Mission description

The consultant will work under the supervision of the Project Manager, who is responsible for the operational and contractual oversight of project activities. In this capacity, the consultant will work closely with the Project Manager to monitor activities, deliverables and strategic priorities related to health financing and health economics within the framework of the AU-EU partnership.

The consultant will also work in close collaboration with the TEI Coordinator, the Coordinators of the five thematic hubs, the European implementing agencies involved in Team Europe, the Delegations of the European Union, the EU Member States participating in the partnership, as well as European institutions and partners engaged in health financing, investment and health systems strengthening.

In addition, the consultant will collaborate with the other technical experts mobilised within the Support Team to ensure a coordinated and cross-cutting approach to activities related to health financing, strategic investments and health systems strengthening.

The Health Financing & Investment Expert will be responsible for the following tasks:

  1. Support to the coordination and implementation of activities related to health financing and associated themes
  • Ensure the operational follow-up of activities related to health financing, health economics and other related topics developed within the AU-EU partnership;
  • Facilitate, where necessary, coordination between the Hub Coordinators, relevant European partners and stakeholders involved in health financing, strategic investment and related issues;
  • Participate in technical and strategic meetings with European partners, financial institutions and Team Europe implementing agencies;
  • Support the planning, implementation and monitoring of activities related to health investments, financing mechanisms, economic approaches and other related topics developed under the project;
  • Produce technical deliverables under the Health Financing workstream;
  • Contribute to the organisation of technical meetings, workshops and strategic exchanges related to health financing and associated topics;
  • Liaise with European partners and institutional stakeholders involved in health financing, health investments and related areas;
  • Upon request of the Project Manager, contribute to the management of the pool of experts mobilised under the project by supporting:
    • the technical follow-up of mobilised experts, including the drafting or review of Terms of Reference, monitoring of activities and review of deliverables;
    • recruitment and mobilisation processes for technical experts;
    • quality assurance of technical outputs, analytical papers, briefing notes and deliverables produced by mobilised experts.

2. Technical support on health financing, strategic investments and related topics

  • Provide technical and analytical expertise on sustainable health financing and other issues related to the AU-EU partnership;
  • Contribute to the identification of financing opportunities, investment opportunities and complementarities between European initiatives;
  • Support reflections on innovative financing mechanisms, public-private partnerships and private-sector engagement;
  • Contribute to analyses related to investments in pharmaceutical value chains, local manufacturing and health systems;
  • Monitor trends and developments in global health financing, public investment and Global Gateway initiatives;
  • Produce technical notes, analytical papers, presentations and strategic briefs for the project team and partners;
  • Contribute to the project's knowledge management, capitalization and reporting activities;
  • Document good practices, lessons learned and strategic opportunities related to health financing, investments and other themes covered under the AU-EU partnership.

Project or context description

Expertise France is the French public agency for international technical cooperation. It works alongside partner countries to advise and support them in strengthening their public policies.

To achieve this, the agency designs, coordinates, and implements large-scale national and regional projects in key public policy sectors:

  • democratic, economic, and financial governance,
  • peace, stability, and security,
  • climate, biodiversity, and sustainable development,
  • health and human development.

In these sectors, Expertise France carries out technical assistance and capacity-building projects, mobilizes French and international expertise, and acts as a key integrator between public-sector expertise and private-sector know-how.

Project Description / "AU-EU Health Partnership Team Europe Support Team" 

The “AU-EU Health Partnership Team Europe Support Team” project is part of the effort to strengthen the strategic partnership between the African Union (AU) and the European Union (EU) in the field of global health. Its objective is to support the operational implementation of the AU-EU Health Partnership Team Europe Initiative (TEI), a coordination platform bringing together the European Commission, EU Member States, their cooperation agencies, and African health-sector partners.

The project operates in a context characterized by:

  • increasing health sovereignty challenges in Africa,
  • the need to strengthen health systems resilience,
  • challenges related to pandemic preparedness and response,
  • the development of African pharmaceutical and vaccine production capacities,
  • and the digital transformation of health systems.

The Team Europe Support Team’s main objective is to strengthen the coherence, coordination, and impact of health interventions supported under the AU-EU partnership by supporting governance, coordination, monitoring, capitalization, and technical assistance mechanisms within the TEI.

The project supports the five thematic hubs of the AU-EU Health Partnership TEI:

  • Manufacturing and Access to Vaccines, Medicines and Health Technologies (MAV+),
  • Digital Health,
  • Public Health Institutes (PHI),
  • Health Security using a One Health approach (HSOH),
  • Sexual and Reproductive Health and Rights (SRHR).

These hubs form the thematic framework for implementing the AU-EU health partnership and aim to strengthen strategic alignment, complementarities, and coordination between initiatives supported by the European Union and its Member States for African partners.

In this context, the project contributes in particular to:

  • strengthening synergies between hubs and Team Europe partners;
  • supporting information sharing, knowledge management, and capitalization activities;
  • improving results monitoring and reporting;
  • facilitating the rapid mobilization of technical expertise tailored to the needs expressed by the hubs and the TEI Coordinator.

To this end, the project provides:

  • operational support to TEI governance and coordination;
  • management of monitoring, evaluation, and reporting tools;
  • development of visibility and knowledge management activities;
  • mobilization of short-term expertise at the request of hub coordinators and the TEI Coordinator.

The project is funded by the European Union (€3.5 million), as well as by Belgium and France, for a duration of 36 months. It is jointly implemented by Enabel, the lead partner responsible for overall project coordination, and Expertise France.

Expertise France is responsible for:

  • managing and mobilizing the Short-Term Expertise Facility, enabling rapid mobilization of technical, strategic, or managerial expertise for the benefit of the hubs and the TEI Coordinator;
  • overseeing a long-term “Health Financing and Economist Expert” position dedicated to health financing and health economics. This long-term expertise contributes to strategic analysis, identification of financing opportunities, and strengthening reflections around health investments supported by Team Europe and Global Gateway. It notably supports the hubs and the TEI Coordinator on issues related to sustainable health financing, mobilization of public and private investments, innovative financing mechanisms, and health investment analysis within the AU-EU partnership framework.

The project therefore contributes to strengthening the AU-EU health partnership and promoting a more coherent, coordinated, and strategic Team Europe approach in global health.

In this context, technical expertise in health financing and strategic investments is being mobilized to support the thematic hubs, Team Europe members, and the project team in financing analysis, the identification of investment opportunities, the development of sustainable financing mechanisms, and the strengthening of coherence in health investments.

Required profile

Qualifications

  • A minimum of a Master's degree in a field related to health, health economics, public health, public finance, development economics, international relations, or another relevant discipline.

General and Specific Professional Experience

  • At least seven (7) years of professional experience in health, health economics, or health financing and investment;
  • Proven experience in international global health programmes;
  • Experience working with the European Union, international institutions, development banks, cooperation agencies or multilateral organisations;
  • Excellent understanding of health systems financing challenges in Africa;
  • Experience with Team Europe, Global Gateway, or regional health initiatives would be a strong asset;
  • Experience in public-private partnerships, innovative financing mechanisms or pharmaceutical investments would be considered an advantage.

Competencies

  • Excellent analytical and strategic thinking skills;
  • Strong drafting, writing and synthesis abilities;
  • Ability to work effectively in multi-stakeholder and multicultural environments;
  • Ability to coordinate high-level strategic exchanges;
  • Strong team spirit combined with a high degree of autonomy;
  • Good command of standard office software;
  • Excellent command of English (mandatory);
  • Good command of French would be a strong asset.

Additional information

The assignment is expected to commence in July 2026 for a duration of 18 months.

The consultant will work in close coordination with the project team based in Brussels and Paris, particularly with the Team Leader and the Project Manager. They will collaborate closely with Team Europe representatives, the Coordinators of the five thematic hubs, and European partners involved in the AU-EU Health Partnership, particularly on health financing and health systems strengthening.

As required, the consultant will also work closely with the other technical experts mobilised under the project, the Short-Term Expertise Facility, and the relevant Expertise France headquarters teams to ensure effective coordination and delivery of project activities.

  • Demonstrated experience in health financing, health systems strengthening and strategic health investments;
  • Financial competitiveness of the proposal.
