Mission description

Mission

The Project Manager is responsible for the overall management of Expertise France’s activities under two complementary multi-donor projects supporting border management and security in Lebanon (see project description below). The first project focuses on maritime governance, safety, and security, while the second supports integrated border management (IBM) at land borders. The Project Manager ensures the strategic, operational, budgetary and technical oversight of the actions implemented by Expertise France.

As Expertise France is the lead organisation of the maritime project, the Project Manager will be in charge of the coordination of the consortium and the execution of the maritime security contract. He or she will ensure strategic steering, operational coordination between partners, donor liaison, reporting, and representation towards Lebanese authorities and international stakeholders.

For the IBM project, the Project Manager will supervise the implementation of Expertise France’s activities in coordination with GIZ as lead agency.

The Project Manager will supervise the project team, monitor implementation progress, ensure compliance with donor requirements, and maintain close coordination with consortium partners, beneficiaries, and institutional stakeholders.

Main Responsibilities

The Project Manager will:

  • Provide high-level guidance to ensure that implementation remains coherent, realistic, and aligned with the strategic objectives agreed with the European Union, consortium partners, and Lebanese beneficiary institutions;
  • Play a key institutional and diplomatic role in representing the Projects, and indirectly EF, towards Lebanese authorities, European institutions, consortium partners, donors, and international stakeholders;
  • Maintain regular dialogue with senior civilian and military counterparts and contribute to positioning the projects within the broader framework of security sector cooperation and border governance reforms in Lebanon;
  • Identify strategic priorities, anticipate risks, facilitate dialogue between stakeholders, and support decision-making processes in a sensitive and evolving political and security environment;
  • Lead and supervise the implementation of Expertise France’s activities under both projects;
  • Represent Expertise France in strategic, operational, and technical meetings;
  • Monitor implementation progress, operational challenges, and institutional dynamics affecting the  projects.

In coordination with the project support unit, ensure proper application of EF tools and procedures allowing the effective management of the technical and financial aspects of the program: 

  • Ensure the quality and timely delivery of technical, narrative, and financial reporting; 
  • Ensure overall coherence of activities vs the allocated budget and resources; 
  • Supervise a Deputy that is in charge of monitoring budget implementation; 
  • Ensure compliance with Expertise France and donor procedures ; 
  • Monitor budget implementation and ensure compliance with Expertise France and donor procedures; 
  • Ensure that human rights, gender equality, disability inclusion, sustainability, and good governance principles are effectively integrated throughout project implementation.

Governance and Coordination

The Project Manager will ensure regular coordination with consortium partners, GIZ, Lebanese beneficiary institutions, donors, and the European Union Delegation.

He or she will represent Expertise France within the governance structures established for both projects.

For the maritime project, he or she will participate in and support the organisation of the Steering Committee chaired by the European Union Delegation to Lebanon. He or she will also participate in the Technical Committee responsible for operational follow-up, implementation review, and coordination with Lebanese beneficiary institutions and consortium partners.

As Expertise France is the lead organisation of the maritime project, the Project Manager will ensure close coordination between consortium members and support the secretariat function of the Technical Committee.

For the WASL project, the Project Manager will participate in the coordination mechanisms established by GIZ and ensure regular communication regarding implementation progress and operational follow-up.

Team Supervision

The Project Manager will directly supervise and coordinate the work of the project team, including:

  •  Deputy Project Manager;
  • MEAL Officer;
  • Maritime Security and JRCC Communication Systems Expert;
  • Civil Defence and Search and Rescue Experts;
  • Port Security and Access Control Experts;
  • Engineering consultants and technical firms;
  • Other short-term experts and consultants mobilised under the projects.

Reporting Line

The Project Manager will report to Expertise France’s Portfolio manager and Jordan-Lebanon Country Director and work in close coordination with the relevant operational team, in Beirut and Paris, and the project support unit.

He or she will maintain regular coordination with consortium partners, beneficiary institutions, and donor representatives.

Project or context description

Context

The Jordan–Lebanon Country Direction, effective since 1 January 2025, provides the framework for managing Expertise France activities in both countries. Under the responsibility of a Country Director based in Beirut, the Lebanon office comprises a team of more than 30 staff members, including 3 expatriates and 5 International Technical Experts (ETI).

 Expertise France (EF) in Lebanon manages and develops a portfolio of approximately EUR 40 million. Its activities are structured around three priority areas of intervention:

  • Governance and Sovereign Functions: support to public administration reform processes; border security and maritime security projects; provision of technical assistance to the Ministry of Finance and the Ministry of Justice.
  • Social Sectors and Support to Vulnerable Populations: support to Lebanese civil society organizations; and implementation of projects promoting gender equality across all sectors of society.
  • Climate Adaptation and Green Economy: promotion of the circular economy through the regional ANMO Green Forward project; support to climate change adaptation strategies through the Adapt’Action facility; and assistance to the Lebanese Civil Defense.

Expertise France is involved in the implementation of two complementary multi-donor projects supporting border management and security in Lebanon, representing a combined portfolio of at least EUR 24.8 million. The first project focuses on maritime governance, safety, and security, while the second supports integrated border management at land borders.

The maritime project, entitled “Strengthening the governance, safety and security in the maritime sphere”, aims to strengthen maritime governance, search and rescue capacities, port security, and cooperation between Lebanese and European institutions. The project is implemented over 40 months through a consortium led by Expertise France, together with the Italian Ministry of Defence represented by the Italian Defence General Staff and Agenzia Industrie Difesa, the United Nations Development Programme, and the United Nations Office on Drugs and Crime.

The project responds to the complex institutional and operational environment characterising Lebanon’s maritime sector. Maritime responsibilities are currently shared across several institutions operating with limited coordination, overlapping mandates, and uneven operational capacities. This affects information-sharing, operational response, and overall maritime situational awareness. The project therefore supports the operationalisation of the Joint Rescue Coordination Centre (JRCC), the strengthening of the Joint Maritime Operations Chamber (JMOC), the reinforcement of the Lebanese Armed Forces Navy and civilian search and rescue actors, the improvement of port security systems, and stronger cooperation with European and regional partners.

As lead organisation of the maritime contract, Expertise France is responsible for the overall implementation, strategic coordination, reporting, consortium management, and operational follow-up of the action. Expertise France directly implements several components of the project, including support to the JRCC communication system, support to search and rescue actors, reinforcement of maritime operational capacities, improvement of access control systems at the Port of Beirut, and support to international and regional cooperation.

The second project, entitled “WASL – Advancing Interagency Integration and Rights-Based Border Management in Lebanon”, aims to strengthen integrated border management capacities in Lebanon in line with international standards. The action is jointly implemented by GIZ as lead organisation, together with Expertise France, the Italian Defence General Staff, and Agenzia Industrie Difesa.

Within this project, Expertise France is responsible for the implementation of one specific component related to infrastructure and equipment support at selected land border crossing point. Expertise France contributes technical and operational inputs to the project, while overall coordination, reporting, and contractual management remain under the responsibility of GIZ.

The Project Manager will therefore ensure the overall leadership of the maritime project on behalf of Expertise France while also supervising the implementation of Expertise France’s component under the WASL project. The position entails involvement on both project, ensuring a programmatic approach to these two EU actions.

Required profile

Qualifications and Skills

  • University degree at Master’s level or equivalent in a relevant field such as security studies, international relations, political science, public administration, maritime affairs, defence, law, border management, or another related discipline;
  • Minimum of 15 years of professional experience in positions involving senior management, strategic coordination, security governance, defence, diplomacy, border management, maritime affairs, or international cooperation;
  • Proven experience managing projects or programmes involving high political and diplomatic stakes;
  • Strong experience in project steering, institutional coordination, representation functions, and engagement with senior civilian and military authorities;
  • Previous experience managing international cooperation or donor-funded projects, preferably financed by the European Union;
  • Good understanding of European Union institutions, policies, and cooperation mechanisms;
  • Strong leadership, organisational, communication, and negotiation skills;
  • Proven ability to work in complex political and security environments and to coordinate a wide network of institutional stakeholders and partners;
  • Experience in capacity building, institutional reform, maritime security, search and rescue coordination, border management, or security sector governance would be an asset;
  • Experience working in the MENA region would be an asset;
  • Excellent drafting and reporting skills;
  • Fluency in English and French, both written and spoken. Knowledge of Arabic would be an asset.

Selection process

The selection process for the Project Officer will be conducted in the following sequence:

  • Review of applications received and extended shortlist established by Expertise France;
  • Proposition of a written test for shortlisted candidates, which may be conducted remotely;
  • Evaluation and selection of candidates for a operational interview;
  • Evaluation and selection of candidates for a HR interview;
  • Final validation of the chosen candidate;
  • Communication to the selected candidate and start of the integration phase.
