Mission description

Under the supervision of the Deputy Programme Director - Administrative & Finance Manager, the Project & Finance Assistant will provide administrative, financial, procurement and logistical support to the IYBA-SEED project (“Investing in Young Businesses in Africa – Supporting Entrepreneurial Ecosystem Development”).

The position is part of the central Project Management Unit (PMU), based in Brussels. The Project & Finance Assistant will work closely with the PMU team, including the coordination team and technical component leads, and will also support coordination with Expertise France field teams in the countries of implementation (mainly Deputy Lead Senegal and to a lesser extent the Deputy Lead Benin & the Country Team in Togo).

Supervision is provided by the IYBA-SEED Deputy Programme Director Administrative & Finance Manager in Brussels, who is responsible for training and supporting him/her in his/her mission.

This position offers hands-on experience in the operational management of EU-funded international cooperation projects within a multi-country consortium and requires strong organisational skills, reliability, and the ability to work in a multicultural environment, as well as a good command of both English and French.

The main responsibilities will include, but are not limited to:

Financial support

  • Monitoring expenses and supplier invoices, including follow-up, reminders and administrative registration;
  • Collecting supporting accounting documents and preparing files for payment;
  • Supporting the team during audits;
  • Updating, cross-checking and reconciling the project’s transaction list;
  • Preparing monthly accounting reporting packages;
  • Updating the monthly financial report.

Procurement support

  • Evaluation of the administrative eligibility of tenderers;
  • Conducting conformity checks;
  • Supporting the set-up of contracts in the ERP system;
  • Drafting procurement award reports and related documentation.

Logistics support

  • Organising and managing travel in coordination with a travel service provider, including itinerary checks and cost optimisation;
  • Booking air/train tickets, local transport, meeting rooms, hotels and airport-hotel transfers;
  • Preparing mission security clearances;
  • Supporting visa procedures and other administrative formalities prior to travel;
  • Supporting the organisation of project events, missions, seminars and meetings;
  • Managing relations with service providers, including processing and negotiation of quotes, subscription management and invoice control;
  • Monitoring mission-related budgets to ensure control of travel costs;
  • Supporting the day-to-day logistical management of the PMU office, including supplies, consumables and coordination with IT support services.

Administrative support

  • Scheduling and coordinating meetings;
  • Managing administrative coordination, including mail, document circulation and signatures;
  • Indexing, filing and archiving project documents, especially procurement and mission-related documents, on Teams and headquarters servers;
  • Providing general administrative support and formatting working documents;
  • Updating existing dashboards and monitoring tools;
  • Supporting the preparation and organisation of key project events, including Steering Committees and workshops.

Project or context description

Expertise France is the French public international cooperation agency. It designs and implements projects that contribute to the sustainable development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action.

IYBA-SEED “Investing in Young Businesses in Africa – Supporting Entrepreneurial Ecosystem Development” is co-funded by the European Union (DG INTPA), the German Federal Ministry for Economic Cooperation and Development (BMZ), Team France and SlovakAid. It is implemented by a consortium of European development agencies: Expertise France, Enabel, GIZ, SAIDC and SNV. The consortium is led by Expertise France.

IYBA-SEED is part of the Team Europe Initiative “Investing in Young Businesses in Africa” (IYBA). The project supports entrepreneurship ecosystems in sub-Saharan Africa, with a focus on young entrepreneurs and women entrepreneurs.

The project is implemented in five countries: Benin, Kenya, Senegal, South Africa and Togo. It aims to contribute to decent job creation and resilient economies by strengthening entrepreneurship ecosystems and improving access to business development services, both financial and non-financial, for early-stage businesses and entrepreneurs.

IYBA-SEED works across four main components:

  1. Capacity Development and Networks: strengthening and connecting entrepreneurship ecosystem actors and their networks at national and international level;
  2. Business Environment: contributing to policies and regulations that support the creation and growth of young businesses;
  3. Entrepreneurial Culture: promoting an inclusive entrepreneurial culture, with a focus on young people and women;
  4. Knowledge: improving access to lessons learned, tools and good practices on entrepreneurship ecosystem strengthening.

Required profile

Qualifications and experience

  • Master’s degree in accounting, finance, administration, or a related field (profiles in development or political science with relevant experience will also be considered);
  • Previous experience, including internships, in administration, finance, logistics, procurement, project support or international cooperation;
  • Full professional proficiency in English and French is required;
  • Knowledge of EU-funded projects or international cooperation projects would be an asset.

Specific knowledge and skills

  • Good understanding of administrative, financial and logistical processes;
  • Familiarity with travel management tools and platforms would be an asset;
  • Ability to prioritise tasks and manage several deadlines simultaneously;
  • Strong organisational and problem-solving skills;
  • Ability to work under time pressure in a dynamic environment;
  • Good interpersonal and writing skills, including for internal and external communication;
  • Good command of standard office tools; knowledge of ERP systems would be an asset.

The position is based in Brussels within the central Project Management Unit. Occasional travel may be required depending on project needs.

Candidates must meet the eligibility conditions for the VIA/VIE scheme, including nationality, age and administrative requirements, as defined by Business France and in accordance with French law.

  • Be between 18 and 28 years old at the time of registration;
  • Be a French national or a national of a European Economic Area (EEA) country;
  • Be in good standing with national service obligations;
  • Enjoy full civic rights and have a clean criminal record;
  • Meet the physical fitness requirements applicable to the assignment;
  • Not have previously completed a VIE/VIA assignment.
