Mission description

The QUALIMEDS project (Quality Uplift for Advancing Local Industry in Medicine Standards) is an initiative funded by the European Union under the Team Europe MAV+ Nigeria framework and implemented by Expertise France in partnership with key national institutions involved in the development of Nigeria’s pharmaceutical sector.

The project aims to strengthen national capacities in pharmaceutical research and development, pharmaceutical regulation, bioequivalence and bioavailability, industrial development, and access to quality medicines.

To support the accelerated implementation of the project and the development of strategic partnerships with national and international institutions, Expertise France seeks to recruit a Senior Consultant who will work under the direct supervision of the QUALIMEDS Project Manager (Team Lead).

Purpose of the Assignment

The consultant will provide strategic, technical, and operational support to the Team Lead in the implementation, coordination, and monitoring of the QUALIMEDS project.

The consultant will contribute in particular to strengthening institutional partnerships, supporting beneficiaries, preparing technical activities, and coordinating the interventions of the various stakeholders involved in the project.

Project or context description

Key Responsibilities

Technical Coordination and Project Management

  • Support the Team Lead in the planning, implementation, and monitoring of project activities.
  • Contribute to the preparation of annual and quarterly work plans.
  • Monitor the implementation of activities in line with project objectives, indicators, and timelines.
  • Participate in the preparation of technical reports for Expertise France and the European Union.
  • Identify implementation risks and propose corrective measures.

Support to Strategic Partners

  • Provide technical and institutional support to national project partners.
  • Support engagement with:
    • PVAC (Presidential Initiative for Unlocking the Healthcare Value Chain)
    • NAFDAC
    • NIPRD
    • NIMR
    • DNDi
    • PMGMAN
    • Universities and research centres
    • Other national and international partners

Research, Development, and Innovation

  • Contribute to the implementation of pharmaceutical and biomedical research activities.
  • Support initiatives related to:
    • Bioequivalence and bioavailability
    • Clinical development
    • Research platforms
    • Monitoring collaboration with CROs (Contract Research Organizations)
    • Research-industry partnerships

Pharmaceutical Regulation

  • Provide technical support for activities aimed at strengthening the regulatory system.
  • Support NAFDAC initiatives related to medicine registration, inspections, clinical trials, GMP standards, regional regulatory harmonisation, and processes linked to the African Medicines Agency (AMA).

Knowledge Management and Technical Representation

  • Prepare technical briefs, strategic analyses, and positioning papers.
  • Represent the project at technical meetings when required.
  • Contribute to documenting and disseminating best practices and lessons learned.

Expected Results

Required profile

Education

  • A minimum of a Master's degree in one of the following fields:
    • Pharmacy
    • Medicine
    • Public Health
    • Biomedical Sciences
    • Or a related field
  • A PhD or relevant specialisation would be an asset.

Professional Experience

  • At least 7 years of relevant professional experience.
  • Demonstrated experience in managing health or pharmaceutical projects funded by international donors.
  • Significant experience in at least two of the following areas:
    • Pharmaceutical research and development
    • Clinical trials
    • Bioequivalence and bioavailability
    • Pharmaceutical regulation
    • Health systems
    • Local pharmaceutical industry
  • Experience working with public institutions, regulatory bodies, research institutes, or international organisations.

Nigeria-Specific Experience

Experience working with one or more of the following institutions will be highly valued: PVAC, NAFDAC, NIPRD, NIMR, DNDi, PMGMAN, Nigerian universities, and international development organisations.

Languages

  • Excellent command of English is required.
  • Knowledge of French will be considered an asset.

Additional information

Contractual Arrangements

  • Contract type: Service contract (individual consultancy).
  • Duty station: Abuja, Nigeria.
  • Initial duration: 12 months, renewable based on performance and funding availability.
  • Level of effort: Full-time.
  • Travel: Frequent domestic travel and occasional international travel.
  • Reporting line: Under the direct supervision of the QUALIMEDS Team Lead.

  • Knowledge of continental initiatives such as the African Medicines Agency (AMA), the African Continental Free Trade Area (AfCFTA), and the Partnership for African Pharmaceutical Manufacturing.
