The Program Officer provides day-to-day administrative and documentation support related to procurement process, files and related supporting documents within the Health Program.
The position ensures that procurement process is complete, accurate, internally consistent, and compliant with Expertise France procedures and donor requirements prior to submission to the support unit.

The role contributes to proper filing, traceability, and audit readiness of procurement documentation.



Description of the assignment

The position is under the direct supervision of the Finance and Grants Manager and works in close cooperation with the Health Program team and the Expertise France Ukraine Support Functions Unit, as required.

The Program Officer’s main tasks will be to:

1.      Procurement Documentation and Terms of Reference Preparation

  • Support program’s teams in drafting, reviewing, and finalizing Terms of Reference, technical specifications, scopes of work, and other procurement-related documents.
  • Ensure that procurement documentation is complete, clear, technically sound, and compliant with internal procedures and donor requirements.
  • Contribute to the standardization of templates, formats, and quality standards for Terms of Reference and procurement documentation.
  • Liaise with program’s teams to clarify technical requirements and translate operational needs into accurate procurement documents.
  • Ensure that procurement requests include all necessary technical information, justification, deliverables, timelines, and evaluation criteria.

2.      Procurement Process Support and Tendering

  • Coordinate with the Procurement/Support Unit to initiate, monitor, and follow up on procurement processes, including tenders, requests for quotations, framework agreements, and direct awards.
  • Assist in the preparation and compilation of tender dossiers, including administrative, technical, and supporting documentation.
  • Support the organization of evaluation processes, including document preparation, scheduling, logistics, meeting minutes, and consolidation of inputs, where required.
  • Track the status of ongoing procurement processes and proactively follow up on pending actions, bottlenecks, and required approvals.
  • Contribute to ensuring that procurement timelines are aligned with program implementation needs and donor commitments.

3.      Documentation, Filing, and Compliance

  • Collect, verify, and compile all required procurement documentation, including procurement requests, offers, evaluation reports, contracts, purchase orders, delivery notes, amendments, and related correspondence.
  • Ensure the completeness, consistency, traceability, and compliance of procurement files with internal rules, donor regulations, and audit requirements.
  • Maintain organized physical and electronic filing systems for procurement documentation.
  • Ensure that procurement files are audit-ready, properly archived, and easily accessible for internal reviews, donor checks, and external audits.
  • Identify missing documents or compliance gaps and follow up with relevant teams to ensure timely corrective action.

4.      Coordination, Follow-up, and Administrative Support

  • Act as a focal point between program teams and the Procurement/Support Unit to facilitate smooth communication and timely processing of procurement requests.
  • Follow up with internal stakeholders, suppliers, consultants, and service providers to ensure timely submission of required documents and information.
  • Support contract follow-up, including tracking key milestones, deliverables, contract end dates, amendments, and payment-related documentation.
  • Maintain procurement trackers and contribute to regular updates for program management.
  • Provide administrative and reporting support related to procurement activities, including inputs for internal monitoring, donor reporting, and planning exercises.

Project or context description

Expertise France is the French International Technical Cooperation Agency, with the status of public institution under the joint supervision of the Ministry of Europe and Foreign Affairs and the Ministries of Economics, Finance and Industrial and Digital Sovereignty. It is the second largest technical cooperation agency in Europe. Expertise France designs and implements projects that strengthen public policies over the long term in developing and emerging countries. As the French public agency for international technical cooperation, Expertise France operates in more than 100 countries, implementing more than 400 projects. The agency works in close collaboration with French public institutions, as well as with the European Union, to respond to the needs of partner countries that wish to improve public policies that tackle these challenges. In Ukraine the Agency has been regularly present since 2006 through series of technical assistance projects. 

Expertise France in Ukraine

The MEAE has financed in 2023 Expertise France with an envelope of €14.5 million to position French technical cooperation and respond to Ukraine’s short, medium and long-term needs. This facility, entitled mAIDan Ukraine, finances and co-finances technical assistance projects to support Ukrainian authorities in preparing for reconstruction and the European accession process. 

The ongoing other projects in Ukraine include: the EU-funded Project Pravo-Justice which promotes greater rule of law in Ukraine, in line with European standards and comparative practices; the “Stiykist” (resilience) project aims to contribute to social transformation and resilience in Ukraine by strengthening the capacities of national, regional and local institutions in the field of vocational training and social services, with a particular focus on the social inclusion of the most vulnerable; the Technical Support of the State Audit Service project which aims to mobilize French and national technical expertise to help bringing Ukrainian legislation into line with the acquis Communautaire, particularly in terms of protecting the EU’s financial interests and supporting the SAS in its role of inspecting and monitoring the use of reconstruction funds.

Expertise France’s Health Program

As part of France’s strategy for reconstruction and aid in Ukraine focusing on the health sector The French Ministry of Europe and Foreign Affairs (MEAE)’s Crisis Center (CDCS) has financed €18 million over 36 months to the APPUI Sante Project. The project, implemented in partnership with Ministry of Health of Ukraine and other key stakeholders aims to improve Ukrainian populations’ access to essential healthcare services in times of crisis. The project focuses on enhancing hospital cooperation between France and Ukraine, mobilizing French expertise, financing implementing partners, financing national healthcare authorities’ resources and projects, reconstructing and modernizing healthcare infrastructure and donating medical equipment at the request of Ministry of Health of Ukraine. 

The REHAB project, funded by the French Development Agency (l’AFD) for €5 million over 24 months, from 2025 to 2026 aims overall supporting Ukraine in maintaining and strengthening its healthcare system to address the consequences of the conflict on the physical and mental health of Ukrainians. Activities are designed around enhancing mental health services and infrastructure in the Odesa region; strengthening physical rehabilitation efforts and infrastructure, while also emphasizing broader capacity-building initiatives across Ukraine with national and international partners; and identifying and conducting feasibility studies to prepare for concessional loan opportunities. 

Other projects under the Health Program are beginning during the course of 2026.

Required profile

Education

  • University degree in procurement, supply chain management, business administration, public administration, finance, law, economics, international development, project management, or another relevant field.
  • Additional training or certification in procurement, contract management, logistics, compliance, or donor-funded project management would be an asset.

Professional Experience

  • At least 3 years of relevant professional experience in procurement, supply chain, logistics, grants, administration, finance, or project support functions.
  • Previous experience with NGOs, international organizations, donor-funded projects, public procurement, or international technical assistance projects would be a strong asset.
  • Experience supporting procurement processes such as requests for quotations, tender documentation, bid collection, evaluation processes, contract preparation, purchase orders, and supplier follow-up.
  • Experience preparing, checking, and maintaining procurement files and supporting documentation.
  • Previous exposure to procurement compliance requirements, audit preparation, donor rules, or internal control procedures would be an advantage.
  • Experience working with program or technical teams to translate operational needs into procurement documentation, including Terms of Reference, technical specifications, scopes of work, or service descriptions.

Technical Knowledge

  • Good understanding of procurement documentation and standard procurement process steps.
  • Familiarity with donor-funded project procedures, financial documentation, and compliance requirements, sufficient to support document verification and file completeness checks.
  • Ability to review procurement files for consistency, completeness, accuracy, traceability, and compliance with internal procedures.
  • Good understanding of administrative and contractual documentation, including offers, evaluation reports, contracts, amendments, delivery notes, invoices, and supporting correspondence.
  • Ability to maintain procurement trackers and follow up on pending actions, deadlines, approvals, and missing documentation.

Skills and Competencies

  • Strong attention to detail and ability to produce accurate, well-structured documentation.
  • Excellent organizational skills, with the ability to manage several procurement files and administrative processes in parallel.
  • High level of accuracy, reliability, discretion, and professional integrity.
  • Ability to work under pressure, meet deadlines, and prioritize multiple tasks in a changing operational environment.
  • Good communication and coordination skills, including the ability to liaise effectively with program teams, procurement/support teams, suppliers, consultants, and service providers.
  • Proactive and solution-oriented approach, with the ability to identify missing information, compliance gaps, or process bottlenecks and follow up accordingly.
  • Ability to work both independently and as part of a multidisciplinary team.
  • Good drafting skills and ability to prepare clear written documents, minutes, trackers, and short reports.
  • Strong command of Microsoft Office, particularly Excel, Word, Outlook, and SharePoint or other document management tools.
  • Ability to work with procurement databases, trackers, or enterprise resource planning systems would be an asset.
