Mission description

A. OBJECTIVES

The overall objective of the Blue Economy Focal Expert in Cabo Verde is to facilitate the deployment of WASOP activities in the country and ensure close dialogue with Cabo Verdean authorities.

The specific objectives are:

  • Ensure coordination and close dialogue between WASOP and the various Cabo Verdean authorities on ocean and blue economy issues;

  • Support the overall coordination of the programme, particularly in terms of technical synergies across pillars;

  • Contribute to the preparation and deployment of Blue Facility technical assistance missions in Cabo Verde, including:
    (i) facilitating relations with entities submitting technical assistance requests;
    (ii) analysing the relevance of expressions of interest and requests received;
    (iii) preparing and/or technically supervising implemented technical assistance programmes;
    (iv) thematic capitalisation;

  • Ensure dialogue and coordination with beneficiaries and stakeholders involved in technical assistance missions.

B. ORGANISATION

Most of the work will be carried out in person at the WASOP / Expertise France offices in Praia, Cabo Verde.

The Blue Economy Focal Expert in Cabo Verde will produce direct outputs and may be required to provide technical supervision of experts and consulting firms involved in the implementation of technical assistance missions.

The focal expert will report overall to the Head of the Blue Facility.

Estimated mobilisation: approximately 20–30% over the 2026–2028 period.

C. ACTIVITIES AND EXPECTED RESULTS

The activities of the focal expert may include the following (indicative list):

Support to inter-pillar programme coordination

  • Exchange with Cabo Verdean authorities to share WASOP updates and monitor developments among stakeholders in the ocean and blue economy sector;

  • Support coordination of Pillar 2 of the WASOP programme in Cabo Verde, in connection with the other programme pillars, in order to foster synergies, information sharing and consistency of interventions;

  • Participate in programme coordination, governance and technical meetings (Steering Committees, Technical Committees, internal meetings and meetings with partners), particularly on issues related to the sustainable blue economy and inter-pillar complementarities;

  • Contribute to the technical and strategic coherence of the deployment of Pillar 2 activities in Cabo Verde, ensuring alignment with national and regional priorities as well as the overall objectives of the WASOP programme;

  • Inform the programme coordination team of strategic, institutional and operational developments related to the Cabo Verdean context, as well as opportunities for the development of activities and technical assistance.

Support to the deployment of the Blue Facility: reception and analysis stage of technical assistance requests

  • Provide technical support to the Blue Facility in formulating opinions on expressions of interest and requests received in Cabo Verde;

  • Engage with public and private stakeholders involved in the expression of interest/request (sector/country/EU Delegation, etc.).

Support to the deployment of the Blue Facility: preparation stage of technical assistance programmes in Cabo Verde

  • Contribute to the drafting of terms of reference for the expertise to be mobilised (in coordination with the Blue Facility, the requesting entity and potential partners). These elements shall be prepared in close coordination with the requesting entity;

  • Contribute to the drafting of the Support Plan established for each implemented technical assistance request;

  • Participate in the preparation of the mission budget and indicative timeline;

  • Facilitate the identification and mobilisation of expertise, including:

    • sharing profiles of relevant experts/consulting firms;

    • analysing applications/proposals received;

    • reviewing and commenting on proposed methodologies, etc.

Support to the deployment of the Blue Facility: once the technical assistance mission has been launched

  • Propose a technical framework taking into account stakeholders’ needs and constraints;

  • Ensure technical steering and supervision of the mission;

  • Ensure proper technical implementation and report any issues to the Facility secretariat;

  • Ensure quality control of deliverables;

  • Participate in the implementation of the mission where relevant;

  • Participate in technical dialogue with beneficiary stakeholders during key phases of the intervention (scoping, monitoring, co-construction, validation, etc.);

  • Draft a technical capitalisation note on the implementation of the mission. The preparation of a draft version of this note shall be included in the Terms of Reference of the contracted expert;

  • Produce a brief summary / lessons learned note for the Blue Facility Committee;

  • Produce the elements required for WASOP’s monitoring and evaluation system and its updates. These elements will be defined by the WASOP SBE Monitoring & Evaluation Manager.

D. EXPECTED RESULTS

The main expected results are as follows:

  • A close and structured dialogue is established with the competent national authorities on issues related to the preservation of marine and coastal ecosystems, the sustainable and inclusive blue economy, and Cabo Verde’s strategic priorities in these areas. The WASOP – Global Gateway programme is recognised and promoted as a flagship initiative for Cabo Verde and, more broadly, for the West African region;

  • The WASOP programme coordination team has access to updated and strategic information on the main initiatives, institutional dynamics and key actions implemented in Cabo Verde in the field of sustainable oceans and sustainable blue economy. It actively contributes to institutional, strategic and technical dialogue with national authorities, technical and financial partners, and other relevant stakeholders in Cabo Verde;

  • Synergies and complementarities between Pillar 2 and the other pillars of the WASOP programme are strengthened in Cabo Verde;

  • The technical assistance facility is deployed in close interaction with Cabo Verdean national authorities and technical and financial partners, in response to the priority needs identified in the field of sustainable and inclusive blue economy (SIBE).

E. TYPES OF EXPECTED DELIVERABLES

The activities and deliverables described below are not exhaustive. They are intended to define the scope and nature of the envisaged missions, which will subsequently be specified through service orders. Deliverables shall be produced in accordance with WASOP’s graphic charter and the European Union Global Gateway communication guidelines.

  • Institutional dialogue and monitoring notes (meeting notes and minutes of exchanges with national authorities, technical and financial partners, and key stakeholders);

  • Reporting on exchanges with the WASOP coordination teams;

  • Mission reports;

  • Strategy documents (including costed action plans and financing strategies);

  • Terms of reference for complementary expertise;

  • Comments/reviews on methodologies, interim deliverables and strategic documents;

  • Analytical and/or briefing notes;

  • Minutes and coordination notes relating to WASOP inter-pillar coordination;

  • Various contributions to terms of reference, scoping notes and deliverables.

Project or context description

A. WASOP

The WASOP programme, funded by the European Union with a budget of €59 million, aims to support the integrated and sustainable management of marine and coastal resources in West Africa, while promoting inclusive and competitive economic growth. It is aligned with major international priorities, notably the African Union’s Agenda 2063 and the European Union Ocean Pact, both of which recognise the blue economy as a strategic driver for sustainable development.

Structured around three complementary pillars, following an integrated “Seascape” approach, WASOP aims to:

  • Strengthen ocean governance, particularly for sustainable fisheries;
  • Promote a sustainable and inclusive blue economy;
  • Reinforce the preservation of marine and coastal ecosystems, in connection with local communities.

The programme is implemented in 13 coastal West African countries: Benin, Cabo Verde, Côte d’Ivoire, The Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mauritania, Nigeria, Senegal, Sierra Leone and Togo, in partnership with ECOWAS and in collaboration with regional organisations.

Its implementation relies on a strategic partnership between several actors:

  • Expertise France, responsible for the overall coordination through the Blue Hub and for the implementation of Pillar 2;
  • FAO, ICCAT, EFCA, as well as the Sub-Regional Fisheries Commission (SRFC) and the Fishery Committee for the Eastern Central Atlantic (FCWC) for Pillar 1;
  • IUCN for Pillar 3 related to ecosystem conservation.

WASOP contributes to the Global Gateway objective of supporting public-private partnerships for the sustainable management of natural resources and nature-based solutions. At the core of the “Global Gateway 360°” approach — based on connectivity, sustainability and infrastructure development priorities — WASOP mobilises all sectors linked to oceans, seas and coastlines. This includes both offshore activities and land-based operations, in order to ensure a coherent and comprehensive approach.

The WASOP programme was launched in Mindelo, Cabo Verde, in 2025 for a five-year period. The regional coordination office is located in Praia, Cabo Verde.

In this context, Pillar 2 of WASOP, implemented by Expertise France and also responsible for the programme’s overall coordination, mobilises a country expert to facilitate the deployment of activities in Cabo Verde and ensure close dialogue with Cabo Verdean authorities on ocean and blue economy issues. Pillar 2 is also responsible for ensuring coordination among the three WASOP pillars. The expert will contribute to the strategic framing and implementation of activities aimed in particular at facilitating synergies between pillars, monitoring the deployment of the EU seascape approach and supporting the implementation of the Global Gateway partnership.

Finally, the expert will also support the deployment of the Blue Technical Assistance Facility, notably by ensuring close dialogue with Cabo Verdean authorities.

The Blue Facility under the Sustainable Blue Economy pillar of WASOP (“WASOP SBE” – Pillar 2 of WASOP) aims to support the development of a sustainable and inclusive blue economy in West Africa. The Blue Facility deploys a technical assistance mechanism at both national and regional levels in order to:
(i) establish an institutional, regulatory and financial framework conducive to the development of a sustainable blue economy; and
(ii) support sustainable blue economy operations in the region.

This support may cover various areas such as the development of regulatory frameworks, the planning of public policies and strategies, financing tools, preparation of investment projects, integration of sustainability and inclusion issues into national strategies, and the development and promotion of the economic potential of coastal activities and territories.

The first two phases of the successive expert missions relating to blue economy issues in Cabo Verde have helped consolidate WASOP’s presence and positioning among the country’s main institutional, public, private and academic stakeholders. The activities carried out strengthened working relationships with Cabo Verdean partners, improved coordination among stakeholders and identified several cooperation opportunities in sectors linked to the blue economy. This momentum fostered the emergence of concrete collaborations as well as strengthened dialogue with national authorities, local institutions and technical and financial partners present in Cabo Verde.

In this context, the implementation of a third, longer phase appears necessary in order to ensure continuity of the actions undertaken, consolidate the achievements of previous missions and continue providing strategic and operational support to WASOP initiatives in the country, within a framework of sustainable cooperation and long-term partnership strengthening.

Required profile

A. PROFILE SOUGHT

1. Education

Master’s degree or PhD in international relations, sciences, management, or other relevant fields related to the blue economy and/or the sustainable management of ocean resources.

2. Key competencies

The Focal Expert must combine technical expertise, strategic vision, managerial skills and intercultural sensitivity. The role encompasses both technical responsibilities (management and supervision of technical assistance activities) and strategic responsibilities (advocacy for best practices), with a strong multi-stakeholder and multicultural dimension.

The profile sought is that of a senior, generalist and versatile expert, capable of addressing various dimensions of the sustainable and inclusive blue economy (SIBE).

The expert shall notably demonstrate:

  • Strong strategic analysis skills and a sound understanding of the institutional, economic and environmental challenges related to the sustainable blue economy, particularly in Cabo Verde;
  • Excellent coordination, facilitation and multi-stakeholder dialogue management capacities;
  • Ability to identify synergies and foster complementarities between initiatives, partners and programme components;
  • Ability to represent and position the programme with high-level stakeholders, particularly in Cabo Verde;
  • Good understanding of regional and international issues related to ocean governance, marine conservation, sustainable development and innovative financing mechanisms;
  • Strong drafting, synthesis and reporting skills.

3. Professional experience

  • Minimum of 10 years of experience in fields related to the blue economy, sustainable ocean management, entrepreneurship, and public policies related to the blue economy;
  • Very good knowledge of Cabo Verdean authorities and public administration;
  • Very good knowledge of technical and financial partners in Cabo Verde; knowledge of the European Union and cooperation instruments would be considered an asset;
  • Experience with innovative financing mechanisms related to the blue economy would be considered an asset;
  • Experience working with project promoters, economic stakeholders and entrepreneurship ecosystems linked to the blue economy would be considered an asset;
  • Knowledge of relevant European networks and stakeholders related to the blue economy would be considered an asset;
  • Excellent command of French and Portuguese, both written and spoken; proficiency in English would be considered an asset.

Additional information

1. Contractual arrangements

The assignment will extend over a maximum duration of three (03) years. The mission is expected to start in June 2026.

For an individual expert, the Service Provision Contract (SPC) will take the form of a single-award framework agreement, which will be implemented progressively through the issuance of purchase orders.

Estimated mobilisation: approximately 20–30% per year over a three-year period.

3. Selection procedure

Expertise France reserves the right to review applications on a rolling basis upon receipt.

Expertise France will conduct this selection procedure using the Quality-Based Selection (QBS) method.

In this regard, a shortlist of three (03) candidates whose profiles best match the required qualifications, particularly in terms of education, skills and professional experience, will be established. Only shortlisted experts will be contacted for interviews.

Following the interviews, the candidate ranked first will be invited to enter into contractual negotiations. In the event that negotiations with the selected candidate are unsuccessful, Expertise France reserves the right to initiate negotiations with the candidate ranked second, and so on according to the established ranking order.

This selection procedure is conducted in a context of operational urgency. As such, Expertise France reserves the right to review applications on a rolling basis upon receipt and to close the call for applications as soon as a candidate meeting the essential requirements of the profile sought has been definitively selected.
