Mission description

The Project Manager is responsible for the operational coordination and monitoring of activities implemented by Expertise France under the “AU-EU Health Partnership Team Europe Support Team” project.

The position mainly focuses on:

  • operational project management and partner relations,
  • management of the short-term expertise mechanism,
  • monitoring of mobilized expertise and related deliverables,
  • support for activities linked to the long-term health financing expertise.

The Project Manager works closely with the long-term “Health Financing and Economist Expert,” who provides technical and strategic support on health financing, investments, economic issues, and more broadly on all technical themes related to the AU-EU health partnership.

The Project Manager reports hierarchically to the Head of Unit at Expertise France headquarters and works closely with relevant headquarters teams (project management, finance, legal, procurement, monitoring and evaluation, communication, etc.).

The Project Manager also works in close coordination with:

  • the Team Leader of the Team Europe Support Team (Enabel) and Enabel teams,
  • hub coordinators and their members,
  • experts mobilized under the project.

The position does not involve direct line management responsibilities.

Operational Project Management and Coordination

The Project Manager:

  • oversees the day-to-day follow-up of activities implemented by Expertise France;
  • coordinates operational planning and activity scheduling;
  • follows up on requests made by hub coordinators and the TEI Coordinator;
  • participates in Support Team coordination meetings and follows up on agreed actions;
  • contributes to the preparation of technical meetings, governance meetings, workshops, and events;
  • ensures proper information flow among stakeholders;
  • contributes to the preparation of technical and narrative project reports;
  • ensures compliance with Expertise France procedures and donor contractual requirements.

Management of the Short-Term Expertise Mechanism

The Project Manager is responsible for the operational management of the short-term expertise mechanism implemented by Expertise France. In coordination with the Health Financing expert and potentially other long-term experts, the Project Manager:

  • coordinates the pool of short-term experts mobilized under the project;
  • supports hubs in identifying and clarifying technical assistance needs;
  • oversees the drafting of Terms of Reference with hub coordinators and partners;
  • organizes expert mobilization, recruitment, and contracting procedures;
  • participates in the analysis of applications and proposals;
  • ensures administrative and contractual follow-up of expert missions;
  • monitors the proper execution of missions and timelines;
  • coordinates monitoring and validation of deliverables produced by experts;
  • monitors management tools (missions, expert days, budgets, dashboards);
  • contributes to capitalization of results and lessons learned from expertise missions.

Monitoring of the Long-Term “Health Financing” Expertise

The Project Manager ensures operational and contractual monitoring of activities linked to the long-term expertise dedicated to health financing and health economics.

In this capacity, the Project Manager:

  • facilitates coordination between the long-term expert, hub coordinators, and partners when necessary;
  • monitors activities and deliverables produced;
  • contributes to organizing and monitoring activities related to issues developed through this expertise within the AU-EU partnership.

Administrative, Financial, and Reporting Management

The Project Manager is responsible for administrative and budgetary monitoring of activities implemented by Expertise France.

In coordination with headquarters support teams, the Project Manager:

  • monitors the project and expertise activities budget;
  • ensures financial planning and monitoring of budget commitments;
  • ensures proper budget consumption and compliance with contractual deadlines;
  • ensures compliance of expenditures with donor rules and internal procedures;
  • contributes to preparing technical and financial reports with Enabel;
  • ensures administrative follow-up of contracts and expertise missions;
  • keeps project monitoring and reporting tools updated.

Institutional and Partnership Coordination

The Project Manager:

  • represents Expertise France in relation to the project with the European Commission, Enabel, and other technical and financial partners involved in the AU-EU Health Partnership;
  • maintains regular dialogue with hub coordinators, the TEI Coordinator, and project partners;
    participates in technical and strategic meetings with the European Commission, Member States, and partners;
  • contributes to identifying emerging needs and operational priorities;
  • contributes to developing and maintaining a network of experts and technical partners;
  • maintains close relations with Expertise France headquarters and regularly reports on technical assistance needs, involving the Project Officer at headquarters and participating in relevant team and working meetings.

Monitoring and Development

The Project Manager:

  • contributes to the development of Team France’s health strategy;
  • may contribute, in coordination with Team France, to identifying potential partners and development opportunities related to the project (including drafting concept notes where relevant).

Project or context description

Expertise France is the French public agency for international technical cooperation. It works alongside partner countries to advise and support them in strengthening their public policies.

To achieve this, the agency designs, coordinates, and implements large-scale national and regional projects in key public policy sectors:

  • democratic, economic, and financial governance,
  • peace, stability, and security,
  • climate, biodiversity, and sustainable development,
  • health and human development.

In these sectors, Expertise France carries out technical assistance and capacity-building projects, mobilizes French and international expertise, and acts as a key integrator between public-sector expertise and private-sector know-how.

Project Description / "AU-EU Health Partnership Team Europe Support Team" 

The “AU-EU Health Partnership Team Europe Support Team” project is part of the effort to strengthen the strategic partnership between the African Union (AU) and the European Union (EU) in the field of global health. Its objective is to support the operational implementation of the AU-EU Health Partnership Team Europe Initiative (TEI), a coordination platform bringing together the European Commission, EU Member States, their cooperation agencies, and African health-sector partners.

The project operates in a context characterized by:

  • increasing health sovereignty challenges in Africa,
  • the need to strengthen health systems resilience,
  • challenges related to pandemic preparedness and response,
  • the development of African pharmaceutical and vaccine production capacities,
  • and the digital transformation of health systems.

The Team Europe Support Team’s main objective is to strengthen the coherence, coordination, and impact of health interventions supported under the AU-EU partnership by supporting governance, coordination, monitoring, capitalization, and technical assistance mechanisms within the TEI.

The project supports the five thematic hubs of the AU-EU Health Partnership TEI:

  • Manufacturing and Access to Vaccines, Medicines and Health Technologies (MAV+),
  • Digital Health,
  • Public Health Institutes (PHI),
  • Health Security using a One Health approach (HSOH),
  • Sexual and Reproductive Health and Rights (SRHR).

These hubs form the thematic framework for implementing the AU-EU health partnership and aim to strengthen strategic alignment, complementarities, and coordination between initiatives supported by the European Union and its Member States for African partners.

In this context, the project contributes in particular to:

  • strengthening synergies between hubs and Team Europe partners;
  • supporting information sharing, knowledge management, and capitalization activities;
  • improving results monitoring and reporting;
  • facilitating the rapid mobilization of technical expertise tailored to the needs expressed by the hubs and the TEI Coordinator.

To this end, the project provides:

  • operational support to TEI governance and coordination;
  • management of monitoring, evaluation, and reporting tools;
  • development of visibility and knowledge management activities;
  • mobilization of short-term expertise at the request of hub coordinators and the TEI Coordinator.

The project is funded by the European Union (€3.5 million), as well as by Belgium and France, for a duration of 36 months. It is jointly implemented by Enabel, the lead partner responsible for overall project coordination, and Expertise France.

Within this division of responsibilities, Expertise France is responsible for:

  • managing and mobilizing the Short-Term Expertise Facility, enabling rapid mobilization of technical, strategic, or managerial expertise for the benefit of the hubs and the TEI Coordinator;
  • overseeing a long-term “Health Financing and Economist Expert” position dedicated to health financing and health economics. This long-term expertise contributes to strategic analysis, identification of financing opportunities, and strengthening reflections around health investments supported by Team Europe and Global Gateway. It notably supports the hubs and the TEI Coordinator on issues related to sustainable health financing, mobilization of public and private investments, innovative financing mechanisms, and health investment analysis within the AU-EU partnership framework.

The project therefore contributes to strengthening the AU-EU health partnership and promoting a more coherent, coordinated, and strategic Team Europe approach in global health.

Required profile

Qualifications and Skills

  • Master’s degree in project management, international cooperation, public health, European affairs, health economics, political science, or another relevant field;
  • Good understanding of international cooperation mechanisms and EU-funded projects;
  • Strong knowledge of global health issues and current priorities of the AU-EU healthpartnership, including:
    • health systems strengthening,
    • health sovereignty,
    • pharmaceutical production and access to health products,
    • health financing,
    • preparedness and response to health crises,
    • One Health approaches,
    • digital health and coordination of global health actors;
  • Good understanding of institutional dynamics and key actors in global health (European Union, Member States, cooperation agencies, African Union, Africa CDC, international organizations, development banks, etc.);
  • Strong coordination and project management skills in multi-stakeholder and multicultural environments;
  • Experience in administrative, contractual, and financial management of international cooperation projects;
  • Excellent drafting and synthesis skills;
  • Ability to manage multiple activities, deadlines, and stakeholders simultaneously;
  • Good command of office software, particularly Excel, Word, and PowerPoint;
  • Excellent command of both French and English, written and spoken.

Professional Experience

  • Minimum 5 years of experience in international cooperation project management;
  • Proven experience coordinating multi-partner projects;
  • Demonstrated experience managing technical assistance;
  • Experience in administrative and budgetary monitoring of projects funded by international donors, especially the European Union;
  • Proven experience in the health sector, global health, or public health policies;
  • Experience working with European institutions, cooperation agencies, or international organizations would be highly valued.

Additional information

The expected duration of the assignment is three years.

The Project Manager will be based in Paris at Expertise France offices. Regular travel to Brussels (Enabel offices) is expected, as well as possible international travel depending on project needs.

The position is subject to the effective signing of the project contract with the European Union.
