Mission description

In close collaboration with the Action Coordinator based in Spain, and under the supervision of CHDS Head of Unit on Social protection and Decent Work, the EF Head of Project will be responsible:
•    To ensure the strategic leadership, overall accountability and governance of the Social Cohesion Component of the TEI-IS Project;
•    To implement the activities of the component 1 and management the dedicated team of KE, SPO et STE ;
•    To supervise the work of all EF project team of Component 1 and the Coordination Unit in collaboration with the Deputy Head of project.

He/she will work closely with the Heads of Component 2 and 3, the Key Experts and the technical teams in order to coordinate and ensure a global and consistent technical, methodological and financial implementation of the programme.  

He/she will be part of the Executive Team of the Project and will hence participate to the governance of the project.

The EF Head of Project will be responsible for the following non-exhaustive missions’:

1)    Strategic Project Leadership and oversight project management 
•    Sets up the framework of Component 1 and ensures overall accountability for its implementation
•    Validates the operational, financial and contractual implementation of Component 1 developed by the deputy head of project and teams
•    Reviews and validates annual activity plans developed by the deputy head of project and teams
•    Is in charge of analysing and proposing reorientations for component 1 if needed;
•    Ensures alignment of the demands coming from partners with the Project objectives;
•    Reviews and validates all internal and external reports on Component 1;
•    Works closely with the deputy head of project, the Head of the CU, Heads of Component 2 and 3, Administrator and Key Experts, to ensure complementarity between their respective activities, develop common activities and share good practices;
•    Represents Expertise France in internal and external governance bodies (Coordination Committees, Steering Committees, etc.)
•    Leads the negotiation and signature of strategic agreements and MoUs
•    Ensures coordination between components and with French public agencies partners to the Project or identify news ones, inter-agency expertise mobilisation when relevant;
Ensures a proper communication between HQ and field/project staff.

2)    Monitoring and Evaluation:
•    Contributes to the definition of the MEAL system and ensure its good application within Component 1;
•    Ensures the quality control of Component 1 terms of reference and to mobilize KE and STE and deliverables;
•    Supervises the monitoring and evaluation work in accordance with the Action Coordinator, and participates in the evaluation of the activities; 
In coordination with the deputy Head of project and the Head of the CU and with the Action Coordinator, works on the dissemination of programme knowledge, good practices and results;

3)    Team management of the technical team and supervision of EF team
•    Ensures line management of the technical team of the C1 
•    Ensures line management of the Deputy Head of Project 
•    Participation to the recruitment of EF staff, according to EF procedures;
•    Is in charge of annual evaluations and definition of individual objectives of the team under his direct management in close collaboration with the deputy head of project; 
•    Discusses all HR decisions with Deputy Head of Project and Head of Social Protection Unit
•    Is in charge of new staff under direct management on boarding, training needs assessment, share of EF procedures;
•    Ensures, with the security department, the proper application of EF security process and procedures.

4)    Partners networking and project governance participation
•    Ensure a good coordination with local partners in particular for the Component 1;
•    Is responsible for the relationship with the Action coordinator and with the FIIAPP (as lead agency), and with DG INTPA when required;
•    EF/ AFD Group representation on the activities/meetings/conferences linked to the project; 
•    Contributes to strong coordination and cooperation between the Project, initiatives and projects funded by the EU or other relevant donors, in particular with AFD.

5)    Supervision of administrative and financial management of the project (EF component)
•    Is responsible for the technical and financial report of Component 1 to the FIIAPP;
•    Supervises the internal accountability to EF procedures (monthly reporting, data collection, budgetary exercises…) in collaboration with the deputy head of project;
•    Is responsible for the closure of the project.

6)    Mobilisation of his/her own expertise
•    In certain specific context and circumstances, bring his/her own expertise 

Project or context description

Latin America and the Caribbean (LAC) are currently facing a challenging global geopolitical and economic environment characterised by uncertainty and a series of crises. The region is struggling to recover from the social and economic impact of the COVID-19 pandemic and return to the financial levels of 2019. According to the Economic Commission for Latin America and the Caribbean (ECLAC, 2022), inflation rates are high, and labour informality is growing. Fiscal space remains limited. The pandemic added almost 50 million more people to the poverty line, and the region is trying to reduce poverty and inequality while experiencing a precarious recovery of jobs. The region continues to face high levels of inequality, particularly regarding income, making it one of the most unequal regions in the world. To collaborate in addressing these challenges, this Project aims to promote social cohesion, gender, socio-economic equality and tackle social issues.

This Project based on the long-standing strategic partnership of the European Union (EU) and Latin America and the Caribbean, aims to foster the social dimension of the Global Gateway (GG) in LAC, bringing a participatory and multistakeholder approach to the GG Investment Agenda (GGIA) and providing an opportunity for collaborations among the public, private, and non-profit sectors in their respective roles.

The Project main objective is to contribute to tackle gender and other inequalities, reduce poverty and social exclusion, and enhance social cohesion within and between LAC countries, through 3 specific objectives:

1.    Improving equal access to social rights, social services, and justice for vulnerable groups in all their diversity, notably women, children, and youth, and the bottom poorest 40% income or wealth households.
2.    More inclusive, accountable, and transparent public institutions promoting equity-driven and gender-responsive public finance models to reinforce social policies and protection systems, with special emphasis on women, children, and youth, and the bottom poorest 40% income or wealth households.
3.    New solutions able to foster and unblock investments that boost social innovation, the resilience of social systems, and just, socially responsible, and inclusive green and digital transitions.

The Project is funded by the EU (DG INTPA) and implemented by six partners that have a strong commitment to work together with other EU Member States and partner countries to address global challenges, mitigate their consequences and allow a social, green, and digital transition while upholding human rights, democracy, good governance, the rule of law and gender equality. The members of the consortium are:
-    The Spanish Cooperation (AECID and FIIAPP) – with FIIAPP as the leader of the consortium;
-    The French Cooperation (AFD Group with Expertise France as main implementing agency);
-    The German Cooperation (GIZ);
-    The Italian Cooperation (IILA and AICS).

The Project started on the 17th December 2024 and will have a duration of 4,5 years. It aims to cover the LAC region with a focus on some strategic countries, with a total budget of 43M EUR.

Required profile

•    Minimum a Master’s degree in social sciences, international development, or other related field;
•    At least, ten years’ experience of project management of extensive project with proven hierarchical management of extensive team (multicultural and remote management be an asset);
•    At least ten years of work experience in national, regional or large scale co-operation programmes in Latin America and the Caribbean;
•    Aware and trained on gender equality issues, in particular in LAC region;
•    Proven in-depth knowledge of the European institutions, the EU Delegations in the region, as well as the EU Policy Cycle, including EU financial and administrative rules and procedures, particularly those of MPCA;
•    In-depth knowledge and work experience in/with other EU Member State sectorial institutions that work on social cohesion, inequalities and women empowerment;
•    Knowledge of AFD Group and Team France (MEAE, DGT…) activities and programmes in Latin-America and the Caribbean;
•    Capacity to mobilize high-quality experts and diverse networks on social cohesion subjects;
•    Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines;
•    Availability to travel in EU and LAC countries as needed;
•    Excellent written and oral communication skills in English, French and Spanish is essential. Knowledge of Portuguese will be considered an asset.
