical and administrative reports.
•    Ability to work in a multicultural, multidisciplinary team, taking into account time-differences, with the ability to coordinate internal and external stakeholders.
•    Independence, proactivity and a results-oriented approach
•    Interest for topics related to security, digital transformation and cybersecurity

LANGUAGES
•    Full professional proficiency in English and Spanish (written and spoken) is required
•    Knowledge of French would be an asset

  • Prerequisite: Colombian nationality or possession of a valid Colombian work permit on the contract start date.
