Mission description

Expertise France is the French public agency for international technical assistance. The agency provides partner countries with knowledge, skills and management expertise in:

Project or context description

The Treasury Assistant working under the supervision of the Administrative, HR and Finance Manager (RAF) and the overall supervision of the Head of Support Services of Expertise France in Jordan Office.

She/He will manage administrative and financial aspects, and ensure the effective and efficient support services in the areas of finance, accounting and administration

Accounting management

  • Records all expenses (general and cost accounting): names, accounting codes, cost accounting codes, lettering, exchange rates, etc. on the cash management file.
  • Ensures that the accounting journals and cash flow journals of the projects in the project portfolio match each other (Reconciliations).
  • Prepares all payments and transfers on time abiding with all EF compliance requirements and EF procedures, ensuring that all supporting documents have been collected and signed.
  • Under the supervision of the finance officer, lead the monthly closure of accounts and reconciliations.
  • Liaise with the FR officer, Income Tax and Salary payments and ensure that HQ accounting requirements are respected.
  • With the support of the finance officer, ensure banking relations are well maintained, and payments/transfers are followed properly.
  • Contribute alongside the accounting officer to the preparation of the monthly fund request.
  • Assists the finance team in the preparation of the annual accounting closure pack.
  • Monitors and controls advances and the cash register daily.

Archiving and Audit Support :

  • Responsible for all archiving related matters to make sure they are compliant with the donor requirements and EF internal procedures.
  • Support the finance team in collecting all the supporting documents during any project audit.
     

Compliance & Reporting

  • Implements internal control within projects (transmission of procedures, monitoring of their appropriation, participation in the improvement of operational practices in terms of financial accounting, etc.). 

Archiving

  • Implements the archiving procedure for Finance files.

In view of the functions performed by the person concerned and the capacity-building work carried out within the Administration, Accounting and Finance division, this job description is not exhaustive.

Required profile

Minimum Qualifications

  • Bachelor’s degree in accounting, Finance, Business Administration, or a related field.
  • Minimum of 2-3 years of experience in accounting or finance, ideally in a similar role within an international or non-profit organization.
  • Experience with financial software and proficiency in Microsoft Excel.
  • Prior experience with VAT, income tax compliance, and payroll processing is important.
  • Experience with audit processes and supporting audits is typically required.
  • Experience working with NSSF, income tax, and managing bank relations is an advantage.
  • Sense of autonomy, initiative, flexibility
  • Ability to work under pressure

Fluency in written and spoken English and Arabic, French is an asset.
