Mission description

Expertise France seeks the services of a Head of the Pillar 1, for the EU-funded Project” Powering Ukraine’s justice sector for EU accession and accountability (Pravo Justice IV)”. Based in Kyiv, the Head of Pillar will steer and manage Project activities aimed at supporting and strengthening justice institutions and other national stakeholders in the implementation of the RoL Roamap.to match the EU standards and ensure the approximation of the acquis in the justice sector. 

The interventions of the programme will focus on the following objectives:

Specific objective 1: Support the EU accession process by aligning the Ukrainian justice system to EU standards (independence, efficiency, quality integrity, transparency, access). (Pillar 1)

Specific objective 2: Support relevant law enforcement and justice actors involved in the investigation, prosecution and adjudication of core international crimes, foster efficient procedures in line with European and international standards and contribute to closing the impunity gap through proper coordination and international cooperation

As the Operational Manager/Deputy Team Leader, the expert will be required to perform the following tasks under the supervision of the Project Team Leader: (Pillar 2)

 

As the Operational Manager/Deputy Team Leader, the expert will be required to perform the following tasks under the supervision of the Project Team Leader:

A. Operational Management and Coordination

  • Support the Team Leader in the overall operational management of the programme;
  • Ensure the proper implementation and follow-up of agency operational processes and procedures in coordination with the Project Support Unit (PSU);
  • In coordination with the Team Leader: prepare, organise and participate in the programme’s governance bodies;
  • Monitor operational performance and identify areas for process improvement and increased efficiency;
  • Facilitate coordination between technical, operational, administrative, and support teams;
  • Ensure timely follow-up on operational action plans, deliverables, and deadlines;
  • Support risk identification and mitigation related to operational implementation;
  • Act as focal point for programme matters in the absence of the Team Leader. 

B. Workflow and SOP Development

  • Establish and maintain internal workflows to support efficient project implementation;
  • Develop, update, and monitor Standard Operating Procedures (SOPs) in line with agency requirements and project needs;
  • Ensure dissemination and consistent application of SOPs across the team;
  • Support continuous improvement initiatives to optimize operational processes;
  • Maintain operational documentation and filing systems. 

C. Administrative and Human Resources Management

  • Support the administrative management of the programme team in coordination with the Team Leader and PSU;
  • Coordinate HR-related processes including onboarding, leave tracking, staffing follow-up, performance monitoring, and timesheet management;
  • Ensure compliance with agency administrative and HR policies and procedures;
  • Support workforce planning and allocation of operational resources;
  • Contribute to maintaining a positive and productive team-working environment;
  • Coordinate logistical and administrative support required for project implementation. 

D. Reporting and Planning

  • Coordinate agency reporting requirements, ensure timely submission of internal reporting exercises, and support the Team leader in timely delivery of donor reports;
  • Consolidate operational data and inputs from various teams for reporting purposes;
  • Support preparation of periodic progress reports, dashboards, and management updates;
  • Develop and monitor reporting schedules and planning calendars;
  • Ensure quality control and consistency of reporting outputs. 

E. Budget Planning and Monitoring

  • Support budget planning processes in coordination with finance and the Team Leader;
  • Monitor operational expenditures against approved budgets;
  • Assist in budget forecasting, tracking, and variance analysis;
  • Ensure operational activities are implemented within budgetary constraints;
  • Contribute to financial reporting and budget monitoring tools. 

F. Compliance and Quality Assurance

  • Ensure adherence to agency policies, procedures, and compliance requirements;
  • Support internal audits, reviews, and operational assessments;
  • Monitor implementation quality and recommend corrective actions where needed;
  • Promote accountability, transparency, and operational best practices.

Carry out any other tasks requested by the Team Leader or EF.

Project or context description

The Powering Ukraine’s justice sector for EU accession (Pravo-Justice IV) programme, implemented by Expertise France (EF) with funding from the European Union and French Ministry of European and Foreign Affairs, accompanies Ukrainian authorities in the process of comprehensive justice sector reform and their structuration of their fight against impunity when it comes to core international crimes. Pravo-Justice IV is envisaged to build on the results achieved by the predecessor projects (Pravo - Justice I, II&III) who, since 2017, have supported an ambitious sectoral reform agenda. Pravo-Justice IV is organized alongside two specific objectives: support the EU accession process by aligning the Ukrainian justice system to EU standards (independence, efficiency, quality integrity, transparency, access) (Pillar 1) and Support relevant law enforcement and justice actors involved in the investigation, prosecution and adjudication of core international crimes, foster efficient procedures in line with European and international standards and contribute to closing the impunity gap through proper coordination and international cooperation ( Pillar 2)

Required profile

The Operational Manger/Deputy Team Leader:

  •         Advanced university degree in Business Administration, Project Management, Public Administration, Operations Management, Human Resources, Finance, or a related field.
  •         Minimum 10 years of relevant professional experience in operational management, project coordination, administration, or programme support.
  •         Proven experience in workflow management, SOP development, and operational process improvement.
  •         Fluency in spoken and written English and Ukrainian.
  •         Experience in budget planning and financial monitoring.
  •         Experience in administrative and HR coordination.
  •         Experience working with donor-funded projects or international agencies is an asset.

  •         Ability to manage multiple priorities and deadlines.
  •         Strong analytical and reporting skills.
  •         Good understanding of administrative, financial and HR processes.

  •         Proficiency in MS Office and project management/reporting tools.
  • Ability to work effectively in multicultural and multidisciplinary environments
