Mission description

In this context, Expertise France (EF) is recruiting a Deputy Team Leader for a 33-month mission based in Kyiv Under the supervision of the Project Team Leader, the Deputy Team Leader will be responsible for coordinating with local partners and supporting the Team Leader in the day-to-day management of the project. He/she will facilitate communication and collaboration with local partners, ensure the implementation of activities and support expert missions, monitor progress and reporting, and contribute to the preparation and review of project documentation. In addition, he/she will ensure that activities meet quality standards and established deadlines. The Deputy Team Leader will also ensure the budgetary and financial follow-up of the project, monitor indicators and results, coordinate translation of project documents, and replace the Team Leader during periods of absence.

Specifically, the Deputy Team Leader is responsible for four distinct functions on the project:

• Support for steering, coordination and operational implementation of activities;

• Participation in planning exercises and financial monitoring;

• Monitoring of project indicators, results and reporting;

• Representation with the project’s stakeholders.

1. Steering, coordination and operational implementation of activities:

  • Support the Team Leader on a day-to-day basis in implementing the project and carrying out the programme of activities;
  • Participate in the identification of necessary resources (experts, service providers, etc.) in line with the project work plan;
  • Support the coordination of the activities of the short-term expertise mobilised and elaborate the terms of reference for their missions;
  • Manage the contractual aspects of the project in liaison with the Project Support Unit (PSU) in Kyiv;
  • Participate in EF headquarters supervision missions, meetings with technical and financial partners, and expert missions;
  • Support the Team Leader in drafting project technical and activity reports;
  • Ensure quality control of project deliverables;
  • Ensure the translation and linguistic review of project documents where necessary;
  • Replace the Team Leader during periods of absence and ensure continuity of project implementation and coordination.

2. Steering of planning exercises and financial monitoring

  • Participate in the framing of the project's strategic orientations and in the annual and quarterly planning of activities with the Team Leader and the Project Manager based at EF headquarters;
  • Contribute to the preparation of all documents required for major operational and financial deadlines, in close collaboration with the PSU and the headquarters-based Project Manager;
  • Ensure regular budgetary and financial monitoring of the project, including follow-up of expenditures, forecasts and budget execution in coordination with the PSU and headquarters.

3. Monitoring of project indicators, results and reporting

  • Monitor the implementation of the project logical framework, indicators and expected results;
  • Collect, consolidate and analyse project data to ensure accurate monitoring of outputs and outcomes;
  • Contribute to the preparation of monitoring tools, progress reports and reporting documents for EF and donors;
  • Ensure proper archiving and follow-up of supporting documents related to project implementation and results.

4. Representation with the project’s stakeholders

  • Represent EF alongside the Team Leader on Steering Committees;
  • Participate in and report on meetings with project partners;
  • Liaise with service providers where necessary.

Any other tasks required for the project.

Project or context description

Conjointly with CPVA (Centrine projektu valdymo agentura) the Lithuanian international technical cooperation operator and Polish Solidarity Fund, Expertise France is implementing the project EU4PFM III.

The project’s overall objective is to improve the public finance management in Ukraine and to support Ukraine’s progressive alignment to the EU acquis and its overall EU integration efforts with a view to future EU membership. Specifically, this includes supporting relevant national institutions in improving budget preparation, implementation, and public internal financial control; advancing the development of Ukraine’s public procurement system; further modernizing an efficient and fair revenue collection system; strengthening the organizational capacities of key PFM institutions; supporting the Acounting Chamber of Ukaine (ACU) in becoming a fully autonomous, professional, and ISSAI-compliant Supreme Audit Institution; reinforcing the legal, institutional, and professional capacity of the State Audit Service (SAS); and enhancing Parliamentary oversight.

The project will be organised around 5 components:

-            Component 1. Budget planning, budget implementation and public internal financial control

-            Component 2. Public Procurement

-            Component 3. Revenue collection system

-            Component 4. Horizontal functions and governance

-            Component 5. Public financial controls, external audit and Parliamentary oversight

 

Expertise France will implement their activities in Component 5.

The action of Expertise France in the framework of this project will focus on the strengthened legal, institutional, and professional capacity of the SAS to ensure effective public financial control and protection of EU financial interests in line with international and EU standards. Expertise France will also jointly work with CPVA on the Strengthened external audit capacities in line with ISSAI and international standards.

Required profile

Qualifications and skills:

  •         University degree in business administration, law, economics, finance or another related field;
  •         Sound command of written and oral English. Fluency in Ukrainian; Knowledge of French will be considered an advantage.
  •         Strong facilitation and communication (written and oral) skills, ability to communicate effectively at all levels;
  •         Proactive, results-driven approach, proven track record in project management, and in delivering results.
  •         Minimum 5 years of professional experience in the area of project management
  •         Experience in PFM reform and/or external audit will be considered an advantage
  • Work experience in international cooperation projects
