Mission description

Mission Description

The Component Coordinators – EU4SOEs will coordinate and support the implementation of project activities for each Project Component: i) privatization & liquidation, ii) Corporate Governance & SOE monitoring.

The Component Coordinators will work under the supervision of the Project Team Leader and in close collaboration with Key International and National experts. They will engage on a daily basis with the project experts’ pool, the project beneficiaries & partners, and Expertise France internal team.

This role requires project management experience, strong coordination skills, a thorough understanding of the SOE governance sector in Ukraine would be considered as advantage. The successful candidates will be proactive, well-organized, and able to contribute to the delivery of high-quality programme outcomes.

Main Tasks and Activities

  • Project Coordination:
    Ensure the execution of project activities in the Component based on the work plan, coordinate implementation schedules, accomplishment of tasks in line with project objectives, and ensure timely delivery of results.
  • Stakeholder Engagement:
    Maintain regular external communication and ensure constant engagement with the beneficiaries, international partners, and contractors. Animate and coordinate internal communication within the Component and Project with the experts and the Expertise France internal team. Organize and attend coordination meetings, prepare meeting memos  and follow up on action points to strengthen cooperation.
  • Documentation and Reporting:
    Draft and edit activity plans, terms of reference, and internal or donor reports. Coordinate the collection of technical inputs from the experts. Maintain component documentation on shared project platform. Ensure all documents are accurate, clear, and aligned with programme objectives and compliance standards.
  • Operational Support:
    Prepare procurement documentation, facilitate & verify expenditures, and support financial reporting and budgeting procedures in coordination with the Project Support Unit (USP). . Ensure compliance with procurement rules and eligibility requirements set by the donor and Expertise France.
  • Event Organization:
    Lead the organization of workshops, meetings, trainings and public events in collaboration with the support team. Coordinate the technical inputs, prepare agendas, coordinate logistics, manage participants, and ensure the timely availability of materials and documentation.
  • Communication:
    Collaborate with the USP’s Communications Officer to raise awareness about project achievements. Draft content for online platforms and publications, prepare and format updates and presentations for stakeholders, and document key outcomes and success stories.
  • Monitoring and Evaluation:
    Together with the MEAL Coordinator , he/she will monitor project activities against defined indicators and timelines. Collect and verify data, maintain tracking tools, and support the preparation of monitoring reports and performance assessments.
  • Expert missions:Provide support for the organisation and implementation of expert missions, both remote and on-site. This shall include the preparation of expert contracts, communication and coordination with experts, follow-up on the implementation of assignments, ensuring timely submission of reports and related deliverables and preparation of payment documents. The travel logistics coordination in close contact with the logistic team will ensure smooth organization of the field missions.
  • Other Duties:
    Carry out additional tasks assigned by the Project Team Leader to support smooth project implementation and responsive programme management in each component.

The agency develops and implements projects that sustainably strengthen public policies in low- and middle-income countries. Expertise France intervenes in key areas of sustainable development such as climate, health and education, and contributes alongside its partners to the realization of the 2030 Agenda.

Expertise France in Ukraine
Ukraine is a long-standing partner of Expertise France, which has been present in the country since 2006, mainly through European technical cooperation programmes and bilateral technical cooperation projects. Expertise France’s activities span across 7 thematic areas, including Rule of Law, Local Governance, Economic Governance and others.

EU4SOEs
The EU4SOEs program, financed by the European Union and the French Ministry of Europe and Foreign Affairs supports the transformative agenda on the Governance of State Owned Enterprises and its alignment with EU acquis, international standards and best practices. Expertise France assists both the State Property Fund of Ukraine and the Ministry of Economy, Environment and Agriculture of Ukraine to improve their capacities regarding the i) design of the governance & privatization policies, ii) their implementation and iii) the control, oversight and monitoring of the State Owned assets. The project will provide technical assistance under the form of expertise, procurement of goods & services and capacity building. In this context, two Project Coordinators will ensure the implementation of the project activities.

Required profile

Qualifications and Experience:

  • Bachelor’s or Master’s degree in Law, Business Administration, Economics and Finances or a related discipline.
  • Minimum 5 years of relevant work experience in project management or coordination in international development or public policy projects.
  • Experience working with international organizations, donor-funded programmes, or public institutions in Ukraine is required.
  • Prior experience in the corporate governance & privatization of SOEs is an advantage.
  • Excellent drafting and reporting skills.
  • Fluency in English and Ukrainian (written and spoken); knowledge of French is an asset.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
