The Pravo Justice IV programme is recruiting four (4) Project Officers to join the Pravo Justice IV project team. Three (3) of these positions will join the Pillar 1 team while one (1) will join the Pillar 2 team.
Expected inputs
The PO will perform the following key duties, in close co-operation with the pillar team and the PSU (Project Support Unit, administrative unit of EF office in Kyiv) in accordance with Expertise France procedures, guidelines and rules, with a concern for quality, efficiency, accuracy and confidentiality:
· Support the day-to-day planning, organisation, co-ordination, and implementation and monitoring of their thematic unit activities, ensure that all necessary financial and administrative procedures are conducted and completed in a timely manner and in accordance with donor regulations and internal rules and procedures;
· Ensure proper planning of procurements processes coordinating with Heads of Pillars;
· Ensure proper following of each Standard Operating Procedure coordinating with the Operational Manager;
· Provide operational support to short-term and mid-term Key Experts;
· Proactively plan and support unit events, ensuring all contractual, logistical and financial arrangements are in place;
· Oversee engagement of service provider companies for the organisation of unit events, conduct initial verification of financial documentation;
· Oversee the budget and track spending of the thematic unit and report to the team, Head of Pillar and to the Project leadership;
· Ensure the administrative, financial and contractual management and oversight of short-term expert missions;
· Liaising with Project Assistants and the PSU, organise missions for experts in Ukraine or abroad;
· In coordination with the Project Assistants, liaise between EF, USP, programme team, short-term and mid-term experts on financial, administrative and logistical matters;
· Perform other tasks at the request of the Pillar Head or Project leadership.
The Powering Ukraine’s justice sector for EU accession and accountability (Pravo-Justice IV) Programme, implemented by Expertise France (EF) with funding from the European Union and the French Ministry of European and Foreign Affairs accompanies Ukrainian authorities in the process of comprehensive justice sector reform. Pravo-Justice IV is envisaged to build on the results achieved by the predecessor projects (Pravo - Justice I; II & III) which, since 2017, have supported an ambitious sectoral reform agenda. Building on these achievements, Pravo Justice IV will follow two intertwined specific objectives: to support the EU accession process by aligning the Ukrainian justice system to EU standards, and to support relevant law enforcement and justice actors involved in the investigation, prosecution and adjudication of core international crimes. That latter point is aimed at fostering efficient procedures in line with European and international standards and contribute to closing the impunity gap through proper coordination and international cooperation.
Pravo-Justice IV is organized alongside two pillars: to support and strengthen justice institutions and other national stakeholders and implement fully the Rule of Law Roadmap to match EU standards and ensure the approximation of the acquis in the justice sector (Pillar 1), and to ensure accountability for core international crimes through promotion and harmonization of national prosecutions and support to the law enforcement, prosecutorial and judicial institutions (Pillar 2).
The Project Officer will have:
· Bachelor degree in any of the following field (Project Management, Public Administration, International Relations, Law, Political Science, Business Administration / Management, European Affairs / EU Project Management)
· At least one year of project management experience, preferably within the context of a technical assistance project;
· At least one year of experience supporting logistics and event management in a fast-paced environment;
· Strong budget tracking and budget analysis skills (proficiency in Excel required);
· Proficiency in Microsoft Office suite (Word, Excel, PowerPoint, etc.);
· High degree of organization and ability to multitask ;
· Fluency in written and spoken English and Ukrainian.
