Project or context description

        II.            Mission description:

In this context, Expertise France is recruiting a Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to ensure the establishment and quality of MEAL system to ensure systematic and effective collection, analysis and use of project M&E information for the INSC Africa project, to conduct a midterm and final project's evaluation and to realise the project's capitalization.

The mission is focus on one project. The MEAL Officer is responsible for managing and implementing the projects’ monitoring, evaluation, and learning systems. He/she ensures the systematic, reliable, and effective collection, analysis, and use of data to support project management, accountability, and learning.

Expected results are detailed below :

  • An M&E system that ensures effective application of the MEL plan, ensuring in particular: 1. Data collection using tools adapted to the activity type; 2. Compliance with Expertise France standards and contractual requirements;
  • Training and support the stakeholders on M&E and tools developed to facilitate ownership of the project's M&E system
  • Implementation of the MEL plan
  • Reliable and timely project monitoring and analysis data to inform decisions and accountability
  • Reporting and communications materials adapted to propomote knowledge sharing
  • Midterm and final project's evaluations
  • Capitalization of the project

 

Projects description 

This project of 48 months duration is designed to focus on strengthening the regulatory capacities for nuclear energy and radiation protection in six African countries: Egypt, Ghana, Kenya, Morocco, Nigeria and South Africa. This pilot project ensure to develop bilateral cooperation and contributes to the regional impact on nuclear safety and radiation protection including radioactive waste management and emergency preparedness.
The cooperation with the beneficiary countries shall be carried out in accordance with the highest standards and best practices used in the EU enhancing and strengthening the nuclear safety, radiation protection and emergency preparedness of the partners.  This rolling project is designed to develop bilateral cooperation and possibly contribute to the regional impact.

The overall objective to which this project contributes is the promotion of an effective nuclear and radiation safety culture and implementation of the highest nuclear safety and radiation protection standards in the African continent, by means of a cooperation with several countries of Africa.
The Specific Objective of the project is to enhance competence, independence, and sustainability of regulatory authorities in the African partner countries and to contribute to the general development of regulatory authorities in Africa.

The main subjects are distributed in five global topics as follows:

1.         Radiation protection
2.         Nuclear Safety
3.         Communication
4.         Emergency Preparedness and Response (EPR) 
5.         Capacity building

Required profile

        III.            Required profile:

Qualifications and experience:

  • Post-graduate in a field relevant to the assignment: in public administration organization and management, financial and administrative management, international cooperation, project building, evaluation, or equivalent experience.
  • At least 5 years’ experience in monitoring, information management, data collection and/or evaluation for international projects/donors/organizations, development projects, preferably in the field of humanitarian/social development /education or refugees, aid to displaced persons.
  • Previous experience on projects in the nuclear international cooperation field or European DG INTPA project of at least 3 years.
  • Experience in designing, facilitating and evaluating training for adults in the field of monitoring and evaluation will be considered favorably

 

Professional skills:

  • Excellent understanding of results frameworks and indicators as well as international M&E standards and applications, particularly on projects funded by the EU – DG INTPA.
  • Excellent writing, data collection/analysis/visualization skills.
  • Skills on knowledge sharing and designing teaching materials are highly desirable.
  • Competent user of Microsoft Office applications and data collection and processing software 
  • Excellent coordination and teamwork skills.
  • Excellent written and spoken command of English (good writing, synthesis and analytical skills…).
