Mission description

Expertise France seeks the services of a Head of the Pillar 2, for the EU-funded Programme ” Powering Ukraine’s justice sector for EU accession and accountability (Pravo Justice IV)”. Based in Kyiv, the Head of Pillar will steer and manage Project activities aimed at supporting the institutions involved in the chain of investigation, prosecution and adjudication of core international crimes with the objective to foster efficient procedures in line with European and international standards and contribute to closing the impunity gap through proper coordination and international cooperation.  

 

The interventions of the programme will focus on the following objectives:

Specific objective 1: Support the EU accession process by aligning the Ukrainian justice system to EU standards (independence, efficiency, quality integrity, transparency, access). (Pillar 1)

Specific objective 2: Support relevant law enforcement and justice actors involved in the investigation, prosecution and adjudication of core international crimes, foster efficient procedures in line with European and international standards and contribute to closing the impunity gap through proper coordination and international cooperation

As the Operational Manager/Deputy Team Leader, the expert will be required to perform the following tasks under the supervision of the Project Team Leader: (Pillar 2) 

 

As Head of the Pillar, the expert will be required to perform the following tasks under the supervision of the programme Team Leader:

  •         Plan, steer, and manage implementation of all Pillar activities in accordance with the programme workplan and logframe, needs of beneficiaries, and Expertise France rules and procedures;
  •       Proactively identify, prevent and mitigate the risks related to Pillar implementation, alert programme leadership to significant issues with respect to programme implementation;
  •        Ensure regular and ad hoc reporting of the Pillar this includes:  contributing to updating programme tools such as the programme management tool, participating in steering committees, represent the programme alongside the team leader;
  •           Ensure good liaison and coordination of interventions with the other Pillar of the Project;
  •         Ensure good circulation of information with the Team Leader and their Deputy regarding the implementation of the activities, budget consumption and any other topic that will require overall programme coordination;
  •          Manage the Pillar team by way of delegating responsibilities and tasks, providing advice, capacity building and feedback on performance;
  •        Coordinate and oversee mid-term and short-term international and national experts, ensure the quality , adequacy, promptitude of deliverables produced by the experts;
  •          Establish and maintain regular coordination with beneficiaries to ensure the suitability of the action with their needs;
  •         Establish and maintain regular coordination with external partners (donors, other projects implementers, French embassy, EUD and other EF projects) in order to establish synergies and complementarity of actions;
  •        Ensure proper visibility and communication of Pillar related activities, in coordination and cooperation with the Public Diplomacy Officers;
  •         Carry out any other programme-related task requested by EF / the team leader.

Project or context description

The Powering Ukraine’s justice sector for EU accession (Pravo-Justice IV) programme, implemented by Expertise France (EF) with funding from the European Union and the French Ministry of European and Foreign Affairs, accompanies Ukrainian authorities in the process of comprehensive justice sector reform and their structuration of their fight against impunity when it comes to core international crimes. Pravo-Justice IV is envisaged to build on the results achieved by the predecessor projects (Pravo - Justice I, II&III) who, since 2017, have supported an ambitious sectoral reform agenda. Pravo-Justice IV is organized alongside two specific objectives: support the EU accession process by aligning the Ukrainian justice system to EU standards (independence, efficiency, quality integrity, transparency, access) (Pillar 1) and Support relevant law enforcement and justice actors involved in the investigation, prosecution and adjudication of core international crimes, foster efficient procedures in line with European and international standards and contribute to closing the impunity gap through proper coordination and international cooperation ( Pillar 2)

Required profile

The Head of the Pillar will have:

 

  •         An advanced Law Degree (Masters or PhD) from an accredited law school;
  •         At least 20 years of professional experience in public affairs, with at least 10 years of experience as a professional in international humanitarian law;
  •         Demonstrated experience in policy making/steering;
  •         Experience with technical assistance projects funded by the European Union or other international donors;
  •         Demonstrated experience working in Ukraine would be preferred;
  •         Fluency in written and spoken English. Fluency or understanding of Ukrainian will be considered an advantage;
  •         Demonstrated experience in project management. Experience at the senior level would be preferred;
  •         Previous executive position within a European Union / MS public administration/institution would be an asset.
