Mission description

The EF Team Leader will be based in Kyiv to ensure the coordination, management, and implementation of activities carried out by Expertise France within the framework of the EU4PFM III – Public Finance Management Support Program for Ukraine .

Under the supervision of the Expertise France country office and headquarters, the Project Manager will oversee the strategic, operational, administrative, and partnership management of activities under Component 5 of the program, dedicated to public financial control, external audit, and the strengthening of parliamentary oversight.

The program is implemented through a multi-partner consortium led by the Central Project Management Agency (CPVA, Lithuania) , which serves as the lead partner under the Multi-Partner Contribution Agreement (MPCA). Expertise France acts as an implementing partner for selected activities under Component 5, particularly those related to strengthening the capacities of the Accounting Chamber of Ukraine (ACU) and the State Audit Service (SAS) .

The Team Leader will play a central role in coordinating technical assistance activities, mobilizing international expertise, maintaining dialogue with Ukrainian and European institutional partners, and monitoring results and the quality of project deliverables.

The Team Leader / Expert will be responsible for the following tasks:

  • Coordinating and managing all activities implemented by Expertise France under Component 5 of the EU4PFM III programme;
  • Providing strategic and technical support to the State Audit Service (SAS) and beneficiary institutions on issues related to public financial control, external audit, and the protection of the European Union's financial interests;
  • Coordinating relations with Ukrainian institutional partners, donors, and consortium partners, particularly CPVA;
  • Contributing to operational planning and the development of annual work plans;
  • Drafting and supervising Terms of Reference for expert missions;
  • Supervising international and national experts mobilized within the project;
  • Managing and coordinating the project team based in Kyiv;
  • Preparing and updating management, operational monitoring, and reporting tools;
  • Monitoring the project budget and finances in coordination with support teams and Expertise France procedures;
  • Monitoring project indicators, results, and activities in coordination with monitoring and evaluation teams;
  • Ensuring the quality of deliverables and technically validating project outputs;
  • Organizing, participating in, and representing Expertise France at coordination meetings, steering committees, and working groups;
  • Coordinating project communication and visibility activities;
  • Contributing to internal Expertise France reporting and donor reporting;
  • Supporting the translation and proofreading of technical and institutional documents when necessary;
  • Conducting contextual and institutional monitoring regarding public finance management reforms in Ukraine and the European Union accession process;

Responsibilities may evolve depending on project development and priorities defined with institutional partners and the European Union.

Project or context description

The EU4PFM III – Public Finance Management Support Program for Ukraine is part of the Ukraine Facility and aims to support public finance management reforms in Ukraine within the context of the country's European Union accession process and the continuation of Russia's war of aggression.

The programme, with a budget of €25 million over 36 months, is implemented by a consortium composed of CPVA (Lithuania), Expertise France, and the Solidarity Fund PL. It covers five components related to budget planning, public procurement, revenue collection, public finance governance, and public financial control.

The overall objective of the programme is to strengthen public finance management in Ukraine in order to improve transparency, accountability, efficiency of public spending, and the country’s gradual alignment with the EU acquis communautaire.

Expertise France is specifically involved in Component 5, “Public Financial Controls, External Audit and Parliamentary Oversight,” which aims to:

  • Strengthen the capacities of the Accounting Chamber of Ukraine (ACU) in external auditing in accordance with ISSAI standards;
  • Strengthen the institutional, legal, and professional capacities of the State Audit Service (SAS);
  • Improve public financial control systems and the protection of the European Union’s financial interests;
  • Support the strengthening of parliamentary oversight of audit results.

Within this framework, Expertise France notably leads the following activities:

  • Developing ISSAI-compliant audit approaches for local public finances;
  • Supporting the development of audit capacities for IT systems and processes;
  • Strengthening the legal and regulatory framework of the SAS;
  • Improving financial inspection, public audit, and public procurement control functions;
  • Developing the SAS’s institutional, IT, training, and communication capacities.

Required profile

  • Relevant university degree related to the position (political science, public finance, auditing, project management, international cooperation, public administration, or another relevant field);
  • At least 5 to 10 years of previous experience managing international cooperation projects;
  • Excellent knowledge of public financial control systems, external auditing, and public finance management;
  • Proven experience in public auditing, public finance oversight, or supreme audit institutions;
  • Good knowledge of international auditing standards (ISSAI, INTOSAI, internal control, performance audit, financial audit, etc.);
  • Previous experience implementing projects funded by the European Union or other international donors;
  • Knowledge of issues related to the European Union accession process and regulatory alignment;
  • Excellent institutional coordination and partnership management skills;
  • Experience managing teams and supervising international experts;
  • Strong command of project cycle management tools and methodologies;
  • Ability to adapt, anticipate, and organize work in a complex environment;
  • Excellent writing, analytical, and synthesis skills;
  • Diplomatic skills, autonomy, and initiative;
  • Excellent command of French and English, both spoken and written; knowledge of Ukrainian would be an asset;
  • Very good command of office and collaborative tools (Word, Excel, PowerPoint, Teams, collaborative platforms, etc.).
