Mission description

The MMB Head of Project supervises and coordinates the successful implementation of all project activities across the entire project management scope (human resources, administrative and financial management, technical direction). He/She will liaise with all project stakeholders on the ground, define tailored interventions to support government authorities in cooperation with national and international experts, and provide technical and organizational guidance to project partners.

Based in Accra, the Head of Project is a thematic expert with proven experience in coordinating anti-trafficking projects. He/She will play a leading role in both the strategic and operational implementation of the project on the ground, as well as in managing institutional relationship regarding the planning and execution of activities. He/She will play a leading role in steering the joint EF/IOM project, ensuring close coordination, complementarity, and joint monitoring between both project components. He/She will work in synergy and full complementarity with headquarters and other EF projects in the same area of expertise.

The Head of Project ensures the achievement of the contractual objectives agreed upon between the national partners, Expertise France, and the donor. He/She must ensure that all activities required for the smooth execution of the project are implemented in compliance with the established schedule.

Key Responsibilities:

·         Setting up the project team in Accra, handling recruitment, and launching activities;

·         Providing functional management to the teams;

·         Defining the strategic and operational orientations of the project;

·         Developing and fostering a network of partners and international and national thematic experts;

·         Ensuring the coordination, development, monitoring, and evaluation of activities;

·         Ensuring the overall leadership and strategic steering of the joint EF/IOM project;

·         Fostering close coordination and complementarity between the two project components, with a strong emphasis on aligning with the reintegration component;

·         Ensuring compliance with donor-mandated procedures (procurement, contracts, reporting, etc.);

·         Ensuring the implementation of and compliance with the security plan, in coordination with the EF Security Manager;

·         Representing EF to local and government authorities, institutional donors, international organizations, embassies, and civil society partners.

Specific Responsibilities:

·         Identify, implement, and monitor the quality of project activities;

·         Identify needs, draft terms of reference, and recruit project team members with the support of Expertise France teams in Paris;

·         Coordinate and steer project activities, including with the partner IOM;

·         Network with relevant stakeholders in Ghana and potentially within the region, maintaining close working relationships with local administrations, relevant regional and international organizations, and civil society organizations;

·         Represent the project in national and international technical meetings;

·         Ensure regular, high-quality drafting of project activity reports, as well as the monthly reporting required at the agency level;

·         Organize and prepare project/consortium governance meetings and committees (steering committee, technical committee, etc.);

·         Maintain close relations with Expertise France headquarters, ensuring regular information sharing. Liaise with Expertise France's cross-cutting departments as needed (legal affairs, financial affairs, communication);

·         Ensure the project's complementarity with other local and national initiatives on the topic and develop synergies;

·         Draft interim and final activity reports (narrative and financial) according to contractual deadlines and terms. Oversee part of the writing and the comprehensive consolidation of sections written by the project team and partners, ensuring quality control of the finalized report before submission to headquarters for validation;

·         Manage relations with the donor (European Union), in coordination with headquarters;

·         Adjust the technical proposal, including the logical framework and the project's theory of change, based on data collected during the inception phase.

Operational and Strategic Management:

·         Define the strategic and operational orientations of the project in consultation with all parties, including IOM, while respecting the contractual framework;

·         Drive and lead the work within the project team to ensure that strategic project orientations are properly translated into operational actions by the team;

·         Supervise and coordinate the implementation of activities related to the various expected results, in close collaboration with the mobilized technical experts;

·         Incorporate and apply headquarters procedures (missions, security, operational and financial monitoring tools, etc.);

·         Participate in and guide the team through the scoping (drafting of ToRs) and management of short-term and intermittent expertise missions. In this capacity, develop a network of international and national partners and thematic experts (French local authorities, public and private experts, NGOs, etc.) in coordination with headquarters;

·         Ensure quality control of deliverables produced under the project;

·         Guarantee the setup of the monitoring and evaluation framework at the project launch, working closely with the Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer. Throughout the project, utilize this framework as a decision-making tool for project management and for conducting mid-term and final external project evaluations, while supervising the service provider's mission;

·         Responsible for collecting, drafting, and formatting project monitoring components (records of decisions, dashboards, etc.) during internal EF reporting exercises;

·         Provide line management to the field team contributing to the achievement of the project’s specific and cross-cutting results;

·         Make every effort to encourage and embed teamwork dynamics and ensure a fluid flow of information.

Administrative and Financial Management:

·         Work in close collaboration with the Administrative and Financial Manager of the Ghana EF Office;

·         Ensure consistency between budget planning and operational planning;

·         Take responsibility for internal EF monthly budget exercises, with the support of the entire project team;

·         Ensure that components required for proper project monitoring are updated on time (expenditure forecasts, procurement plans, procurement tracking tables, donor audit/reporting monitoring schedules, etc.);

·         Ensure that the Ghana EF Office has the necessary inputs for Expertise France's internal reporting (financial monitoring, forecasts, and budget closures) and external financial reporting intended for the donor;

·         Contribute to compliance with procedures imposed by the donor and Expertise France (expenditure eligibility rules, purchasing, procurement, grants, reporting, etc.).

Project or context description

The Sub-Saharan region, particularly West Africa, is characterized by cross-border and circular mobility, within which Ghana occupies a unique, multidimensional position as a country of origin, transit, and destination. Driven by economic and environmental disparities, many young Ghanaians take high-risk routes, such as the Central Mediterranean Route through the Sahara and Libya - a journey that directly exposes them to severe dangers such as violence, exploitation, and human trafficking networks.

Building on previous projects and experience in the area, the project Managing Migration Better in Ghana, run by Expertise France in consortium with the International Organization for Migration (IOM) and funded by the European Union, has the general objective to improve the sustainability of the migration management systems in Ghana, while placing the national ownership of these systems and migrants’ rights at the center.

With an estimated launch mid-2026 for a 4-year duration, the project will be structured around two specific objectives:

1.       Transition towards an effective and inclusive nationally owned referral systems for returnees, with a particular attention to women, children and young people, and enhance social cohesion measures in receiving communities.

2.       Strengthen prevention and combat trafficking in human beings and smuggling of migrants, as well as protect and assist victims of trafficking and smuggled migrants with a particular attention to women, children and young people.

Required profile

The candidate must possess the following expertise and skills:

·         Advanced university degree in international cooperation, development, international law, public policy, political science, or any other relevant discipline;

·         Proven experience (at least 7 years) in managing international cooperation and/or technical assistance projects in the field of trafficking in human beings (knowledge of establishing logical frameworks, scheduling, budgeting, procurement, operational frameworks, risk analysis, etc.);

·         Prior experience as a Project Manager or Team Leader in steering projects related to the theme of "trafficking in human beings";

·         Knowledge of migration stakeholders;

·         Knowledge of the sector and stakeholders involved in combating trafficking in human beings in Ghana and in the Gulf of Guinea;

·         Knowledge of smuggling of migrants is desirable

·         Ability to develop long-term strategic objectives and distinct milestones to achieve goals;

·         Excellent command of European Union project management regulations;

·         Experience working with high-level international officials (ministers, institutional heads, etc.);

·         Excellent level of spoken and written French and English;

·         Excellent drafting and reporting skills in French and English (writing technical, strategic, or activity reports related to project execution, drafting briefing notes or information articles);

·         Strong sense of diplomacy, public, and political relations;

·         Ability to work under pressure and manage a team.

·         Must have the legal right to work in Ghana.
