Mission description

RESPONSIBILITIES AND SCOPE OF ACTION

1. Accounting Management

  • Perform daily accounting operations: data entry, classification, verification of supporting documents (invoices, receipts, expense reports, etc.) in accordance with Expertise France standards.
  • Prepare and consolidate cash and bank journals on a weekly basis.
  • Ensure monthly closing of cash and bank journals, including bank reconciliation and cash inventory, and submit them to management for validation.
  • Participate in quarterly, semi-annual and annual closings in coordination with the AFM and headquarters accounting teams.
  • Ensure the reliability of project financial data and update financial tracking tools (integration of expenses, advances, budgetary line relabeling, verification of formulas and inventory entries).
  • Prepare supporting documents required for expenditure authorization.
  • Ensure compliance of supporting documents from implementing partners, invoices, and reimbursements related to mission expenses.
  • Contribute to financial audits (preparation of files, responses to auditor requests).

2. Cash Management

  • Monitor and manage the liquidity levels of the shared office and projects.
  • Prepare cash flow needs with the project team and submit fund requests.
  • Perform banking operations: transfers, withdrawals, bank fees, account maintenance.
  • Verify checks and transfer operations in accordance with internal procedures.
  • Maintain good relationships with the bank and suppliers.

3. Compliance and Reporting

  • Ensure strict compliance with Expertise France's financial procedures and donor rules (AFD, EU, etc.).
  • Prepare monthly and weekly accounting reports on the financial situation.
  • Support the preparation of financial reports for donors and internal accounting exercises.
  • Contribute to local legal and tax monitoring (Liberia): taxation, exemptions, labor law, etc.
  • Prepare documentation for tax exemption requests (VAT, import duties, etc.).

4. Support to Implementing Partners (Local Partners)

  • Contribute to training, capacity building and accounting follow up of partners’ finance teams on financial tools and Expertise France procedures if required,
  • Review partner expense and procurement files before disbursement of sub-grants.
  • Participate in the development of sub-grant agreements and the financial procedures manual to be shared with partners.

5. Archiving and Tools

  • Ensure digital and physical archiving of supporting documents (reliable, compliant, accessible).
  • Propose and implement financial and accounting monitoring tools (dashboards, contracting processes, etc.).
  • Contribute to equipment maintenance from a financial perspective (cost tracking, inventory).

Project or context description

OVERALL OBJECTIVE

Under the responsibility of the AFM, the Accounting and Treasury Officer ensures the quality, compliance and reliability of the accounting and financial operations of the shared office and projects. He/she guarantees rigorous cash management, compliance with Expertise France's internal procedures and local legal obligations, and contributes to the production of transparent financial information for headquarters and donors.

Required profile

  • Education : At least a Bachelor's degree in Accounting, Auditing, Management Control, Finance, Public Administration or related field.
  • Experience: Minimum 5 years of relevant experience in an NGO, international organization, or on development/humanitarian program.
  • Specific experience:
    • Very good experience in financial development and project monitoring.
    • Grant management and financial reporting to donors.
    • Knowledge of audit and management control methodologies.
    • Monitoring of sub-grants provided to partners.
    • Knowledge of procurement procedures.
    • Experience with multi-year and/or multi-country projects (asset).
    • Experience with EU donors (asset).

TECHNICAL AND SOFT SKILLS

  • Mastery of donor standards and procedures for expenditure commitment, reporting and accountability.
  • Knowledge of audit and management control standards.
  • Financial analysis and accounting information systems skills.
  • Very good command of Excel (pivot tables, formulas, database management).
  • Ability to work with minimal supervision and take initiative.
  • Problem-solving and corrective action skills.
  • Organizational rigor and ability to manage multiple priorities.
  • Good oral and written communication skills in English language (French is an asset).
  • Ability to coach and build capacity of partners.
  • Proficiency in an ERP (knowledge of ATLAS software is an asset).

  • Based in Monrovia, with possible travel within Liberia.
  • National fixed-term contract.
