Mission description

The Public Diplomacy and Communication Officers will be required to perform the following tasks under the supervision of the Team Leader and their Deputy:

·    Design and implement outreach actions and activities with regards to progress of Ukraine's justice sector reform , targeting bot h Ukrainian and EU stakeholders ;

·   Further than merely reinforcing visibility, the Public Diplomacy and Communication Officer will foster engagement of Ukrainian citizens and the broad public on topics of Justice sector reform and EU accession to bolster support for the Pravo Justice IV program actions and objectives;

·         Liaise with the European Union Delegation (EUD) in matters of public outreach to coordinate approaches;

·      Assist Key Experts in engaging with both European and Ukrainian legal professions stakeholders and justice institutions alike, to foster the development of community of practices, and strengthen EU integration of Ukraine's justice actors;

·       Coordinate with the PSU (Project Support Unit, administrative unit of EF office in Kyiv) to integrate the project outreach campaign within the wider EF in Ukraine communication policy;

·         Develop and implement communications strategy and plan, in line with the action programming documents and donor regulations;

·     Support program pillars in preparation and delivery of component-specific communication or awareness-raising activities envisaged by the program Work Plan;

·       Oversee short-term experts and service providers contracted for communication purposes, ensure high quality of communication content; 

·     Prepare and edit media- and communications materials (interviews, articles, newsletters, infographics etc.), both in Ukrainian and English, for their further publication and dissemination;

·         Manage program website and social media, ensure timely publication of documents and information.

Project or context description

The Powering Ukraine's justice sector for EU accession and accountability (Pravo-Justice IV) Program , implemented by Expertise France (EF) with funding from the European Union and the French Ministry of European and Foreign Affairs , accompanies Ukrainian authorities in the process of comprehensive justice sector reform. Pravo-Justice IV is envisaged to build on the results achieved by the predecessor project s (Pravo - Justice I; II & III ) which , since 2017, have supported an ambitious sectoral reform agenda. Building on these achievements, Pravo Justice IV will follow two intertwined specific objectives: to support the EU accession process by aligning the Ukrainian justice system to EU standards , and to support relevant law enforcement and justice actors involved in the investigation, prosecution and adjudication of core international crimes. This latter point is aimed at fostering efficient procedures in line with European and international standards and contribute to closing the impunity gap through proper coordination and international cooperation .

 

Pravo-Justice IV is organized alongside two pillars: to support and strengthen justice institutions and other national stakeholders and implement fully the Rule of Law Roadmap to match EU standards and ensure the approximation of the acquis in the justice sector (Pillar 1), and to ensure accountability for core international crimes through promotion and harmonization of national prosecutions and support to the law enforcement, prosecutorial and judicial institutions (Pillar 2).

Required profile

Key Experts will have:

·         University degree in communications, political sciences, public information, international relations or a related field;

·     At least 5 years of professional experience in media, journalism, advocacy, public communications and marketing, or in closely related external relations contexts. Experience in communications on the justice sector reform in Ukraine would be considered an advantage;

·         At least one successful experience designing and implementing communication and/or public diplomacy activities in relations to institutional reforms;

·         At least one successful previous experience in communication and/or public diplomacy within the justice sector;

·         Previous experience for international cooperation program would be an asset;  

·         Outstanding writing, editing and social media skills;

·         Excellent written and spoken English. Fluency in Ukrainian.
